City of Herrin City Council Met July 12.

Here is the minutes provided by the council:

Mayor Steve Frattini called the meeting to order at 6:00 p.m., led us in prayer and recited the Pledge of Allegiance. Shelly Huggins, City Clerk called the roll.

PUBLIC

Dennis Avripas wanted to announce they will be having the 2021 All Corvette Show on August 21, 2021. They will be honoring Veteran's Honor Flight. Louie's P & R will be involved in cooking at the show.

MINUTES OF JUNE 28, 2021

Motion made by Alderman Shoemake, seconded by Alderman York to approve the minutes of June 28, 2021 Council Meeting. Alderman Ahlgren, York, Crompton, Kinley, Miller, Sizemore, and Shoemake voted “Yea”. None voted "Nay".

MINUTES OF SPECIAL MEETING JULY 8, 2021

Motion made by Alderman Miller, seconded by Alderman Ahlgren to approve the minutes of July 8, 2021 Special Meeting. Alderman York, Crompton, Kinley, Miller, Sizemore, Shoemake and Ahlgren voted "Yea”. None voted "Nay”.

TREASURER'S REPORT

Treasurer Carl Goodwin has reviewed bank statements and all in balance as well as water and sewer adj. with signed waivers. Admin Tow has been collected twice this month so far. We have 3 bonds that could be Refinanced to save money.

BUDGET OFFICE REPORT

Cartie Cravens, Budget Director was absent from the meeting. 

CODES & ANIMAL CONTROL REPORT

Codes Administrator Robert Craig stated that we have several houses that have came down this month, one we did and will be for and lien if not paid and 3 tore down by resident. Animal control has upcoming and are working well. Zoning Meeting for variance August 2, 2021.

PUBLIC WORKS

Bill Sizernore, Chairman of the Public Works Committee stated they met earlier and have items later.

Tom Somers, Public Works Director stated there will be extended hours for limb, leave, etc drop off at The garage from 6 a.m. to 4 p.m. Firehouse project started process in April to select architect for this project narrowed down to 2 and now have picked one. Selected St. Louis firm Archimages. Greg Garner principal of Archimages introduced himself and a colleague. They have been in business for 30 years and specialize in fire, police and city hall buildings. Will be doing a 2-phase study to bring back proposals. Thank you to the committee that reviewed the proposals – Alderman Miller, Deon McGuire, Tom Somers and Chief Priddy.

PUBLIC IMPROVEMENT

Marilyn Ruppel, Chairman of the Public Improvement Committee was absent from the meeting.

PUBLIC SAFETY

David Domis, Police Chief was absent from the meeting. Deputy Chief Thompson had nothing to report.

Shawn Priddy, Fire Chief had nothing to report.

David Shoemake, Chairman of the Public Safety Committee had nothing to report.

FINANCE

Motion was made by Alderman York, seconded by Alderman Shoemake to authorize bills to be paid before the Council. Alderman York, Crompton, Kinley, Miller, Sizemore, Shoemake and Ahlgren voted “Yea”. None voted “Nay”.

INSURANCE

Sheila Ahlgren, Chairman of the Insurance Committee has nothing to report.

HERRIN LIBRARY LIAISON

Marilyn Ruppel, Liaison for the Herrin City Library was absent from the meeting,

HERRIN CIVIC CENTER LIAISON

Scott Kinley, Liaison for the Hemrin Civic Center stated queen of hearts 7/13 at $9,570. July 23-78th Annual Chamber of Commerce Dinner. 5 p.m. to 8:30 p.m. Still have sponsorships available. $50 per person. July 31st Hometown Christmas Committee and Civic Center Trivia Night. There are only 2 tables left.

NEW BUSINESS:

AGREEMENT UNITED MED ICAL RESPONSE

Motion made by Alderman Miller, seconded by Alderman Crompton to approve agreement with United - Medical Response, LLC. Alderman Kinley, Miller, Sizemore, Shoemake, Ahlgren, York and Crompton voted "Yea". None voted "Nay".

STREET CLOSURE CORVETTE CAR SHOW

Motion made by Alderman Kinley, seconded by Alderman Sizemore to close E. Monroe from 13th to 14th and N. 14th from Monroe to Madison for the 2021 All Corvette Show on August 21, 2021 from 9 am, to 3 p.m.(Rain date - August 28, 2021). Alderman Miller, Sizemore, Shoemake, Ahlgren, York, Crompton, and Kinley voted "Yea". None voted "Nay".

BID AWARD TOWER RD SEWER PROJECT Motion made by Alderman Crompton, seconded by Alderman York to award bid for Tower Road Sewer Project to Haier Plumbing for $118,842.50. Alderman Sizemore, Shoemake, Ahlgren, York, Crompton, Kinley and Miller voted “Yea”. None voted "Nay”.

AUTHORIZE PURCHASE DUMP TRUCK

Motion made by Alderman Sizemore, seconded by Alderman Miller to purchase International HV507 SFA 4x2 Dump Truck with Gallion 10 ft. Dump Body, Flink Snow Plow and Spreader Box via State Bid from Rush Truck Centers in the amount of $126,648.06. Alderman Shoemake, Ahlgren, York, Crompton, Kinley, Miller and Sizemore voted "Yea”. None voted "Nay".

AUTHORIZE MUNICIPAL LEASE FINANCING

Motion made by Alderman York, seconded by Alderman Shoemake to authorize entering into municipal lease financing with First Southern Bank for the above purchase with 8-year term @2.875% with $1,478.35 monthly payments. Alderman Ahlgren, York, Crompton, Kinley, Miller, Sizemore and Shoemake voted "Yea”. None voted “Nay”.

CIVIL AIR PATROL

We were going to allow them to use our training room here when they had to vacate Chamber building. However, the airport has room to accommodate them.

RESOLUTION 7- 2021 MFT MAINTENANCE & ESTIMATE OF COSTS

Motion made by Alderman Crompton, seconded by Alderman York to pass Resolution 7-2021 MFT Maintenance & Estimate of Costs. Section 21-00000-00-GM. Alderman York, Crompton, Kiniey, Miller, Sizemore, Shoemake and Ahlgren voted "Yea". None voted "Nay".

AGREEMENT ARCHIMAGES

Motion made by Alderman Miller, seconded by Alderman Kinley to approve agreement with Archimages for Phase 1 & 2 of the Fire Department Analysis and Facilities Evaluation and Options Study. Alderman Crompton, Kinley, Miller, Sizemore, Shoemake, Ahlgren and York voted “Yea". None voted "Nay'.

OFFICIAL OATH

Shelly Huggins, City Clerk, administered the official oath to Justin Lamb as Full-Time Firefighter effective July 21, 2021.

MAYOR

None.

COUNCIL

Alderman York stated that Robert Craig has done an excellent job and three of the homes that have been Tore down were on W. Madison.

Alderman Sizemore stated that he runs into people from other towns that have positive only comments about our town and staff. Alderman Ahlgren thanked the police for the new police department patch.

Alderman Miller stated that the committees have been doing negotiations and building projects for FD and thanked FD and Mayor as well.
