The regular scheduled meeting of the Board of Education of School District 165 was held in the Cafeteria of Carbondale Community High School, 1301 East Walnut Street, Carbondale, Illinois, at 6:00 p.m.
Secretary Pro Tem: Member Christopher Swims served as Secretary Pro Tem in Secretary Linda Flowers’ absence.

President Sabens declared a quorum present and the regular scheduled meeting of July 21, 2022, was called to order.
Approval of Minutes: Motion by Swims, seconded by Pohlman, to approve the minutes of the regular scheduled meeting and executive session of June 16, 2022, and the special meeting of June 30, 2022. Roll call: Pohlman, Sabens, Swims and VanWinkle voted yes. Nay, none. Motion carried.

FOIA Requests: The Board received a listing of the 2022-23 FOIA requests received to date.
Payment of Bills: Motion by Swims, seconded by Pohlman, to pay the remaining bills for the month of June 2022; and, those available for payment for the month of July 2022. Roll call: Sabens, Swims, VanWinkle and Pohlman voted yes. Nay, none. Motion carried.
ESSER II and ESSER III Grant Expenditures: The Board received an update on the ESSER II and ESSER III Grant expenditures in their Board packet.
Principal’s Report: Mr. Thomas reported on the beginning of school schedule.
Superintendent’s Report: Mr. Booth reported on the following:
Construction Updates:
Cafeteria work is in full force and will be completed in January of 2023. Next phase is to finish the footings and foundation. Steel and roofing will be next. Progress updates will be given to the Board periodically.
HS Addition Boiler - SI Pipping anticipates completing project before school begins.
HS Original Building Boiler - A&W anticipates beginning demo end of August and installing afterwards.
Roof replacement - Glandt Roofing anticipates delivery of materials end of August and will begin shortly afterwards. Job should take about 6 weeks.
Pole barn and weight room and storage projects - Lake Contracting anticipates beginning work before school begins. Materials delivery has been an issue due to the supply chain.
Planning to bid the CTE addition, Security entrance, and C-Wing exterior stairwell early fall.
Continuing to work with the Park District on the lease agreement and the City regarding the updated SRO agreement.

Strategic Planning Implementation and Rollout:
You will see rebranding around campus that references our new mission and vision for the school district.
Goal Action Teams will be sharing plans for the school year with faculty and staff on the Teacher Institute Day. Monthly updates will be given to the Board as the school year continues.
2022-23 Revisions to Student- Parent-Teacher Handbook and Student-Athlete Handbook: Motion by Swims, seconded by Pohlman, to approve the 2022-23 revisions to the Student-Parent-Teacher Handbook and the Student-Athlete Handbook as presented. The Interlocal Purchase System (TIPS) Agreement and Resolution: Motion by Swims, seconded by Pohlman, to retroactively approve The Interlocal Purchasing System Agreement and Resolution on July 11, 2022, as presented. Weapons Detection System Proposal: Motion by Swims, seconded by Pohlman, to approve the purchase of the CEIA Opengate Weapons Detection System for use on the CCHS and Rebound Campuses at a cost of $96,644.00 through The Interlocal Purchasing (TIPS) cooperative. Roll call: Pohlman, Sabens, Swims and VanWinkle voted yes. Nay, none. Motion carried.
FY22 Regional Office of Ed. #30 Distributive Report: The Board received the FY22 Regional Office of Education #30 Distributive Report for CCHS District #165.
2022-23 Approval of Vendors: Motion by Swims, seconded by Pohlman, to approve the 2022-23 vendors that generate revenue more than $1,000.00 as presented: Pepsi MidAmerica. Roll call: Sabens, Swims, VanWinkle and Pohlman voted yes. Nay, none. Motion carried.
2022-23 Field Trips: Motion by Pohlman, seconded by Swims, to approve the 2022-23 field trips that are out of state/or over $500.00 as presented. Roll call: Swims, VanWinkle, Pohlman and Sabens voted yes. Nay, none. Motion carried.
IASB PRESS Issue 109 Board Policy Manual Updates/Second Reading/Adoption: Motion by VanWinkle, seconded by Pohlman, to approve the IASB PRESS Issue 109 Board Policy Manual updates as presented. Employment of P.E. Teacher: Motion by Swims, seconded by Pohlman, to employ Onda “Haley” Karayiannis as a full-time P.E. Teacher for the 2022-23 school year. Closing Comments: Vice President VanWinkle announced the Class of 1990 was having their class reunion the upcoming weekend.
Daniel Booth announced that the City was working on a grant to fund the demolition of the old high school 1923 building.
