City of Herrin City Council met Nov. 9.

Here is the minutes provided by the council:

Mayor Steve Frattini called the meeting to order and led us in prayer. Pledge of Allegiance was recited. Shelly Huggins, City

Clerk called the roll and the following were present:

MINUTES OF OCTOBER 26, 2020 MEETING

Motion made by Alderman Shoemake, seconded by Alderman Crompton to approve the minutes of October 26, 2020 Council Meeting. Alderman Shoemake, Crompton, York, Miller, Kinley, Ruppel and Ahlgren voted “Yea”. None voted "Nay”.

TREASURER'S REPORT

Treasurer Carl Goodwin stated bank statements have been reviewed and balanced as well as Admin Tow.

BUDGET REPORT

Carrie Cravens, Budget Director had nothing to report.

CODES/ANIMAL CONTROL Codes Administrator Robert Craig had nothing to add to his report.

PUBLIC WORKS Bill Sizemore, Chairman of the Public Works Committee was absent from the meeting.

TOM Tom Somers, Public Works Director stated trash will be picked up on Wednesday.

PUBLIC IMPROVEMENT Marilyn Ruppel, Chairman of the Public Improvement Committee stated they met earlier and will have animal control ordinance changes.

POLICE

David Dorris, Police Chief stated that Carterville has several out with Covid and we will help them if we need to

FIRE

Shawn Priddy, Fire Chief had nothing to report.

PUBLIC SAFETY

David Shoemake, Chairman of the Public Safety Committee had nothing to report.

FINANCE

Motion was made by Alderman York, seconded by Alderman Shoemake to authorize bills to be paid before the Council. Alderman Crompton, York, Miller, Kinley, Ruppel, Ahlgren and Shoemake voted “Yea". None voted “Nay".

INSURANCE

Sheila Ahlgren, Chairman of the Insurance Committee had nothing to report.

LIAISON - LIBRARY

Marilyn Ruppel, Liaison for the Herrin City Library had nothing to report.

LIAISON - CIVIC CENTER

Scott Kinley, Liaison for the Herrin Civic Center stated that Covid has put a damper on events at the Civic Center,

NEW BUSINESS:

RESOLUTION 25. 2020 COMMIT MENT OF LOCAL FUNDS Tabled

ELECTRIC AGGREGATION Had 2 presentations from companies last week. Motion made by Alderman Miller, seconded by Alderman Ahlgren to decline any contracts and to not enter into any agreement for aggregation at this time. Letters have started going out from Ameren stating that aggregation is ending. Alderman York, Miller, Kinley, Ruppel, Ahlgren, Shoemake and Crompton voted “Yea”. None voted "Nay”.

ORDINANCE 41-2020 IMLRMA MINIMUM/MAXIMUM AGREEMENT Motion made by Alderman York, seconded by Alderman Shoemake to pass Ordinance 41-2020 IMLRMA Minimum/Maximum Contribution Agreement. Alderman Miller, Kinley, Ruppel, Ahlgren, Shoemake, Crompton and York voted "Yea”. None voted "Nay".

ORDINANCE 42-2020 REZONE CORNER OF MIDWAY & ELLENE Motion made by Alderman Kinley, seconded by Alderman Crompton to pass Ordinance 42-2020 Rezone Corner of Midway & Ellene from R-2 to R-4. Alderman Kinley, Ruppel, Ahlgren, Shoemake, Crompton, York and Miller voted “Yea”. None voted “Nay".

ORDINANCE 43-2020 REZONE 821 W. STOTLAR Motion made by Alderman Kinley, seconded by Alderman Miller to pass Ordinance 43-2020 Rezone 821 W. Stotlar St. from R-2 to R-4. Alderman Ruppel, Ahlgren, Shoemake, York, Miller and Kinley voted “Yea". Alderman Crompton “Abstained". None voted "Nay".

ORDINANCE 44-2020 REZONE 500 N. 9th ST. Motion made by Alderman Shoemake, seconded by Alderman York to pass Ordinance 44-2020 Rezone 500 N. 9th St. from R-2 to R-3.1. Alderman Ahlgren, Shoemake, Crompton, York, Miller, Kinley and Ruppel voted “Yea”. None voted “Nay”.

ORDINANCE 45-2020 REZONE 900 S. 124 ST. Motion made by Alderman Crompton, seconded by Alderman Ruppel pass Ordinance 45-2020 Rezone 900 S. 12th $t. from R-2 to R-3.1. Alderman Shoemake, Crompton, York, Miller, Kinley, Ruppel and Ahlgren voted "Yea”. None voted “Nay".

ORDINANCE 46-2020 VARIANCE 900 S. 12th ST. Motion made by Alderman Ruppel, seconded by Alderman Kinley to pass Ordinance 46-2020 Variance for 900 S. 12th St. Alderman Crompton, Miller, Kinley, Ruppel, Ahlgren and Shoemake voted “Yea". None voted “Nay".

MAYOR

Veteran's Day Doughboy event is on hold until we get clarification tomorrow.

As of 12:01 a.m. Wednesday we go into tier 2 mitigations.

The City may be eligible to obtain some CURE monies from the state.

Hats off to the Christmas decorating committee.

COUNCIL

Alderman York reminded everyone of the Fireman's Chili dinner this coming Saturday, drive through pick up at OLMC.

Alderman Kinley thanked employees for putting lives on the line and now have to wony about getting sick.

Alderman Ahlgren encourage everyone to mask up and kick this virus to the curb.
