City of Herrin City Council met Oct. 26.

Here is the minutes provided by the council:

Mayor Steve Frattini Called the meeting to order and led us in prayer. Pledge of Allegiance was recited. Shelly Huggins, City Clerk called the roll and the following were present:

MINUTES OF OCTOBER 12, 2020 MEETING 

Motion made by Alderman Shoemake, seconded by Alderman Ahlgren to approve the minutes of October 12, 2020 Council Meeting. Alderman Shoemake, Crompton,. York, Kinley, Sizemore Ruppel and Ahlgren voted '"Yea". None voted "Nay".

TREASURER'S REPORT 

Treasurer Carl Goodwin had nothing to report.

BUDGET REPORT 

Carrie Cravens, Budget Director had nothing to report.

CODES/ANIMAL CONTROL 

Codes Administrator Robert Cralg had nothing to add to his report.

PUBLIC WORKS 

Bill Sizemore, Chairman of the Public Works Committee stated that a property owner in Ward IV thanked Robert for his involvement in helping get a property cleaned up. There will be a committee meeting on Wednesday, November 4 at 10 a.m. regarding aggregation. Thanked public works for their work during clean up week.

TOM 

Tom Somers, Public Works Director had nothing to report.

PUBLIC IMPROVEMENT 

Marilyn Ruppel, Chairman of the Public Improvement Committee ha nothing to report.

POLICE 

David Dorris, Police Chief had nothing to report.

FIRE 

Shawn Priddy, Fire Chief had nothing to report.

PUBLIC SAFETY 

David Shoemake, Chairman of the Public Safety Committee had nothing to report.

FINANCE 

Motion was made by Aldennan York, seconded by Alderman Shoemake to authorize bills to be paid before the Council. Alderman Crompton, York, Kinley, Sizemore, Ruppel, Ahlgren and Shoemake voted "Yea". None voted '°Nay".

INSURANCE

 Sheila Ahlgren, Chairman of the Insurance Committee had nothing to report.

LIAISON LIBRARY 

Marilyn Ruppel, Liaison for the Herrin City Library had nothing to report.

LIAISON CIVIC CENTER S

cott Kinley, Liaison for the Herrin Civic Center stated due to Covid restrictions Queen of Hearts is postponed.

AWARD FIRE DEPT 

On October 20, FD responded to an oven fire out of control. A young man put the fire out and stated that he learned how to extinguish the frre from the frre department's program in the schools. Chief Priddy awarded The young man a certificate and a challenge coin.

ORDINANCE 39-2020 AMENDING CHAPTER 15, ARTICLE II, SECTION 1 SUBSECTION F & G 

Motion made by Alderman Shoemake, seconded by Alderman Kinley to pass Ordinance 39-2020 Amending Chapter 15, Article II, Section I, Subsections F & G of the Herrin Revised Code of Ordinances. Alderman York, Kinley, Sizemore, Ruppel, Ahlgren, Shoemake and Crompton voted "Yea". None voted "Nay".

ORDINANCE 40- 2020 APPROVING VACATING OF LOT 5 IN FAIR WAY ACRES FIRST PLAT 

Motion made by Alderman Kinley, seconded by Alderman Shoemake to pass Ordinance 40-2020 Approving the Vacating of Lot 5 in Fairway Acres First Plat to the City of Herrin. This would remove the lot out of the subdivision and placing back into Golf Conrse property. This is a formality only. Alderman Kinley, Sizemore, Ruppel, Ahlgren, Shoemake, Crompton and York voted "Yea". None voted "Nay".

AW ARD BID RESURFACING 

Motion made by Alderman Sizemore, seconded by Alderman York to award bid to Samron MW Contracting for Resurfacing/Reconstruction of Various Routes. Section 20-00000-01-GM. Bid amonnt: $241,395.00.

SECTION20-00000-0 I-GM 

Alderman Sizemore, Ruppel, Ahlgren, Shoemake, Crompton, York and Kinley voted "Yea". None voted "Nay".

RESOLUTION 25-TABLED. 2020

RESOLUTION 26- 2020 USE OF TIF FUNDS 

Motion made by Alderman Sizemore, seconded by Alderman Ahlgren to pass Resolution 26-2020 Use of TIF Funds for Park Avenue Enhancement/Safety Project. Alderman Ruppel, Ahlgren, Shoemake, Crompton, York, Kinley and Sizemore voted "Yea''. None voted "Nay".

MAYOR Have had someone inquire about leasing some property from Phoenix Investors at old Maytag property.  Logistics fulfillment center.

Meeting tomorrow regarding new construction of a business south of old Jones Bros garage property. This is in the TIF as well as EPZ. Meeting with professional that wants to locate to Herrin. They are interested in location along Park Avenue.

Meeting regarding Opportunity Zone, we have a designation from Herrin Road to Clark Trail from 13th Street and West with a few property exceptions.

COUNCIL 

Alderman York stated we met last time about some animal control issues. So far nothing has been decided. Public Improvement will meet at 5 p.m. on 11/9/20.

Veteran's Day salute at the Doughboy will take place on 11/11 at 11:00 a.m. with social distancing and masks required.

Alderman Ruppel reminded persons to use headlights when it is raining.
