Carbondale Community High School District 165 Board of Education met June 16.

Here are the minutes provided by the board:

The regular scheduled meeting of the Board of Education of School District 165 was held in the Carbondale Community High School Cafeteria, 1301 East Walnut Street, Carbondale, Illinois, at 6:00 p.m.

Upon roll call, the following members were present:

Linda Flowers                       Steven Sabens

Lana Galan (Remote)           Christopher Swims

Wendell Pohlman                 Julie VanWinkle

The following member was absent:   Francis Tsung

Also present were:

President Sabens declared a quorum present and the regular scheduled meeting of June 16, 2022, was called to order.

Public Hearing: 2021-22 Amended Budget: President Sabens opened the public hearing to receive public comments on the 2021-22 Amended Budget. There were no comments.    

Motion by Swims, seconded by VanWinkle, to close the public hearing on the 2021-22 Amended Budget.  Roll call: Flowers, Galan, Pohlman, Sabens, Swims and VanWinkle voted yes. Nay, none.  Motion carried.

Approval of Minutes: Motion by Swims, seconded by Flowers, to approve the minutes of the regular meeting and executive session of May 19, 2022.  Roll call: Galan, Pohlman, Sabens, Swims, VanWinkle and Flowers voted yes. Nay, none. Motion carried.

Public Comments—None

Recognition of 2022 IHSA Discus Champion: Madyson Swope, the 2022 IHSA Discus State Champion, was unable to attend the Board meeting. She will be recognized at the July meeting.

FOIA Requests: The Board received a listing of the 2021-22 FOIA requests received to date.

Payment of Bills: Motion by Swims, seconded by Flowers, to pay the remaining bills for the month of May 2022; and, those available for payment for the month of June 2022. Roll call: Pohlman, Sabens, Swims, VanWinkle, Flowers and Galan voted yes. Nay, none. Motion carried.

ESSER II and ESSER III Grant Expenditures: The Board received an update on the ESSER II and ESSER III Grant expenditures in their Board packet.

Principal’s Report: Mr. Thomas reported:

∙100 students attended the Credit Recovery Program.

∙Credit Recovery Program Restructuring

∙150 students attended the Summer Enrichment Program.

Superintendent’s Report: Mr. Booth reviewed his Superintendent’s Report for the Board.

Credit Recovery Program

The Credit Recovery Program will be restructured for the 2022-23 school year in an effort attract more participation.

Construction Update

Final payments have been completed for the baseball project:

∙Byrne & Jones - $570,029.00

∙Lunsford Architects - $40,212.50

∙Total - $610,241.50

The total is just about on target with the projected cost that was presented to the Board, $606,017.50.

Cafeteria work is in full force and will be completed in January of 2023.  Next phase is to finish the footings and foundation.  Steel and roofing will be next.  Progress updates will be given to the Board periodically. 

HS Addition Boiler - SI Pipping anticipates beginning demo end of June. Install new boiler approximately July 8.

HS Original Building Boiler - A&W anticipates beginning demo end of August and installing afterwards.

Roof replacement - Glandt Roofing anticipates delivery of materials end of August and will begin shortly afterwards.  Job should take about 6 weeks.

Pole barn and weight room and storage projects - Lake Contracting anticipates beginning work on site mid-July.

We will continue looking at future projects to bid and recommend to the Board in the coming months.

Carbondale Park District Lease Agreement

CCHS owns a random plot of land adjacent to Attucks Park. We have long-term (25 year) lease agreement with the Park District to lease the land. The long-term lease that expired on May 31, 2022, and Mr. Booth is beginning discussions with the Park District to either sell, give, or trade services with them to take over the land.  CCHS has no use for the land, and I believe it would be wise to pass it on to CPD.  He is still working with the Carbondale Park District on this item. We will discuss more in the coming month.

2022-23 Wellness/Physical Fitness Program Reimbursement: Motion by Swims, seconded by Flowers, to approve the Wellness/Fitness Program Reimbursement for the 2022-23 school year.  Roll call:  Sabens, Swims, VanWinkle, Flowers, Galan and Pohlman voted yes. Nay, none. Motion carried.

2022-23 Milk and Bread Products Bids: Motion by VanWinkle, seconded by Swims, to acknowledge receipt of the bids received for 2022-23 milk and bread products; and, to award the bids to the lowest responsible bidders, Prairie Farms Dairy, Inc. and Lewis Bakeries:

2021-22 Amended Budget: Motion by Flowers, seconded by Swims, to approve the 2021-22 amended budget as presented.  Roll call: VanWinkle, Flowers, Galan, Pohlman, Sabens and Swims voted yes. Nay, none. Motion carried.

2022 Consolidated District Plan: Motion by Swims, seconded by Flowers, to approve the 2022 Consolidated District Plan as presented.  Roll call: VanWinkle, Flowers, Galan, Pohlman, Sabens and Swims voted yes.

IASB PRESS Issue 109 Board Policy Manual Updates: The Board received IASB PRESS Issue 109 Board Policy Manual updates for first reading.  Second reading and adoption of IASB PRESS Issue 109 Board Policy Manual updates will occur at the July 21, 2022, Board of Education meeting.

2022-23 School Fees: Motion by Swims, seconded by Flowers, to approve the following school fees for the 2022-23 school year:

Student Registration: $50.00

Driver Education Fee: $45.00

Student Lunch, Regular: $3.10

Student Lunch, Reduced: $0.40

Student Breakfast, Regular: $1.50

Student Breakfast, Reduced: $0.30

Student/Adult Milk: $0.30

Adult Lunch: $3.50

Adult Breakfast: $2.00

Roll call: Flowers, Galan, Pohlman, Sabens, Swims and VanWinkle voted yes.  Nay, none. Motion carried.

Executive Session: Motion by Swims, seconded by Pohlman, to go into executive session to discuss information regarding the appointment, employment, compensation, discipline, performance or dismissal of special employees (ILCS 120/2(c)(1)).  Roll call: Galan, Pohlman, Sabens, Swims, VanWinkle and Flowers voted yes. Nay, none. Motion carried. The executive session convened at 6:36 p.m. and adjourned at 7:29 p.m. No action was taken while in executive session

Resignations: Motion by Pohlman, seconded by Swims, to accept the following resignations as presented:

1. Resignation of Jeleania Fields (Teacher Aide) effective June 14, 2022.

2. Resignation of Margarete Biedermann (Teacher Aide) effective June 15, 2022.

Closing Comments: Mr. Booth advised that the district would be closed on Monday, June 20, in honor of the Juneteenth Holiday.
