A regular meeting of the Carbondale Elementary School District No. 95 was held at 6:00 PM at CES95 Administrative Center, 925 South Giant City Road, Carbondale, IL 62902.

Upon roll call, the following members were present:

President’s Remarks – Catherine Field

1. We have a new Carbondale Elementary School Board Member: Please join me in welcoming Tarnisha Green, a Carbondale resident since 2004. The board asked for applications, and selected her to fill the seat of Erin Connelly, whose job took her out of state. Ms. Green, who plans to run for reelection to the post next spring, works at Southern Illinois University, and has a daughter who is a student in the district. Thanks to Tarnisha Green for stepping up for the Carbondale community.

2. If you were able to attend the “meet and greet” event we held at Carbondale Middle School on July 14th, you have already had a chance to meet the school’s new leadership team. If not, grab the next chance to say hello and welcome to Timothy Estes, principal, and vice principals Khari Grant and Marshall Hunt. This promises to be a good year and a new day for CMS and its students.

3. Congratulations to Robby Clark-Stokes, who announced on social media this morning that he and his wife Katie will be welcoming a new baby in January!

4. People have been inquiring about the plans we have for Carbondale Elementary to move its administrative team out of this building on Giant City Road, and into its newly refurbished quarters inside Carbondale Middle School. The superintendent will provide an update in her report, including plans for the use of this property for the near future.

5. As the 2022-23 school year draws near, the board and I would like to thank all our new and returning teachers and staff for their dedication to our children. Carbondale Elementary people are well-educated, and well-trained, and they take pride in seeing our kids engage, innovate, love, and grow.

• The Committee met on July 12, 2022.

• Discussed final edits for the Coaches Handbook. Ms. Pavelonis will recommend to table the handbook until the next board meeting so that all board members will be present for the vote.

• Press Policy 109 5-year Review and Draft Updates are on tonight’s agenda for a 1st Reading.

6.31 Director’s Report

• La Tonya Mouzon - Director of Student Services

Dr. Mouzon reported on the following:

According to the strategic plan, our District aims to Meet all students' social, emotional, behavioral, health, and other personalized needs through an effective, collaborative system (goal 2, strategy 4). Strengthen relationships with families (goal 4, strategy 8).

As a result, it was a natural step to apply for Harvard University’s EdReDesign Community of Planning Cohort. They solicited applications from organizations that service children and families across the country to submit applications to their inaugural cohort for Community of Planning; Success Planning. The teams will come together for a year of planning to provide comprehensive support for our students.

Harvard Success Planning: Community of Planning accepted 12 teams for its first cohort for the 2022-2023 Fiscal year. Some are School District-led and others are Community Organization led. The goal of this cohort is to plan for providing comprehensive coordinated support for the whole child; academic, physical, nutrition, social emotional, and mental health aspects of the child. This comprehensive coordinated approach brings together various sectors of the community to make this support happen. Those sectors could include educational, mental health agencies, medical health organizations, and various other community based services.

Only three of the 12 accepted teams in the cohort have multi-sector community of planning teams. Our school district’s team happens to be one of them. We are also the only team with a member from the Religious Community. Our team is composed of: an SIU representative Markida Roper, she works at High School Upward and has championed youth development work there for over 12 years; Pastor Christopher Swims, who has served the community for over 11 years in a number of ways to include being part of a ministerial alliance as well as a leader in the religious community and Woody Thorne, who is the vice-president of Southern Illinois Health Care’s Community Benefits department, where he has worked for nearly 22 years and finally, myself. This well balanced team will spend an entire year planning for supporting students in ways that address all aspects of a child. Each committee member will come together to plan and then go back to their respective sectors to leverage relationships for the purpose of meeting student needs in the City of Carbondale.

Last week, the team had the opportunity to spend three days with all 12 member teams of the cohort. Teams represented California, Illinois, Minnesota, Maryland, Nebraska, New Mexico, New York, North Carolina, and Tennessee. At the end of the year of planning, through a comprehensive approach to problem-solving, we aim for every student to come to school ready to learn every day.

I will continue to update the Board as we work through the process of Success Planning and developing our action plan.

• Michelle Martin - Director of Data Reporting and Programs Ms. Martin reported on the following:

Updates

Returning student registration is open although we are having trouble with the forgot password option. We are hoping to resolve this issue soon but, in the meantime, we are helping families with their passwords. New student registration will take place on Wednesday, August 3rd in all attendance centers.

Our online subscriptions have been renewed and are ready for the start of school. We will continue to use Clever for single sign-on which really helps students and teachers access these online resources. Most if not all of our print materials have arrived and been delivered to the buildings.

The 1st My Math Training was held on Wednesday, July 27th. I was happy that several teachers took time out of their summer to attend. There will be other training opportunities during the school year. The company also recorded the training so it could be shared with teachers that couldn’t not attended.

I am excited that we will be able to have New Teacher Orientation this year. #newtothecrewin22 will take place here on Thursday, August 4th and Friday, August 5th. We are looking forward to welcoming these new teachers to our crew.

Strategic Plan Scorecard

The updated strategic plan scorecard that is now live on our website. Tonight, is just a review of this public facing scorecard and is the starting point for the Board Data Retreat that will take place in September. At that time, we will dig deeper into the data and action steps that are planned for the 22-23 school year. Review each goal and the data included on the scorecard.

6.32 Chief School Business Official – Janiece Blake

• The Treasurer’s Bond that was tabled last month is an action item on tonight’s agenda.

• Working on updating grant information in the financial software system to streamline the monitoring process.

• Working on the Budget FY23 for display in August.

6.33 Superintendent – Janice Pavelonis

• Update on the construction projects at all of the attendance facilities.

• Central Office is schedule to move to the middle school after school starts.

• Discussion regarding the Lakeland facility will be discussed at the next Building Committee meeting and brought to the Board at the August meeting.

• Carbondale Middle School - There was a Meet and Greet for parents and the community held by Adm team. Cougar Camp will start August 9th. Parent Orientation is August 8th .

• August 10th - 1st Day for Staff. There will be a breakfast at CMS for all Staff.

• August 11th - Open House at all attendance centers.

• August 12th - 1st day of school with a half day early dismissal

• Overview of the Administrator Retreat on July 18-19 and August 1-2, 2022.

Agency, Inc. underwritten by The Ohio Casualty Insurance Company with the coverage date of 07/01/2022 to 07/01/2023 at a cost of $4,000.

Discussion: Janiece Blake explained the purpose of the bond is to protect the district from any financial improprieties by a person holding the title of Treasurer.
