A. HUB RECREATION CENTER

1) Approve the recommendation of the General Manager to hire Camri McReaken as part-time Front Desk Attendant $11.00/hour, and part-time Cafe Attendant $11.00/hour.

B. PUBLIC WORKS

1) Approve the recommendation of the Superintendent to promote Mike Murphy to Assistant Lead Man at a base rate of $24.48/hour per the contract.

2) Approve the re-hire of Aidan Segers as part-time Temporary Laborer at $13/hour with no benefits.

C. ANIMAL CONTROL

1) Approve the recommendation of the Police Chief to promote Caitlin Bullock to full-time Animal Control Officer at $12/hour plus benefits.

D. MINUTES

1) Discuss/approve minutes from the December 27, 2020 council meeting.

E. PUBLIC AFFAIRS

1) Approve vacation dispersals per schedule.

F. TAX ABATEMENT RESOLUTIONS

1) Resolution 2021-01 – abating General Obligation Refunding Bonds Series 2015 for the 2020 tax year payable 2021 in the amount of $1,417,951.00.

2) Resolution 2021-02 – abating General Obligation Bonds Series 2019 for the 2020 tax year payable 2021 in the amount of $116,384.00.

3) Resolution 2021-03 – abating General Obligation Bonds Series 2017 for the 2020 tax year payable 2021 in the amount of $261,675.00.

4) Resolution 2021-04 – abating General Obligation Refunding Bonds Series 2011A for the 2020 tax year payable 2021 in the amount of $368,490.00.

5) Resolution 2021-05 – abating General Obligation Refunding Bonds Series 2011 for the 2020 tax year payable 2021 in the amount of $230,499.12.

6) Resolution 2021-06 – abating General Obligation Refunding Bonds Series 2020 for the 2020 tax year payable 2021 in the amount of $130,587.50.

7) Resolution 2021-07 – abating General Obligation Refunding Bonds Series 2020A for the 2020 tax year payable 2021 in the amount of $908,464.33.

8) Resolution 2021-08 – abating General Obligation Refunding Bonds Series 2014 for the 2020 tax year payable 2021 in the amount of $989,200.00.

G. LIBRARY

1) Approve the recommendation of the Director to promote Danielle Cornelius to the position of Technical Services at $15/hour plus benefits, to fill the position vacated by Linda Johnson.

7. POLICE DEPARTMENT

A. Approve the recommendation of the Merit Board to promote Tyson Baker to Detective effective 1/4/2021, at a base salary of $27.60/hour per the contract.

8. FIRE DEPARTMENT

A. Discuss/Approve the final pay application to Evrard Strang for $43,338.40 for substantial completion of the Apparatus Bay Addition to the Marion Fire Department.

9. ECONOMIC DEVELOPMENT AND MUNICIPAL PLANNING

A. Discuss/Approve authorization of engineering agreement with Clarida & Zeigler for signalized intersection design at 5th and Main Streets.

B. Discuss/Approve the authorization of an engineering agreement with Chastain & Associates for the design of the Tower Square improvement project.

C. Discuss/Approve Ordinance 3695 adopting the 6th Amendment to the Marion Heights TIF removing one parcel.

D. Discuss/Approve Ordinance 3696 adopting the 4th Amendment to the Marion Heights II TIF removing one parcel.

E. Discuss/Approve Ordinance 3698 allowing for the sale of property within the Robert L. Butler Industrial Park.

10. PUBLIC AFFAIRS

A. Discuss/Approve Ordinance 3697 authorizing a loan agreement with First Southern Bank for the purchase and renovation of 300 Tower Square Plaza.
