City of Herrin City Council met Aug. 23.

Here are the minutes provided by the council:

Mayor Steve Frattini called the meeting to order at 6:00 p.m., led us in prayer and recited the Pledge of Allegiance. Shelly Huggins, City Clerk called the roll and the following were present:

MINUTES OF AUGUST 9, 2021 Motion made by Alderman Shoemake, seconded by Alderman York to approve the minutes of August 9, 2021 Council Meeting. Alderman Ablgren, York, Crompton, Kinley, Miller, Sizemore and Shoemake voted "Yea". None voted "Nay".

TREASURER'S REPORT Treasurer Carl Goodwin was absent from the meeting.

BUDGET OFFICE REPORT Carrie Cravens, Budget Director stated we had meeting with S & P for bond rating. Bond should be complete in September.

CODES& ANIMAL CONTROL REPORT Codes Administrator Robert Craig was absent from the meeting.

PUBLIC WORKS Bill Sizemore, Chairman of the Public Works Committee had nothing to report.

Tom Somers, Public Works Director was absent from the meeting.

PUBLIC IMPROVEMENT Marilyn Ruppel, Chairman of the Public Improvement Committee was absent from the meeting.

PUBLICSAFETY David Dorris, Police Chief had nothing to report.

Shawn Priddy, Fire Chief was absent from the meeting. Mayor stated congratulations to Ryan Rash For being named captain upon the recent retirement of Wes Yates. Best wishes to Wes in his future Endeavors.

David Shoemake, Chairman of the Public Safety Committee had nothing to report.

FINANCE Motion was made by Alderman York, seconded by Alderman Shoemake to authorize bills to be paid before the Council. Alderman York, Crompton, Kinley, Miller, Sizemore, Shoemake and Ahlgren voted "Yea". None voted "'Nay".

INSURANCE Sheila Ahlgren, Chairman of the Insurance Committee has nothing to report.

HERRINLIBRARY L!AlSON Marilyn Ruppel, Liaison for the Herrin City Library was absent from the meeting.

HERRIN CIVIC CENTER L!AlSON Scott Kinley, Liaison for the Herrin Civic Center stated Queen of Hearts is cancelled for tomorrow.

NEW BUSINESS:

ORDINANCE 17-2021 BONDS Motion made by Alderman Kinley, seconded by Alderman York to pass Ordinance 17-2021 Providing for the Issuance of not to Exceed $2,150,000 General Obligation Refunding Bonds, Series 2021A, not to Exceed $225,000 General Obligation Refunding Bonds, Series 2021B, and not to Exceed $2,350,000 General Obligation Refunding Bonds, Series 2021C, Providing the Details of Such Bonds and for a Levy of Taxes Sufficient to Pay the Principal of and Interest on Such Bonds, and Related Matters. Alderman Crompton, Kinley, Miller, Sizemore, Shoemake, Ahlgren and York voted "Yea". None voted "Nay".

ORDINANCE 18-2021 ADDING CHAPTER 36, ARTICLE IVCANNABIS RETAILER'S OCCUPATION TAX Motion made by Alderman Kinley, seconded by Alderman York to pass Ordinance 18-2021 Adding Chapter 36, Article IX to the Herrin Revised Code of Ordinances Imposing a Municipal Cannabis Retailer's Occupation Tax. Alderman Kinley, Miller, Sizemore, Shoemake, Ahlgren, York and Crompton voted "Yea". None voted "Nay".

RESOLUTION 8-2021 MFT & ESTIMATE OF COSTS 21-00000-00-GM Motion made by Alderman Sizemore, seconded by Alderman Miller to pass Resolution 8-2021 MFT & Estimate of Costs. Section 21-00000-00-GM. Alderman Miller, Kinley, Sizemore, Shoemake, Ablgren, York, Crompton and Kinley voted "Yea". None voted ·"Nay"

OPEN BIDS No bids received. Tabled.

AWARD BID No bids received. Tabled

GREEN AUCTION SERVICE G. David Green addressed the council thanking them for allowing his company to help in the bid process. He stated that there were 4 interested parties. Up until today had one still interested in bidding, however, they did not. There were numerous print ads as well as online presence with several thousand electronic Hits. He asks that as we go forward and decide what our 2 nd step will be and he asks that we consult him Again.

MAYOR Friday, August 27, City of Herrin Library, Carrie Blaylock will be doing a presentation regarding SIU.

Animal Control position has been advertised. Codes position will hopefully be advertised later this week.

We have had a couple employees test positive today, with others being tested. Having spoken with Herrin Hospital administrator who stated that they are as high as they ever have been with covid patients. For the Safety of our community, City Hall will be closed beginning tomorrow to the public( changed on Tuesday to go ahead and stay open). Masks will be required. Venice, Illinois entire police department is out with COVID.

Thank you to Dennis Avripas for the River-to-River Corvette Show last Saturday.

Several boy scouts in attendance from Troop 85 were in attendance working on their citizen badge.

COUNCIL Aldennan York stated there will be a Finance Committee Meeting on September 2 at l 0:00 a.m. He has Had a request for a street light in the 1900 block ofW. Walnut. Item will be on next agenda.

Aldennan Miller asks that we need to have a serious conversation regarding codes and animal control. Person in codes needs to have construction background, may need to look at fire helping with inspections.

ADJOURN Motion made by Alderman Miller, seconded by Aldennan Kinley to adjourn. Aldennan Sizemore, Shoemake, Ahlgren, York, Crompton, Kinley and Miller voted "Yea". None voted "Nay".
