Village of Crainville Board of Trustee met Dec. 14.

A quorum was present:

Crainville Village Board is continuing to follow IML COVID-19 guidelines. The Board Meetings are now open to the public. However, all in attendance must wear masks.

Minutes:

Minutes from the November 9, 2021 regular Board Meeting were presented. There were no corrections.

Motion 1: Oetjen made the motion and Rains seconded the motion to approve the November 9, 2021, Village Board Meeting Minutes. All present voted yea and the President declared the motion carried.

Treasurer’s Report:

Steinacher presented the Treasurer’s Report.

Motion 2: Aue made the motion and Rains seconded the motion to approve bringing $30,000 from the Illinois Funds to the Village of Crainville’s General Fund. All present voted yea and the President declared the motion carried.

Bills:

Motion 3: Rains made the motion and Bruyns seconded the motion to pay the November 2021 bills as presented. All present voted yea and the President declared the motion carried.

Visitor Participation

There was no visitor participation at the November 2021 Board Meeting.

Village Engineer Report (Rodney Potts Reporting)

Sewer Smoking

The sewer smoking within the Village is complete. The sewer smoking results showed that there are five lines within the Village that need to be televised. Potts recommended that the Village contract with Friederich Services to camera these lines. He told the Board that he has used Friederich Services in the past. Potts said that they will clean out the lines, camera the lines, and when the project is complete, they will send the Village a written report along with a thumb drive with the results. The cost for televising these 5 lines will be $5,500. Bruyns questioned if one of the lines was already televised last year. Potts will clarify that the line in question has not been televised. If the line has been televised last year then this line will not need to be televised again and that would drop the cost.

Motion 4: Oetjen made the motion and Aue seconded the motion to contract with Friederich Services to televise 5 sewer lines that have identified through sewer smoking for $5,500. All present voted yea and the President declared the motion carried.

Sewer/Lagoon

Rodney Potts told the Village that he would like to have a meeting with Crainville’s Sewer Plant Committee. Potts told the Board that he has copies of several sewer plant contracts that are currently in affect at other Illinois communities. He would like the committee to look at these contracts and develop a proposal that can be presented to Carterville for review. Mitchell will convene the committee as soon as dates can be agreed upon.

Department Heads

Water Report: (Pam Borders)

There are 800 water customers

Water Appeals

There were no Water Appeals.

Street/Water-Sewer (Written Report)

Three water services were installed

The solar stop signs on Wolf Creek and Municipal Drive have been installed.

Repaired road cracks.

The Department has been getting equipment ready for winter weather.

Police Report (Chief Lindley)

Lindley presented a written report regarding traffic stops and burglaries.

Old Business

Parks

Aue gave a report to the Board regarding the Village Park. Aue told the Board that many residents are either unaware that the Village has a park, or they do not know where the park is located. There are signs for the park off Marion Street that face East and West. Aue would like to put up additional signs for the park that would face North/South so that they are more visible for residents.

She would like to let residents walk their dogs in the park. Dogs would have to be on a leash, and owners will have to pick up after their pets. The Board was unsure if the park would be open for residents to walk their pets. Aue will talk to Carterville regarding their dog park, and bring the issue back to the Board at a future meeting.

Mitchell told the Board that he has talked with the people that donated the handicapped swings to the Village. He told them that the Village would like to remove the swings from the Crainville Park and donate the swings to Robin’s Nest or another facility where the swings would be better utilized. They were agreeable to donating them to another facility. Mitchell decided to donate the swings to LiL Treasures Day Care. Lil Treasures Day Care has several children with disabilities and would be able to use the handicapped swings.

Aue told the Board, that according to Illinois Park Association, the Village needs to (for safety issues) put mulch under the playground equipment and 6 foot out from the equipment. Aue was advised that she will need two and a half tons of rubber mulch to cover the area under and around the Village playground equipment. The rubber mulch is approved by Illinois Park Association. The cost of the mulch is $1,617.

Motion 5: Rains made the motion and Oetjen seconded the motion to approve additional signs for the Village Park, and to purchase 2 and one-half tons of rubber mulch for under the playground equipment for approximately $1,700. All present voted yea and the President declared the motion carried.

Christmas Dinner

Mitchell recommends that the Village Christmas Dinner for the Board and Staff be held at J.T.’s in Ziegler on December 13 at 6:00 p.m. Cost of the dinner will be between $15.00-$18.00 per person.

Motion 6: Oetjen made the motion and Bruyns seconded the motion to hold the annual Christmas Dinner for the Village Staff and Board at J.T.’s in Ziegler at 6:00 p.m. on December 13; cost will be between $15.00-$18.00 per person. All present voted yea and the President declared the motion carried.

Brad Olson/Shelby Olson

At the October Board Meeting the consensus of the Board was to approve Shelby Olson’s petition to vacate public undeveloped street/alley in Crainville. The area is located north of Shelby Olson’s home located at 1606 Sara Lane. Brad Olson presented the Village with an Ordinance to vacate the undeveloped street/alley, and also with a Quit-Claim Deed for the southwest corner of Lot Nine in Riceland Subdivision running east 135 feet to the southeast corner of Lot Nine then running south 30 feet to a point; then running west 135 feet to a point; then running north to the point of origin.

Motion 7: Oetjen made the motion and Rains seconded the motion to approve Ordinance 2021-11-01 An Ordinance Vacating a Public Undeveloped Street/Alley in the Village of Crainville. All present voted yea and the President declared the motion carried.

New Business

Audit

The Audit for 2020/2021is complete. Mitchell handed out the completed audit to all Board members. He has tabled the audit until the December Board Meeting

John Pasoni/ Abandoned Property-Crain Street

John Pasoni has purchased a lot on Crain Street. The lot has an abandoned trailer on it. Pasoni says that he bought the lot, not the trailer. He would like to remove the trailer and he wants to know if he legally has the right to remove the trailer. The Village Attorney said that he does have the legal right to remove the trailer.

Water Meter Insurance

Mitchell told the Board that the Village does have insurance on the new water meters.

Water Use

The water use ordinance is still being revised and should be ready at the December Board Meeting.

The Village insurance is due.

Executive Session

Motion 8: Aue made the motion and Rains seconded the motion to go into Executive Session at 8:00 pm for to discuss personnel matters. All present voted yea and the President declared the motion carried.

The Village came out of Executive Session at 8:10 pm.

Miscellaneous

Motion 9: Rains made the motion and Aue seconded the motion to change the Chief of Police from an hourly wage to an annual salary of $51,000. Oetjen (yea) Bryuns (abstain). There was majority for the motion. President declared the motion carried.

Motion 10: Rains made the motion and Aue seconded the motion to give all full-time employees a net Christmas Bonus of $300.00, and all part-time employees a net Christmas Bonus of $150.00. All present voted yea and the President declared the motion carried.

Motion 11: Aue made the motion and Rains seconded the motion to adjourn the Board Meeting at 8:30 p.m. All present voted yea and the President declared the motion carried.
