City of Herrin City Council met Feb. 27

City of Herrin City Council met Feb. 27.

Here are the minutes provided by the council:

Mayor Steve Frattini called the meeting to order at 6:00 p.m. and led us in prayer. Pledge of Allegiance was recited.

Shelly Huggins, City Clerk called the roll and the following were present:

PUBLIC

Ibbie Jean Boren stated that the traffic on Brewster Road speeding. Speed limit is 25 mph. On the corner of Brewster Road and Park Avenue where the new bank is going in, is there going to be a stoplight? She is concerned about the increased traffic when the bank opens. IDOT has evaluated this intersection many times and we do not meet their warrants and needs. It will be re-evaluated after the bank opens.

MINUTES OF FEBRUARY 13, 2023

Motion made by Alderman Shoemake, seconded by Alderman York to approve the minutes of February 13, 2023 Council Meeting. Alderman Ahlgren, York, Crompton, Kinley, Miller, Ruppel, Sizemore and Shoemake voted "Yea". None voted "Nay".

TREASURER'S REPORT

Treasurer Carl Goodwin stated that he has nothing new to report.

BUDGET OFFICE REPORT

Carrie Cravens, Budget Director stated she is trying to dig out from being off. She and Carl discussed the budget some today and we are about a month behind.

CODES

Bret Childers Codes Administrator stated that on trash day there is a 10-bag limit. We have issued letters to those who continually do so. If you put a piece of furniture out, it will be picked up and $15 each piece added to water bill.

PUBLIC WORKS

Bill Sizemore, Chairman of the Public Works Committee

Tom Somers, Public Works Director had nothing to report.

PUBLIC IMPROVEMENT

Marilyn Ruppel, Chairman of the Public Improvement Committee had nothing to report.

PUBLIC SAFETY

David Dorris, Police Chief stated that the 3 new vehicles we have ordered should be in within 30 days.

Shawn Priddy, Fire Chief stated that we are part of two smoke alarm programs. They are having trouble getting these smoke alarms. The fire department has purchased some and are giving to them to those in great need and can't afford them. Bret is working with them. If persons by their own, the fire department will install them for free.

David Shoemake, Chairman of the Public Safety Committee stated ground breaking for new fire department is June 1.

FINANCE

Motion was made by Alderman York, seconded by Alderman Shoemake to authorize bills to be paid before the Council. Alderman York, Crompton, Kinley, Miller, Ruppel, Sizemore, Shoemake and Ahlgren voted "Yea". None voted "Nay".

INSURANCE

Sheila Ahlgren, Chairman of the Insurance Committee had nothing to report.

HERRIN LIBRARY LIAISON

Marilyn Ruppel, Liaison for the Herrin City Library stated that today is the last day of the book sale; 5,310 registered borrowers; 41,531 volumes available to check out. Herrin native John Griswold will have presentation on 3/17 at 2:00 p.m. of his book about Herrin. April 30 from 2-3:30 p.m. will be The library's open house.

HERRIN CIVIC CENTER LIAISON

Scott Kinley, Liaison for the Herrin Civic Center stated that Queen of Hearts tomorrow will be $11,610.00. Wing It Wednesday still going on. There was a successful Chamber Dinner on Friday.

NEW BUSINESS:

STREETLIGHT 2820 N. 17th

Motion made by Alderman Crompton, seconded by Alderman York to install a streetlight near 2820 N. 17th St. Alderman Crompton, Kinley, Miller, Ruppel, Sizemore, Shoemake, Ahlgren and York voted "Yea". None voted "Nay".

ORDINANCE 5- 2023 SALE OF PERSONAL PROPERTY

Motion made by Alderman Miller, seconded by Alderman Kinley to pass Ordinance 5-2023 Sale of Personal Property. Alderman Kinley, Miller, Ruppel, Sizemore, Shoemake, Ahlgren, York and Crompton voted "Yea". None voted "Nay".

RESOLUTION 3- 2023 IDOT MFT & ESTIMATE OF COSTS 23- 00000-00-GM

Motion made by Alderman Crompton, seconded by Alderman Miller to pass Resolution 3-2023 IDOT MFT & Estimate of Costs for 23-00000-00-GM. Alderman Miller, Ruppel, Sizemore, Shoemake, Ahlgren, York and Crompton voted "Yea". None voted "Nay". Alderman Kinley "Abstained".

MAYOR

There has been a request for a streetlight at the corner of N. 4th St. & Herrin St. Mayor was at the

COUNCIL

Federal Prison the other day and we can get help from them regarding ditch cleaning etc.

Alderman Crompton stated that a lot of neighbors on the north end of town concerned with standing water. The 800 block of N. 17th St. there is a parking issue in front of one of those houses.

Alderman Shoemake had many calls regarding potholes and they were taken care of quickly..

Motion made by Alderman Miller, seconded by Alderman Kinley to adjourn. Alderman Shoemake, Ahlgren, York, Crompton, Kinley, Miller, Ruppel and Sizemore voted "Yea". None voted "Nay".
