City of Herrin City Council met Jan. 8.

Here are the minutes provided by the council:

Mayor Steve Frattini called the meeting to order at 6:00 p.m. Mayor led us in prayer and Pledge of Allegiance was recited.

Shelly Huggins, City Clerk called the roll and the following were present:

MINUTES OF DECEMBER 27, 2023

Motion made by Alderman Shoemake, seconded by Alderman York to approve the minutes of December 27, 2023 Council Meeting. Alderman Shoemake, Crompton, York, Miller, Kinley, Sizemore and Ahlgren voted "Yea". None voted "Nay".

TREASURER'S REPORT

Treasurer Carl Goodwin stated that he checked water/sewer adjustments and bank statements and all was well.

BUDGET OFFICE REPORT

Carrie Cravens, Budget Director stated that the website where we need to get a number we need is down.

CODES

Bret Childers Codes Administrator stated went to court for 6 properties Wednesday. 3 were cleaned up by owner and we got court orders for the other 3.

PUBLIC WORKS

Bill Sizemore, Chairman of the Public Works had nothing to report.

Tom Somers, Public Works Director was absent from the meeting.

PUBLIC IMPROVEMENT

Marilyn Ruppel, Chairman of the Public Improvement Committee was absent from the meeting.

PUBLIC SAFETY

David Dorris, Police Chief had nothing to report.

Shawn Priddy, Fire Chief stated we are increasing each year for calls. 2019-371, 2023-672.

David Shoemake, Chairman of the Public Safety Committee had nothing to report.

FINANCE

Motion was made by Alderman York, seconded by Alderman Shoemake to authorize bills to be paid before the Council. Alderman Crompton, York, Miller, Kinley, Sizemore, Ahlgren and Shoemake voted "Yea". None voted "Nay".

INSURANCE

Sheila Ahlgren, Chairman of the Insurance Committee had nothing to report.

HERRIN LIBRARY LIAISON

Marilyn Ruppel, Liaison for the Herrin City Library was absent from the meeting.

HERRIN CIVIC CENTER LIAISON

Scott Kinley, Liaison for the Herrin Civic Center stated Queen of Hearts $7,905 Tuesday night. Micro Wrestling Federation returns January 28.

NEW BUSINESS:

ORDINANCE 38- 2023 ADDING CHAPTER 29, ARTICLE IX TO THE HERRIN REVISED CODE OF ORDINANCES

Motion made by Alderman Crompton, seconded by Alderman York to pass Ordinance 38-2023 Adding Chapter 29, Article IX to the Herrin Revised Code of Ordinances. Alderman York, Miller, Kinley, Sizemore, Ahlgren, Shoemake and Crompton voted "Yea". None voted "Nay".

MAYOR

Site for new animal control facility has been being prepared with property lines marked etc.

COUNCIL

Alderman Ahlgren stated she has had some inquiries asking about the curbs on Park Avenue. These are part of the pedestrian safety grant project and make it easier for persons to cross the street. When the project is finished, they will be marked properly.

Alderman York has received a street light request for pole #325569 on State Street.

Alderman Shoemake referenced the memo received regarding trash along Clark Trail, it also includes Bandyville Road. It's probably due to loads going to the transfer station not being covered.

Motion made by Alderman Miller, seconded by Alderman Kinley to adjourn. Alderman Miller, Kinley, Sizemore, Ahlgren, Shoemake, Crompton and York voted "Yea". None voted "Nay".
