Meeting called to order at 6:02 PM

1. Preliminaries to the Local Liquor Control Commission Meeting

Procedural: 1.1 Roll Call

3. General Business of the Local Liquor Control Commission

Action: 3.1 Local Liquor Control Commission Meeting Minutes from December 13, 2022

MOTION: Approve the minutes from the Local Liquor Control Commission meeting of December 13, 2022.

Motion by Lee Fronabarger, second by Jeff Doherty.

Final Resolution: Motion Carries

Action: 3.2 Temporary Liquor License for Carbondale Chamber of Commerce Annual Banquet

MOTION: Approve the temporary liquor license for the Carbondale Chamber of Commerce Banquet on February 17 from 5:30 to 9:00 p.m. at the SIU Student Center Ballrooms or deny the license based on one or more provisions of the liquor code

Motion by Tom Grant, second by Adam Loos.

Action: 3.3 Consideration of Liquor License Renewal of Chalky's

Carl Martin was present to represent his establishment. The Commission requested information regarding the licensee's operation in violation of their license as issued.

Mr. Martin explained that they were on the verge of going out of business and made a determination to do what they could to remain open. He acknowledged that they violated their license based on the business plan that they submitted and that they would be operating more as a rental facility or event center in the future. Mr. Martin stated that alcohol would not be their primary revenue source, and that a restaurant license might be an appropriate classification. The Commission asked about the riders and classification held by the business and how to address the matter, as well as when. It was decided that the licensee would meet with the City Attorney and/or City Clerk to get the paperwork in order prior to the next meeting in January.

MOTION: Postpone action on the renewal until the next meeting.

Motion by Tom Grant, second by Ginger Rye Sanders.

Commissioner Fronabarger suggested looking at Champaign and Urbana as models for restaurant licenses.

There being no further business to come before the Local Liquor Control Commission, the meeting adjourned at 6:25 p.m.
