City of Herrin City Council met Feb. 13.

Here are the minutes provided by the council:

Mayor Steve Frattini called the meeting to order at 6:00 p.m. and led us in prayer. Pledge of Allegiance was recited.

Shelly Huggins, City Clerk called the roll and the following were present:

PUBLIC

Sally Sanders asked about the plans to resurface Park Avenue. Yes, it is an IDOT project with part of the project beginning with the city's downtown project.

Darrell Ridgway addressed everyone that he has had an ongoing problem with the City Lake.

Four or five months ago he brought it up regarding water flooding up on his property. Mr. Ridgway owns the water on the south side of Grand Avenue. He would like to have more time than 3 minutes to discuss the situation. He wants it fixed. He has two foot of water in his pasture. This will be handed off to public works committee to make a determination. Mr. Ridgway invites council to come out and take a look in the spring while we are having more rain. It will be addressed within 30 days and someone will contact Mr. Ridgway.

Nathan Colombo, Clearwave Fiber is addressing the council regarding their work stoppage here in Herrin. In Mid-December it was decided their work in Herrin would slow down through January 9. They have worked directly with Tom Somers, Public Works Director during this time. Timeline was extended with another 8-week work stoppage. They want to stay on track to begin work in two weeks when extension expires. They want to deliver high speed fiber to our residents. If there is assistance with locates or etc they are willing to work with the City in any way they can. We will be letting Clearwave know what are concerns and needs are in the very near future.

MINUTES OF JANUARY 23, 2023

Motion made by Alderman Shoemake, seconded by Alderman York to approve the minutes of January 23, 2023 Council Meeting. Alderman Ahlgren, York, Crompton, Kinley, Miller, Ruppel, Sizemore and Shoemake voted "Yea". None voted "Nay".

TREASURER'S REPORT

Treasurer Carl Goodwin stated he has reviewed bank statements, water/sewer adjustments and admin tow fees and all are in balance.

BUDGET OFFICE REPORT Carrie Cravens, Budget Director was absent from the meeting.

CODES

Bret Childers Codes Administrator was absent from the meeting.

PUBLIC WORKS

Bill Sizemore, Chairman of the Public Works Committee stated that with all of the rain that the ditches are looking like water moved swiftly.

Tom Somers, Public Works Director stated next Monday trash will be picked up. City Hall is closed.

PUBLIC IMPROVEMENT

Marilyn Ruppel, Chairman of the Public Improvement Committee had nothing to report.

PUBLIC SAFETY

David Dorris, Police Chief stated that with the warmer weather there is more foot traffic. your doors locked. Finding a lot of squatters and getting them out of abandoned homes and Contacting home owners.

Shawn Priddy, Fire Chief stated that they have been notified that there is a phone scam that the firefighters are phone soliciting. It is not the City. They will never phone solicit.

David Shoemake, Chairman of the Public Safety Committee had nothing to report.

FINANCE

Motion was made by Alderman York, seconded by Alderman Shoemake to authorize bills to be paid before the Council. Alderman York, Crompton, Kinley, Miller, Ruppel, Sizemore, Shoemake and Ahlgren voted "Yea". None voted "Nay".

INSURANCE

Sheila Ahlgren, Chairman of the Insurance Committee had nothing to report.

HERRIN LIBRARY LIAISON

Marilyn Ruppel, Liaison for the Herrin City Library stated the library will have a book sale 2/25 & 2/27. March guest speaker will be John Griswold on 3/17 at 2 p.m.

HERRIN CIVIC CENTER LIAISON

Scott Kinley, Liaison for the Herrin Civic Center stated that Queen of Hearts tomorrow will be $10,584.00. Wednesdays are Wing-It Wednesdays featuring Steve Kessler and the Wing-It band and dinner begins at 5 p.m.

NEW BUSINESS:

ORDINANCE 3- 2023 AMEND CHAPTER 21, ARTICLE II, SECTION 6 SUBSECTION (1)

Motion made by Alderman York, seconded by Alderman Shoemake to pass Ordinance 3-2023 Amend Chapter 21, Article II, Section 6, Subsection (1) of the Herrin Revised Code of Ordinances. Alderman Crompton, Kinley, Miller, Ruppel, Shoemake, Ahlgren and York voted "Yea". None voted "Nay". Alderman Sizemore "Abstained".

ENGINEERING

Motion made by Alderman Sizemore, seconded by Alderman Ruppel to approve Engineering

AGREEMENT HORNER & SHIFRIN, INC. 19-00072-00-RS

Agreement with Horner & Shifrin, Inc. for 19-00072-00-RS. Alderman Kinley, Miller, Ruppel, Sizemore, Shoemake, Ahlgren, York and Crompton voted "Yea". None voted "Nay".

ENGINEERING AGREEMENT HORNER & SHIFRIN INC. 22-00076-00-SW

Motion made by Alderman Crompton, seconded by Alderman Miller to approve Engineering Agreement with Horner & Shifrin, Inc. for 22-00076-00-SW. Alderman Miller, Ruppel, Sizemore, Shoemake, Ahlgren, York, Crompton and Kinley voted "Yea". None voted "Nay".

ORDINANCE 4- 2023 AUTHORI- ZING TIF FOR WILHELM IND. WONDER WASH

Motion made by Alderman Miller, seconded by Alderman York to pass Ordinance 4-2023 Authorizing TIF Redevelopment Agreement with Wilhelm Industries, Inc. d/b/a Wonder Wash. Alderman Ruppel, Sizemore, Shoemake, Ahlgren, York, Crompton, Kinley and Miller voted "Yea". None voted "Nay".

DISCUSSION & POSSIBLE ACTION REGARDING STREET LIGHT NEAR 700 S. 22nd

Motion made by Alderman Miller, seconded by Alderman Kinley to approve street light in front of 700 S. 22nd Street. Alderman Sizemore, Shoemake, Ahlgren, York, Crompton, Kinley, Miller and Ruppel voted "Yea". None voted "Nay".

MAYOR

Herrin City Lake #2 sale has completely closed. The CD purchases will take place tomorrow. All six town banks will be taking part and paperwork will be signed tomorrow. We do not know who has bought the landfill property as of yet.

COUNCIL

Alderman Crompton asked Tom to look at street light at 17th & Mack St. Recommendation next council meeting.

Alderman Ahlgren has had many calls regarding Barricade on Bryan between 8th & 9th Street. There may be a water leak up the road that is causing the hole. It will be looked at hopefully this week.

Alderman Ruppel stated she saw our fire chief on the TV and she commended he and our police chief that they handle themselves so well during interviews.

Alderman Sizemore congratulated the Herrin High School Basketball Team on their conference championship and for the town showing up for them. Also, the HHS Flag Team for winning at state.

Motion made by Alderman Miller, seconded by Alderman Kinley to adjourn. Alderman Shoemake, Ahlgren, York, Crompton, Kinley, Miller, Ruppel and Sizemore voted "Yea". None voted "Nay".
