Unity Point Community Consolidated School District 140 Board met June 15.

The regular meeting of the Unity Point Board of Education was called to order at 6:00 p.m. by the President, Amanda Pangrazio, with the following members present: Elizabeth Mackenbach, Lisa DiBiase, Amanda Pangrazio, Courtney O’Dell, Sylvia Thoms and Robin Warne. Others present were: Lori James-Gross, Michelle Brown and Leslie Varble.
Robin Warne made the motion, seconded by Lisa DiBiase to approve the Agenda as amended to include additional coaching staff hires. Motion carried 6-0 with all voting yea.
Amanda Pangrazio made the motion, seconded by Courtney O’Dell to approve the minutes of the May 25, 2023 Regular Meeting Minutes, copy attached. Motion carried 6-0 with all voting yea.
Elizabeth Mackenbach made the motion, seconded by Sylvia Thoms to approve the following Consent Agenda items:
- Approval of Bills
- Presentation of Financial Reports
- Presentation of 2023-2025 Support Salary Schedules
- Jackson County SFST June Distribution
- Presentation of State Budget Update
- Approval of Prevailing Wage Update
- Correspondence
- Letter of Resignation, Luke Fleisher, Chess Club Sponsor
- Letter of Resignation, Chris Rogers, Technology Director, effective 7/15/23
Motion carried 6-0 with all voting yea.

UPEA Remarks – None
Courtney O’Dell made the motion, seconded by Robin Warne to approve the IASB Resolution proposed by Elizabeth Mackenbach as amended. Mrs. Mackenbach proposed a resolution that would consider using the IL DCFS CANTS (Child Abuse and Neglect Tracking System) as a means to fulfill the Employment History Review of Faith’s Law. Motion carried 6-0 with all voting yea.
Amanda Pangrazio made the motion, seconded by Sylvia Thoms to approve the fuel bid from Hines Oil Company. Motion carried 6-0 with all voting yea.
Approval of Electric Bid – tabled until after GRP Presentation.
Sylvia Thoms made the motion, seconded by Robin Warne to approve the Combi Oven bid from Stafford-Smith, Inc. Motion carried 6-0 with all voting yea.
IASB PRESS Plus Policy Services has provided the June 2023, Issue 112 of PRESS Plus with the most recent policy updates for Board consideration. The policy updates will be on review until the time of the second reading and approval at the July Board meeting.
Dr. Lori James-Gross provided an update on the committee to review the staff recruitment and retention practices.
The Board will consider the establishment of committees to assist with the Board’s governance function and, in some situations, to comply with State Law requirements. Board members were asking to select which committees they wished to be a part of and email their selection to the Superintendent by June 23rd.
Dr. Lori James-Gross, Superintendent and Leslie Varble, Principal for Instruction, provided the following Administrative Updates:
1. 2023-2024 Registration Update
2. Continuous School Improvement Report
3. Proposed Student/Parent Handbook (to be approved at July Board meeting)
Amanda Pangrazio made the motion, seconded by Elizabeth Mackenbach to approve the 2023-2024 Athletic, GLOBAL, and Kidz Klub Handbook. Motion carried 6-0 with all voting yea.
Sylvia Thoms made the motion, seconded by Robin Warne to employ the following individual(s):
1. PRE-K Teacher – Nikki Rosenthal, effective 23/24 School Year
2. Full-Time Evening Custodian – Leonard Cox, effective 6/12/23
3. Kindergarten EOC Aide – Kathryn Rhoades, effective 23/24 School Year
4. Asst. Softball Coach – Jeffrey Mason
5. Asst. Boys Basketball Coach – Nick Aldridge
6. Nola Wallace – Cheer Coach

Amanda Pangrazio made the motion, seconded by Sylvia Thoms to enter a brief recess at 6:40 p.m. Motion carried 6-0 with all voting yea.
Amanda Pangrazio called the meeting to order at 7:19 p.m. with the following members present: Elizabeth Mackenbach, Lisa DiBiase, Amanda Pangrazio, Courtney O’Dell, Sylvia Thoms and Robin Warne. Others present were: Lori James-Gross, Michelle Brown and Leslie Varble.
Laura Weber, GRP, provided a presentation on the benefits of Unity Point utilizing solar energy, including lower costs and the use of sustainable energy sources.
Robin Warne made the motion, seconded by Lisa DiBiase to approve the electric bid from Constellation (through Affordable Gas & Electric Consortium) for a 12-month period. Motion carried 6-0 with all voting yea.
Amanda Pangrazio made the motion, seconded by Sylvia Thoms to adjourn the meeting at 8:02 p.m. Motion carried 6-0 with all voting yea.
