City of Herrin City Council met April 10

City of Herrin City Council met April 10.

Here are the minutes provided by the council:

Mayor Steve Frattini called the meeting to order at 6:00 p.m. and led us in prayer. Pledge of Allegiance was recited.

Shelly Huggins, City Clerk called the roll and the following were present:

HWC ANIMAL CONTROL PRESENTATION Herrin Women's Club presented Animal Control with a check for $1,000.00.

PUBLIC Kathy Zinn stated she recently purchased a house in the 300 block of S. 18th Street. with traffic up and down the alley all night long and they are loud and up to no good. everyone have been a big help but it still hasn't stopped. She feels it is a safety issue and needs checked out. Mayor has

Sally Supernant stated her mom has a home in the 100 block of S. 18th Street, 5 people on bikes going around the neighborhood after 10:30 at night with backpacks on. She called the police. Places look like junkyards.

Jamie Atwood, 41 Blackberry Lane was here last time discussing the dangerous animals. The owner has been found at 1312 S. 13th St. The dog owners have gotten a warning and two citations. Dogs keep getting out. Dogs need seized. Police are aware and if the dog is found out, animal control will come out on an emergency call and try to apprehend the dogs.

Lowell Spiller stated that he has a family member works at a local hospital and had treated a 10-year- old girl who had her face ripped off this weekend. He has dangerous dogs in his neighborhood that we have been trying to take care of.

Ibbie Jean Boren stated several weeks ago she took a bad fall in her home. She couldn't get up and called a friend and the friend called the police and they were there in a heartbeat and got her up out of the floor.

Cole Colombo lives across the street from Ms Atwood and can't let his kids walked to school anymore because of the dog issue.

MINUTES OF MARCH 27, 2023 Motion made by Alderman Shoemake, seconded by Alderman York to approve the minutes of March 27, 2023 Council Meeting. Alderman Ahlgren, York, Crompton, Kinley, Miller, Sizemore and Shoemake voted "Yea". None voted "Nay".

TREASURER'S REPORT Treasurer Carl Goodwin stated he has reconciled the bank statements and all in balance. Water sewer adjustments, one error and fixed, admin tow fees collected and budget completed.

BUDGET OFFICE REPORT Carrie Cravens, Budget Director stated we had budget public hearing this morning.

CODES Bret Childers Codes Administrator stated that two weeks from today spring clean-up starts.

PUBLIC WORKS Bill Sizemore, Chairman of the Public Works Committee had nothing to report.

Tom Somers, Public Works Director stated curbside clean up April 24-28 on regular trash collection day. We will have e-waste drive in October.

PUBLIC IMPROVEMENT Marilyn Ruppel, Chairman of the Public Improvement Committee was absent from the meeting.

PUBLIC SAFETY

David Dorris, Police Chief was absent from the meeting. Salvador Tomas, Deputy Chief stated that chief is going to be gone for 3 weeks, so just give him a call if you need anything.

Shawn Priddy, Fire Chief stated in his report he mentioned a new to us boat. We got two people trained for the regions dive team and we received a hand me down boat.

David Shoemake, Chairman of the Public Safety Committee had nothing to report.

FINANCE Motion was made by Alderman York, seconded by Alderman Shoemake to authorize bills to be paid before the Council. Alderman York, Crompton, Kinley, Miller, Sizemore, Shoemake and Ahlgren voted "Yea". None voted "Nay".

INSURANCE Sheila Ahlgren, Chairman of the Insurance Committee stated we will have quotes from Health Alliance And Blue Cross coming.

HERRIN LIBRARY LIAISON Marilyn Ruppel, Liaison for the Herrin City Library was absent from the meeting.

HERRIN CIVIC CENTER LIAISON Scott Kinley, Liaison for the Herrin Civic Center stated Queen of Hearts tomorrow night for $14,400.

NEW BUSINESS:

BUDGET 05/01/23- 04/30/24 Motion made by Alderman York, seconded by Alderman Kinley to pass the Budget 05/01/23- 04/30/24. Alderman Crompton, Kinley, Miller, Sizemore, Shoemake, Ahlgren and York voted "Yea". None voted "Nay".

RESOLUTION 6- 2023 FEASIBILITY STUDY TIF V Motion made by Alderman Kinley, seconded by Alderman Miller to pass Resolution 6-2023 Feasibility Study for TIF V. Alderman Kinley, Miller, Sizemore, Shoemake, Ahlgren, York and Crompton voted "Yea". None voted "Nay".

RESOLUTION 7- 2023 INTENT TO REIMBURSE PROJECT COSTS TIF V Motion made by Alderman Miller, seconded by Alderman Kinley to pass Resolution 7-2023 Intent to Reimburse Certain Redevelopment Project Costs. Alderman Miller, Sizemore, Shoemake, Ahlgren, York, Crompton and Kinley voted "Yea". None voted "Nay".

ORDINANCE 8-2023 ESTABLISH MENT OF TIF V REGISTERED PARTIES & RULES Motion made by Alderman Crompton, seconded by Alderman York to pass Ordinance 8-2023 Establishing TIF V Registered Parties and Rules for these Registries. Alderman Sizemore, Shoemake, Ahlgren, York, Crompton, Kinley and Miller voted "Yea". None voted "Nay".

PRESENTATION TIF V FEASIBILITY STUDY Jake Zimbaldi, Moran Economic Development presented the TIF V Feasibility Study and explained the process,

MOTION TO PLACE FEASI- BILITY STUDY ON FILE & SEND TIF V STUDY TO AFFECTED TAX DISTRICTS Motion made by Alderman Miller, seconded by Alderman Kinley to place feasibility study on file & send TIF V study to affected tax districts. Alderman Shoemake, Ahlgren, York, Crompton, Kinley, Miller and Sizemore voted "Yea". None voted "Nay".

MAYOR None.

COUNCIL

Alderman Shoemake mentioned all the complaints we are getting from residents regarding the fiber optic installation. There is a hole in the road by 1012 N. 8th St.

Alderman Miller stated he and Alderman Kinley have been involved in complaints in the area from the 100-300 Blocks of 17th, 18th & 19th Streets. We are working with the police etc. to get this area taken care of and cleaned up.

ADJOURN Motion made by Alderman Miller, seconded by Alderman Kinley to adjourn. Alderman Ahlgren, York, Crompton, Kinley, Miller, Sizemore and Shoemake voted "Yea". None voted "Nay".
