City of Herrin City Council Met October 12

City of Herrin City Council met Oct. 12.

Here is the minutes provided by the council:

Mayor Steve Frattini called the meeting to order and led us in prayer. Pledge of Allegiance was recited. Shelly Huggins, City Clerk called the roll and the following were present:

PUBLIC

Beverly Griffith asked if we ever remove a stop sign. She asked about the stop sign north and south on 14th Street at Carroll. We will take a look and see if it is still needed.

Lowell Spiller pleased from response for petition, Proud of his Alderman Crompton and York. He asks that we start enforcing current rules. He heard a lot about dogs barking everywhere he went. He believes people should get a warning and if problems aren't addressed then fine them.

Ibbie Jean Boren asked about Brewster Road. She stated it has become a raceway. Can't see cars on Hafer Toad coming from the north at the Brewster and Hafer rd. Why aren't there stop signs on Hafer making a three way stop rather than just Brewster traffic stopping. Public Works will check into the shrub issue blocking view.

MINUTES OF SEPTEMBER 28. 2020 MEETING

Motion made by Alderman Shoemake, seconded by Alderman Ahlgren to approve the minutes, of September 28, 2020 Council Meeting. Alderman Shoemake, York, Miller, Kinley, Sizemore Ruppel and Ahlgren voted “Yea”. None voted "Nay".

MINUTES OF SPECIAL MTG OCTOBER 5, 2020

Motion made by Alderman Miller, seconded by Alderman York to approve the minutes of the Special Meeting on October 5, 2020. Alderman York, Miller, Kinley, Sizemore, Ruppel, Ahlgren and Shoemake voted “Yea". None voted “Nay".

TREASURER'S REPORT

Treasurer Carl Goodwin stated he has reviewed water adjustments and bank statements. All in balance. Our tax revenues are down $155,000 and we have received our first split of property tax.

BUDGET REPORT

Carrie Cravens, Budget Director was absent from the meeting,

CODES/ANIMAL CONTROL

Codes Administrator Robert Craig stated there is a zoning board meeting November 2 at 6 p.m.

PUBLIC WORKS 

Bill Sizemore, Chairman of the Public Works Committee stated City Wide Clean up October 19-23 on your regular trash day.

TOM

Tom Somers, Public Works Director via zoom had nothing to add.

PUBLIC IMPROVEMENT

Marilyn Ruppel, Chairman of the Public Improvement Committee stated they met earlier and will have item later.

POLICE

David Dorris, Police Chief stated that they are being proactive looking for the backpackers. They appreciate the barking dogs as it lets them know when they are running from them.

FIRE

Shawn Priddy, Fire Chief was absent from the meeting.

PUBLIC SAFETY

David Shoemake, Chairman of the Public Safety Committee stated they met earlier, item later on agenda.

FINANCE

Motion was made by Alderman York, seconded by Alderman Shoemake to authorize bills to be paid before the Council. Alderman Miller, Kinley, Sizemore, Ruppel, Ahlgren, Shoemake and York voted “Yea”. None voted "Nay

INSURANCE

Sheila Ahlgren, Chairman of the Insurance Committee had nothing to report.

LIAISON - LIBRARY

Marilyn Ruppel, Liaison for the Herrin City Library had nothing to report.

LIAISON - CIVIC CENTER

Scott Kinley, Liaison for the Herrin Civic Center stated Queen of Hearts tomorrow $2,630. Lifeline screenings coming soon to the civic center,

NEW BUSINESS:

ORDINANCE 37-2020 SALE OF SURPLUS PROP.

Motion made by Alderman Ruppel, seconded by Alderman Ahlgren to pass Ordinance 37-2020 Authorizing Sale of Surplus Property. Alderman Kinley, Sizemore, Ruppel, Ahlgren, Shoemake, York and Miller voted “Yea”. None voted “Nay".

ORDINANCE 38-2020 SALE OF 

Motion made by Alderman Kinley, seconded by Alderman York to pass Ordinance 38-2020 Authorizing Sale of Surplus Property. Alderman Sizemore, Ruppel, Ahlgren, Shoemake, York, Miller and Kinley voted “Yea'. None voted "Nay".

APPOINT RYAN HOWELL TEMP SERGEANT

Motion made by Alderman Miller, seconded by Alderman Kinley to approve recommendation from Board of Fire & Police Commissioners to appoint Ryan Howell, 90-day temporary sergeant, beginning 10/13/20. Alderman Ruppel, Ahlgren, Shoemake, York, Miller, Kinley and Sizemore voted "Yea”. None Voted “Nay".

AUTHORIZATION FOR PD TO PURCHASE 2 VEHICLES FROM ADMIN TOW FUND

Motion made by Alderman Shoemake, seconded by Alderman Kinley to authorize PD to purchase 2 new vehicles from Admin Tow Fund. Alderman Ahlgren, Shoemake, York, Miller, Kinley, Sizemore and Ruppel voted “Yea”. None voted "Nay".

APPROVE PAYMENT TO CRYSTAL'S CATERING

Motion made by Alderman Kinley, seconded by Alderman York to approve payment to Crystal's Catering for Downtown Stabilization Grant. The actual payment will be reflected in the next meeting's A/P paperwork, but we will go ahead and issue check so she doesn't have to wait any longer. She has been for 4 months already. Alderman Shoemake, York, Miller, Kinley, Sizemore, Ruppel and Ahlgren voted “Yea”. None voted "Nay".

MAYOR

Last week mayor had two different parties let him know about public works with favorable comments. During these trying times when we are stressed out, it is nice to get positive thoughts. Thank you to all of our staff and leadership.

Thursday, October 15 at 10:00 a.m. have bid opening for residential aggregation program. Based on current aggregation program we are locked in to the term for a specific period. Almost two years ago the Ameren default rate was less than the aggregation amount. Due to contract it was unable to be reduced. We have let the possible bidders know that we aren't interested in our residents having to opt-out. There are many third party suppliers available to all residents. Some are reputable and some are not. Mayor asks council to consider that we may not be compelled to enter into an aggregation contract. Only fear by not, is third parties that will not consider the best interests of our residents. After bids, we will take them to committee for further review.

www.cityofherrin.com is up and running and we will be continuing to improve. We will soon be adding a mobile app that will be tied to this page as well.

New building going up next to Dollar Tree, this is AutoZone. Old Sav-a-lot property did close with new ownership. Old building will be demolished and new project going there. Cannot say at this time who/what this will be.

New street light program with Ameren allowing for new 200 street lights at no cost to the city.

Christmas committee has been working on Christmas decorations for our community.

Civic Center Gala coming next spring.

COUNCIL

Alderman Miller stated he has received an email on Tom and Todd and public works in his ward. It is nice to hear good things. We have been accepting part time applications.

Alderman Ruppel thanked mayor for all of his effort and time for bringing these new businesses in.
