Marion City Park District Board of Commissioners met July 25.

Here are the minutes provided by the board:

1. Call to Order

President Gott called the Regular Meeting of the Marion Park District to order at 6:10 p.m. with the following Commissioners present:

Commissioner Gardiner

Commissioner Sheffler

Commissioner McReynolds

Commissioner Welch

Commissioner Gott

2. Open Forum

There were no attendees at the regular meeting.

3. Approval of July 25, 2023, Agenda

Commissioner McReynolds made a motion at 6:11 p.m.; seconded by Commissioner Gardiner to approve the July 25, 2023, agenda. Roll called. Motion carried with unanimous vote with those present.

4. Approve of Budget Hearing Minutes – June 27, 2023.

Commissioner McReynolds made a motion at 6:11 p.m.; seconded by Commissioner Welch to approve the June 27, 2023, Budget Hearing minutes. Roll called. Motion carried with unanimous vote with those present.

5. Approval of Regular Meeting Minutes: June 27, 2023.

Commissioner Gardiner made a motion at 6:13 p.m.; seconded by Commissioner Welch to approve the June 27, 2023, Regular Meeting minutes. Roll called. Motion carried with unanimous vote with those present.

6. Approval of June2023 Financial Report.

Commissioner Gott asked Director Reed if there was anything that he wanted to discuss in the financial report. Director Reed states that at the end of the fiscal year, our expenses are at 78.5% of the budgeted amount, and the income was at 85.6% of the budgeted amount for the fiscal year.

Commissioner Sheffler made a motion at 6:27 p.m.; seconded by Commissioner Welch to approve the June 2023 Financial Report. Roll called. Motion carried with unanimous vote with those present.

7. Department Reports

a. Administration

b. Park Services

c. Aquatic Center

Director Reed went over the reports highlighting the projects that Park Service employees have completed during the month and pictures were also shown to the Commissioners of all the projects completed.

8. Commissioners Reports

Commissioner Gott asked the other Commissioners if there was anything to report to Director Reed regarding the Parks. Commissioner Gardiner didn’t have anything to report. Commissioner Sheffler says the Girl Scouts will be in contact with the Park District regarding a donation. Commissioner Sheffler also asked Director Reed about the uprights at Fosse Park and Director Reed states that that is on the list of things to fix. Commissioner McReynolds didn’t have anything to report. Commissioner Welch asked Director Reed about the wall at the bridge of Harrison – Bruce Park. Director Reed states they are hopeful to get to that in August. Commissioner Gott asked Director Reed about the tire tracks on the southwest corner by the creek. Director Reed states it was from him pulling out a stuck mower too close to the creek bed.

9. Executive Session pursuant to 5 ILCS 120/2(c)(2) of the Illinois Open Meetings Act (if requested):

a. (21) Executive / Closed Minutes – Discussion of minutes of meetings lawfully closed under Illinois Open Meetings Act, whether for purposes of approval by the body of the minutes or semi-annual review of the minutes.

b. (1) Personnel – To consider the appointment, employment, compensation, discipline, performance, or dismissal of specific employees of the public body or legal counsel for the public body, including hearing testimony or complaint lodged against an employee of the public body or against legal counsel for the public body to determine its validity.

c. (2) Collective Bargaining – the collective negotiations between public employers and their employees and deliberations concerning salary schedules for one or more classes of employee.

Commissioner Gardiner made a motion at 6:49 p.m.; seconded by Commissioner Welch to go into Executive Session. Roll called. Motion carried with unanimous vote with those present.

10. Reconvene to Open Session (possible actions following Executive Session)

Commissioner Gardiner made a motion at 7:26 p.m.; seconded by Commissioner Welch to approve reconvening into Open Session. Roll called. Motion carried with unanimous vote with those present.

Open session reconvened at 7:29 p.m. after a short break

11. Old Business

a. Discuss / Approve publishing a press release regarding the award of the Energy Transition Community Grant.

Commissioner Gardiner made a motion at 7:30 p.m.; seconded by Commissioner Welch to table publishing a press release regarding the award of the Energy Transition Community Grant. Roll called. Motion carried with unanimous vote with those present.

12. New Business

14. Adjournment

Commissioner Welch made a motion at 7:31 p.m.; seconded by Commissioner McReynolds to adjourn the Regular Meeting of the Marion Park District. Roll called. Motion carried with unanimous vote with those present.
