City of Herrin City Council met March 13

City of Herrin City Council met March 13.

Here are the minutes provided by the council:

Mayor Steve Frattini called the meeting to order at 6:00 p.m. and led us in prayer. Pledge of Allegiance was recited. 

Shelly Huggins, City Clerk called the roll and the following were present:

PUBLIC  None. 

MINUTES OF FEBRUARY 27, 2023 Motion made by Alderman Shoemake, seconded by Alderman York to approve the minutes of February 27, 2023 Council Meeting. Alderman Ahlgren, York, Crompton, Miller, Ruppel, Sizemore and Shoemake voted "Yea". None voted "Nay". 

TREASURER'S REPORT Treasurer Carl Goodwin stated he has reviewed all the bank statements and water/sewer adjustments. All in balance. 

BUDGET OFFICE REPORT Carrie Cravens, Budget Director stated that in the packet is a rough draft of the water/sewer fund budget. Proposals are handwritten on the old budget so you can see the changes. 

CODES Bret Childers Codes Administrator was absent from the meeting. 

PUBLIC WORKS Bill Sizemore, Chairman of the Public Works Committee asked about street lights out on Herrin Road. 

Tom Somers, Public Works Director had nothing to report. 

PUBLIC IMPROVEMENT Marilyn Ruppel, Chairman of the Public Improvement Committee had nothing to report. 

PUBLIC SAFETY David Dorris, Police Chief stated they went and picked up their 3 new squad cars today. 

Shawn Priddy, Fire Chief stated that the last few years with the Chili Dinner going so well they are trying to do some big projects. They are fixing up the safety trailer for fire prevention safety this year. 

David Shoemake, Chairman of the Public Safety Committee had nothing to report. 

FINANCE Motion was made by Alderman York, seconded by Alderman Shoemake to authorize bills to be paid before the Council. Alderman York, Crompton, Miller, Ruppel, Sizemore, Shoemake and Ahlgren voted "Yea". None voted "Nay". 

INSURANCE Sheila Ahlgren, Chairman of the Insurance Committee had nothing to report. 

HERRIN LIBRARY LIAISON Marilyn Ruppel, Liaison for the Herrin City Library stated that Friday, March 17 John Griswold will be there to talk about his book about Herrin at 2 p.m. 

HERRIN CIVIC CENTER LIAISON Scott Kinley, Liaison for the Herrin Civic Center was absent from the meeting. 

NEW BUSINESS: 

AWARD BID 27th BREWSTER LS CONTROL PANEL Motion made by Alderman Miller, seconded by Alderman Crompton to award bid for Brewster 27th & LS Control Panel Replacement to Vandevanter Engineering for $36,305.00. Alderman Crompton, Miller, Ruppel, Sizemore, Shoemake, Ahlgren and York voted "Yea". None voted "Nay". 

PROCLAMATION GIRL SCOUT WEEK Motion made by Alderman Crompton, seconded by Alderman Ruppel to Proclaim March 12-18, 2023 as Girl Scout Week. Alderman Miller, Ruppel, Sizemore, Shoemake, Ahlgren, York and Crompton Voted "Yea". None voted "Nay". 

AUTHORIZATION TO ENGAGE WITH AGE FOR COMMERCIAL CITY ELECTRICAL ACCOUNTS Motion made by Alderman York, seconded by Alderman Shoemake to engage with AGE for commercial city electrical accounts and for the Mayor and City Clerk to sign agreement. Alderman Ruppel, 

Sizemore, Shoemake, Ahlgren, York, Crompton and Miller voted "Yea". None voted "Nay". 

RESOLUTION 4- 2023 IDOT JOINT FUNDING AGREEMENT Motion made by Alderman Sizemore, seconded by Alderman Miller to pass Resolution 4-2023 IDOT Federal Aid Joint Funding Agreement, 19-00072-00-RS. Alderman Sizemore, Shoemake, Ahlgren, York, Crompton, Miller and Ruppel voted "Yea". None voted "Nay". 

RESOLUTION 5- 2023 IDOT JOINT FUNDING AGREEMENT Motion made by Alderman Crompton, seconded by Alderman Ruppel to pass Resolution 5-2023 IDOT Federal Aid Joint Funding Agreement, 18-00071-00-MS. Alderman Shoemake, Ahlgren, York, Crompton, Miller, Ruppel and Sizemore voted "Yea". None voted "Nay". 

MAYOR Our next council meeting on March 27 will start at 5 p.m. rather than 6 p.m. as several city members have a Rotary Club engagement. 

COUNCIL Alderman Ahlgren stated she notices that all of our departments are at the meetings except animal control and she asks that they have representation. They need to provide a report as to attend the meeting would require overtime. 

Alderman Crompton thank Tom for improvements on N. 16th Street. 

ADJOURN Motion made by Alderman Miller, seconded by Alderman Sizemore to adjourn. Alderman Ahlgren, York, Crompton, Miller, Ruppel, Sizemore and Shoemake voted "Yea". None voted "Nay".
