The Regular Meeting of the Shabbona Village Board was called to order by Village President Donald J. Goncher on Monday, October 26, 2020 at 7:00 P.M. via Zoom conference room https://us02web.zoom.us/j/84484478485?pwd=OTBBd0l6TE14cUpncUQyZnlSdG9Pdz09

OPENING OF MEETING/MEETING GUIDELINES/ ROLL CALL: Pursuant to OMA Remote Meeting Legislation PA100-0640(SB2135) signed by Governor Pritzker on June 12, 2020, all votes must be roll call during a remote meeting-from the opening of meeting up to and including adjournment. An officer must be present during the meeting at the regular meeting room, Marc Cinnamon is present in the regular meeting room. This meeting is being recorded. Roll Call Vote: Marc Cinnamon-aye, Jamie Deutsch-aye, Frank Ottengheime-aye, David Simpson-aye, Josh Clark-aye, Richard Lockowitz- aye. 6-0 Motion carried.

APPROVAL OF AGENDA – Marc Cinnamon motioned to approve the agenda with additions, David Simpson seconded. Roll Call Vote: Frank Ottengheime-aye, Marc Cinnamon-aye, Jamie Deutsch- aye, David Simpson-aye, Richard Lockowitz-aye, Josh Clark-aye. 6-0 Motion carried.

CITIZENS ADDRESSING THE BOARD: None

REPORTS and ACTION

A. COVID 19: Don Goncher said that the Governor signed order extending the statewide disaster declaration thru Saturday, November 14, 2020. Residents are encouraged to comply with the mask orders and continue practicing social distancing at all times.

VILLAGE ENGINEER-NORM BEEH

Norm as updated and submitted Water Treatment Plant for Well #6 and the IEPA Looping permit has been submitted, should have permit by end of December. He also submitted permit application for West Navaho sewer and storm. The Preserve road interconnection/looping is being finalized and easement contract is being reviewed by attorney. North Illini field survey is in process of being completed. Norm is working on cost estimates to connect Well #4 to Well #6. Frank Ottengheime asked about school driveway status, Norm took a look at it and talked to Indian Creek School Superintendent Chad Willis and there doesn’t seem to be issue. Frank said he thinks it is terrible, Norm said it is a bit of a bump but kind of works like a speed bump.

B. MAINTENANCE REPORT-BUD FORRER

Started picking leaves up last week, residents have been pretty good about moving cars but have a couple that haven’t been moved and Buddy talked to one person about moving their car. Meters were read after last board meeting. Ordered and received a few radios to upgrade and replace the ones currently in use, the new radios are more compatible with new scanner and system being used. He has been calling to get estimates on replacing backhoe due to its age. Replacement snow removal signs were ordered. Locating was done on North Illini for engineering. Removed mulch and grindings from where trees were removed and added dirt. Frank Ottengheime asked about putting some grass mat down where the two big trees came out on Cherokee and Navaho Streets, Buddy will check on grass mat. Don Goncher asked how many radios are currently installed, there are 6 currently in use, those 6 will be upgraded to new radios. 15 total new radios were purchased and Buddy will be installing in more locations where they currently cannot easily access to read meters.

C. SHABBONA PATHWAY COMMITTEE—MARC CINNAMON

Late last week Dan Nolan and Jim Johnson let Marc know that they were able to get easement along Shabbona Road to tie in first section to the corner of Shabbona and Preserve Roads. This section of pathway will connect with State Park. Joe Lenkitis, Shabbona Lake State Park superintendent, let Jim know that the road through the state park is being scheduled for widening and will include a bike lane. Pathway Committee is applying for ITEP grant in phases since applications are only accepted every two years now.

D. SHABBONA HORTICULTURAL COMMITTEE—MARC CINNAMON

Trees along the street right-a-ways were pruned throughout the village. 2 large trees were removed on Cherokee and Navaho Streets, as well as dead tree near Pontiac and another on Illini, 1 tree growing into alley north of Navaho was removed and removed yews along alley between Shabbona Road and Mohawk which widened the alley. Gray’s Tree Service will be back in November to do rest of pruning.

F. SHERIFF REPORT - Reviewed Sheriff’s report.

APPROVAL OF BOARD MEETING MINUTES-Josh Clark motioned to approve the minutes from September 28, 2020, Marc Cinnamon seconded. Roll Call Vote: Josh Clark-aye, Jamie Deutsch-aye, Marc Cinnamon-aye, David Simpson-aye, Richard Lockowitz-aye, Frank Ottengheime-aye. 6-0 Motion carried.

APPROVAL OF PUBLIC MEETING MINUTES-Richard Lockowitz motioned to approve the minutes from ITEP Public Meeting on October 15, 2020, Marc Cinnamon seconded. Roll Call Vote: Marc Cinnamon-aye, Jamie Deutsch-aye, Richard Lockowitz-aye, David Simpson-aye, Josh Clark-aye, Frank Ottengheime-aye. 6-0 Motion carried.

FINANCIALS

A. APPROVAL OF BILLS – Marc Cinnamon motioned to approve the bills, Josh Clark seconded. Roll Call Vote: Marc Cinnamon-aye, Jamie Deutsch-aye, Frank Ottengheime-aye, David Simpson-aye, Josh Clark-aye, Richard Lockowitz-aye. 6-0 Motion carried.

B. DONATION REQUEST- LEE-SHABBONA-ROLLO COMMUNITY CHEST: David Simpson motioned to donate $250 to Lee-Shabbona-Rollo Community Chest, Richard Lockowitz seconded. Roll Call Vote: Richard Lockowitz-aye, Jamie Deutsch-aye, Josh Clark-aye, Marc Cinnamon-aye, Frank Ottengheime-aye, David Simpson-aye. 6-0 Motion carried.

C. TREASURER’S REPORT – Josh Clark motioned to accept the Treasurer’s report, David Simpson seconded. Roll Call Vote: Richard Lockowitz-aye, Jamie Deutsch-aye, Josh Clark-aye, Marc Cinnamon-aye, Frank Ottengheime-aye, David Simpson-aye. 6-0 Motion carried.

D. TREASURER ACCOUNTING LINE ITEMS: Don Goncher asked the board to approve line items being made for three long-term water affected projects—water tower cleaning and maintenance, sewage treatment plant sludge removal, and water meter radio devices. This would ensure that money is reserved for these items and not spent elsewhere so money would be available when needed. The annual amounts afforded each line item can be determined by the Finance Committee at their next meeting. Marc Cinnamon motioned to create line items for water tower cleaning and maintenance, sewage treatment plan sludge removal, and water meters and radio devices, Richard Lockowitz requested to table until dollars are figured out. Motioned died. Don requested Finance Committee meet in November before next board meeting. Tabled until November meeting.

E. UTILITY BILL ISSUES-115/117 Comanche: Cindy Barnes still has not received final utility bill payment from the sale of buildings, Cindy has been following up with lawyer’s office who had contacted her for final bill amount.

NEW BUSINESS

A. RESOLUTION SUPPORTING AN ILLINOIS TRANSPORTATION ENHANCEMENT PROGRAM GRANT (ITEP) APPLICATION FOR THE VILLAGE OF SHABBONA DOWNTOWN STREETSCAPE: Marc Cinnamon motioned to approve the Resolution Supporting an Illinois Transportation Enhancement Program Grant Application for the Village of Shabbona Downtown Streetscape, Josh Clark seconded. Roll Call Vote: Marc Cinnamon-aye, David Simpson-aye, Jamie Deutsch-no, Josh Clark-aye, Richard Lockowitz-no, Frank Ottengheime-no. 3-3 tie, Village President Don Goncher votes-aye. 4-3-0 Motion carried.

B. SHABBONA ROAD PEDESTRIAN CROSSING: Marc Cinnamon talked about meeting with Nathan Schwartz of DeKalb County Highway Department. They discussed street projects and Marc wanted to make sure village is able to get in on spring bid-letting. Marc got specifications that County uses for bid-letting. County will oversee street work they bid out for village and approve the work before village pays any bills for completed work. Marc also talked with Nathan about pedestrian crossing at Shabbona Road Navaho to Cherokee, and Nathan said it is feasible to do. There is also a possibility of getting flashing yellow light for the pedestrian crossing. Thursday, November 19 will be the next Infrastructure committee meeting.

C. Frank Ottengheime asked about notice for ITEP public meeting, he said he wanted to be sure about process and timing. Quarterly Newsletter was prepared prior to September Board meeting, Clerk posted on village website on Tuesday, September 29 and submitted public notice to daily chronicle on September 30th. Notice was published on October 1st.

D. Frank Ottengheime asked about change in venue for September meeting. Don Goncher had checked with Attorney Foster to change venue to zoom meeting based on current COVID-19 guidelines, it was acceptable to meet remotely rather than in person.
