A) RECOGNITION OF DEPUTY CHIEF GREG EDWARDS UPON HIS RETIREMENT
B) APPROVE AN ORDINANCE AMENDING TITLE 3, CHAPTER 3, LIQUOR CONTROL, SECTION 8 OF THE CITY CODE OF THE CITY OF GENOA
This amendment creates an additional R (restaurant) Liquor License. There are currently no remaining R Liquor Licenses and a new business that will be opening in Genoa is requesting a liquor license for their restaurant.
C) APPROVE AN ORDINANCE APPROVING AN AMENDMENT TO A PRELIMINARY AND FINAL PLANNED UNIT DEVELOPMENT FOR A TRAINING FACILITY LOCATED AT 515 FOREST VIEW DRIVE
Included in the packet is a Project Review Report outlining a request for an amendment to a Preliminary and Final Planned Unit Development to allow for an additional 15,600 square foot administrative, training, and storage building located at an electrical training facility at 515 Forest View Drive. The Plan Commission met and held a Public Hearing on June 22, 2023. Of the six Plan Commission members present, five members voted to recommend approval to the City Council, with the conditions outlined in the Project Review Report. Following the Plan Commission recommendation, the conditions were incorporated into the ordinance included in the packet.
D) APPROVE AN AGREEMENT WITH FEHR GRAHAM FOR A PHASE 1 ENVIRONMENTAL SITE ASSESSMENT FOR 3 PARCELS ALONG MONROE STREET AND MAIN STREET, NOT TO EXCEED $2,600
The City of Genoa is under contract to acquire three properties from Heartland Bank. The Council has requested an environmental review be conducted prior to the purchase of the properties. Fehr Graham, who has assisted the City with other projects, submitted the agreement included in the packet to conduct a Phase 1 Environmental Site Assessment, which can be completed in approximately 4 weeks.
E) APPROVE AND AUTHORIZE THE CHIEF OF POLICE AND CITY ATTORNEY TO EXECUTE A SPECIAL OPERATIONS TEAM AGREEMENT WITH THE DEKALB COUNTY SHERIFF’S OFFICE, PENDING ATTORNEY REVIEW
The DeKalb County Sheriff’s Department has offered a position to a Genoa Police Officer to participate in and receive training under their Special Operations Team, who trains for and responds to critical incidents, such as: sniper situations, hostage situations, barricade situations, apprehension, and warrant service. This is not only a great service to DeKalb County but also an excellent opportunity for the Officer and Genoa Police Department.
F) APPROVE A RESOLUTION AUTHORIZING THE SALE OF SURPLUS PUBLIC REAL ESTATE This ordinance authorizes the sale of right-of-way to be acquired from IDOT for the purposes of commercial development. An appraisal for the property has been ordered and the sale process will be in accordance with State Law.
G) APPROVE AND AUTHORIZE THE MAYOR TO EXECUTE A MEMORANDUM OF UNDERSTANDING BETWEEN THE CITY OF GENOA AND GENOA-KINGSTON SCHOOL DISTRICT FOR A SCHOOL RESOURCE OFFICER PROGRAM
The City’s agreement with the Genoa-Kingston School District for the School Resource Officer Program expired in June of 2023. The City and School District have met to review the terms of the agreement and no changes were made from the previous contract. The District and Police Department have been very happy with the arrangement and results of the School Resource Program.
H) APPROVE AND AUTHORIZE THE MAYOR TO EXECUTE A SIDE LETTER WITH THE GENOA KINGTON SCHOOL DISTRICT
As the City’s designated School Resource Officer position is currently vacant, the Chief of Police will be filling the role. The side letter stipulates the rate required to be paid per hour that the Chief is working as the SRO.
