A. MINUTES

1) Discuss/Approve minutes from the January 9, 2023 council meeting.

B. EMPLOYMENT

1) HUB RECREATION CENTER

Approve the recommendation of the General Manager to hire Sydney Donaldson as part-time Lifeguard $13.00/hour, Lead Lifeguard $13.00/hour, and Swim Instructor Trainee $15.00/hour, pending results of pre employment requirements.

Approve the recommendation of the Genreral Manager to hire Gwendolyn Weaver as part-time Lifeguard $13.00/hour, pending results of pre-employment requirements.

Approve the recommendation of the General Manager to hire Elijah Henry as part-time Basketball Sports Staff $13.00/hour, Tackle Football Staff $13.00/hour, Fitness Attendant $13.00/hour, and Cafe Attendant $13.00/hour, pending results of pre-employment requirements.

2) LIBRARY

Approve the recommendation of the Director to hire Cassandra Woods as a full-time Librarian I at $13.50 per hour, pending results of pre-employment requirements.

C. BOARD APPOINTMENTS

1) Approve the recommendation of the Director to reappoint Harold Collier to a five-year term to the Board of Commissioners of the Marion Housing Authority.

D. INVOICES

1) Approve the 4th Quarter payment to REDCO for $21,250.

NEW BUSINESS

5. BUILDING & CODE SERVICES

A. Discuss and deny or approve Ordinance 3856 authorizing a zoning change at 1801 E Main St., Parcel# 07- 20-201-003 from C-1 General Commercial to R-2 General Family Residential to build apartments. (Castellano Properties)

B. Discuss and deny or approve Ordinance 3857 authorizing a zoning change at Parcel# 07-20-200-003 from R-A Rural Agriculture to R-2 General Family Residential to build apartments. (Castellano Properties)

6. FIRE DEPARTMENT

A. Discuss/Approve an amendment to the collective bargaining agreement with the Marion PFFA Local 2977.

7. POLICE DEPARTMENT

A. Discuss/Approve the recommendation of Commissioner Barwick and Chief Fitts to enter into an agreement with the Illinois Telecommunicator Emergency Response Taskforce (IL-TERT). This agreement will allow select dispatchers to provide mutual aid to other 9-1-1 call centers.

8. TREASURER'S OFFICE

A. Discuss/Approve the recommendation of the Treasurer to promote Jasmine Coomes to Accounting Technician with a starting pay rate of $21.00/hour with six month increments to a rate of $22.83 at one year.

9. WATER DEPARTMENT

A. Discuss/Approve purchase of a trailer; a budgeted item.
