Carbondale Elementary School District #95 Board of Education met Feb. 22.

Here are the minutes provided by the board:

A regular meeting of the Carbondale Elementary School District No. 95 was held on Thursday, February 22, 2024, at 6:00 PM at The John Major Learning Center, 1150 E. Grand Avenue, Carbondale, IL 62901.

1. Roll Call:

Upon roll call, the following members were present:

Wigfall moved, seconded by McHenry to enter Executive Session at 6:02 PM for the purpose of discussing performance, evaluation and compensation of specific personnel matters, matters relating to student discipline, matters relating to collective bargaining, and matters relating to pending litigation. No decisions were made, and no votes were taken.

Strategic Plan Score Card

Review Goal 1 Data

Illinois Assessment of Readiness will not be updated until we receive test scores for the current year which is usually in early summer. However, you can see that we are on track to meet our Star growth targets.

Review Goal 2 Data

During the first half of the school year, we were able to decrease the percent of students that were chronically absent. Chronic absenteeism is missing 10% or more of the school year regardless of reason and is an indicator included in our summative designation. Chronically truant is missing 5% or more of the school year without a valid reason. I am still working on how to pull this data in our new system and hope to be able to update soon.

Star Winter Benchmark

In your board packet you have a report showing Star proficiency data by grade level. This is the same report you saw in the fall but now includes winter benchmark data. If you look at the Reading Benchmark Summary you will see the percent of students at each proficiency level. The final column includes a summary of the growth in proficiency levels for that grade. Any change of 3% or high is considered good progress. As you can see many grades levels had a greater than 3% increase in meet/exceed level. The next page is the Math Benchmark Summary report which shows the same information for our Star math assessment. Although there was not much change in the meet/exceed level many students did move out of the not meeting level.

5 Essentials Survey

The survey is open. Please spread the word to other parents. We would love to have a 20% parent completion rate. This is needed to get the parent report from the survey.

6.32 Superintendent – Janice Pavelonis

• District Black History Program – February 29th at 6:00pm in the CMS Commons.

• District 95 PTO – Attended an Executive Board Meeting. Shout Out for the impact they are making in the district. Superintendent Pavelonis invited the committee to attend the April Board Meeting to be recognized.

• Boys and Girls Club of Southern Illinois Update:

• Allan Brostoff from the National Organization is in charge of the Midwest area. He is working with the clubs Board of Directors to get the club back up and running.

• Space has been acquired at the First United Methodist Church starting in June.

• Currently looking to hire an Executive Director.

• The National CEO is in search of an accounting firm to handle the finances.

• A partnership with the district will start with a small group of kids.

Discussion: On Policy 7:60, Superintendent Pavelonis explained the new law that allows districts to waive tuition for employees that live out of district but, want their kids to attend in the district that they work. The policy committee recommended not to implement this option.

8.4 Action on Tentative Collective Bargaining Agreement between the Board of Education and Carbondale Educational Support

Professionals Association

Green moved, seconded by Wigfall, Recommend approval of the tentative collective bargaining agreement between the Board of

Education and the Carbondale Educational Support Professionals Association negotiated by the Board’s negotiation team, including the language and financial terms tentatively agreed upon by the parties’ negotiation teams and authorization for the Board

President and Secretary to execute the agreement on behalf of the Board of Education upon compilation of the document in final form as approved by the Board’s counsel as to form and substance.

Discussion: Leatreasa Lilly-Madison thanked everyone for their time and that the union is very happy with the agreement.
