City of Herrin City Council met Sept. 28.

Here is the minutes provided by the council:

Mayor Steve Frattini called the meeting to order and had Mark Goldman, Herrin First Baptist Church lead us in prayer. Pledge of Allegiance was recited. Shelly Huggins, City Clerk called the roll and the following were present:

PUBLIC

Lowell Spiller, 2801 N. 16th St., presented the council with a signed petition requesting changes in the animal code.

Michelle Valco. 11 Grove Place, stated that the house next to her has been condemned and people are still going in and out of it. PD says to make a complaint, the owner has to make a signed complaint that there are squatters there. They are supposedly stealing power from 7 Grove Place. PD will discuss with Ms. Valco after the meeting.

MINUTES OF Motion made by Alderman Shoemake, seconded by Alderman Ahlgren to approve the minutes SEPTEMBER 14, of September 14, 2020 Council Meeting. Alderman Shoemake, Crompton, York, Miller, Kinley, Sizemore 2020 MEETING Ruppel and Ahlgren voted “Yea”. None voted “Nay".

TREASURER'S REPORT

Treasurer Carl Goodwin stated we have received all of our tax monies and Carris will get the numbers emailed when she returns to work.

BUDGET REPORT

Carrie Cravens, Budget Director was absent from the meeting.

CODES/ANIMAL Codes Administrator Robert Craig had nothing to report. CONTROL

PUBLIC WORKS Bill Sizemore, Chairman of the Public Works Committee stated City Wide Clean up October 19-23 on your

regular trash day. List of items to be picked up are on our webpage. Has item later in agenda.

TOM

Tom Somers, Public Works Director has nothing to report.

PUBLIC

Marilyn Ruppel, Chairman of the Public Improvement Committee stated they met earlier and will have item IMPROVEMENT later.

POLICE

David Dorris, Police Chief thanked the Harrison Bruce Foundation for their generous donation.

FIRE

Shawn Priddy, Fire Chief stated the chili dinner will be November 14 with drive through or pick up only,

PUBLIC SAFETY

David Shoemake, Chairman of the Public Safety Committee stated they met earlier, item later on agenda.

FINANCE

Motion was made by Alderman York, seconded by Alderman Shoemake to authorize bills to be paid before the Council. Alderman Crompton, York, Miller, Kinley, Sizemore, Ruppel, Ahlgren and Shoemake voted "Yea”. None voted “Nay".

INSURANCE

Sheila Ahlgren, Chairman of the Insurance Committee had nothing to report.

LIAISON - LIBRARY

Marilyn Ruppel, Liaison for the Herrin City Library stated student free library card program is going well. Story time is now live on Facebook.

LIAISON - CIVIC CENTER

Scott Kinley, Liaison for the Herrin Civic Center stated Queen of Hearts tomorrow $2,000. Winner last week of $18,792. Job fair from 8 a.m. to noon on 10/1/20 for solar jobs.

NEW BUSINESS:

ORDINANCE 32- Motion made by Alderman Crompton, seconded by Alderman Kinley to pass Ordinance 32-2020 Deleting 2020 EPZ Property Tax Incentive Clarifications for the Williamson County Enterprise Zone. Alderman York, Miller,

Kinley, Sizemore, Ruppel, Ahlgren, Shoemake and Crompton voted "Yea“. None voted “Nay".

ORDINANCE 33- Motion made by Alderman Miller, seconded by Alderman York to pass Ordinance 33-2020 Pertaining to the 2020 LOCAL Local Cure Program. Alderman Miller, Kinley, Sizemore, Ruppel, Ahlgren, Shoemake, Crompton and York CURE PROGRAM voted "Yea”. None voted "Nay".

ORDINANCE 34- Motion made by Alderman Kinley, seconded by Alderman Miller to pass Ordinance 34-2020 Granting 2020 REZONE Request to Rezone 10393 from R-2 to B-2, Alderman Kinley, Sizemore, Ruppel, Ahlgren, Shoemake, 10393 FLEMING Crompton, York and Miller voted “Yea”. None voted “Nay". RD

ORDINANCE 35- Motion made by Alderman Kinley, seconded by Alderman Ruppel to pass Ordinance 35-2020 Granting 2020 VARIANCE Request for a Variance for 10393 Fleming Rd. to install billboard larger than code allows. Alderman 10393 FLEMING Sizemore, Ruppel, Ahlgren, Shoemake, Crompton, Miller and Kinley voted “Yea”. Alderman York RD-BILLBOARD voted "Nay".

ORDINANCE 36- Motion made by Alderman Sizemore, seconded by Alderman Miller to pass Ordinance 36-2020 Amending 2020 AMENDING Chapter 38 of the Herrin Revised Code of Ordinances regarding water department late notices. Alderman CHAPTER 38 OF Ruppel, Ahlgren, Shoemake, Crompton, York, Miller, Kinley and Sizemore voted "Yea". None voted REVISED CODE “Nay". OF ORDINACES

RESOLUTION 23- Motion made by Alderman Kinley, seconded by Alderman Sizemore to pass Resolution 23-2020 MFT 2020 MFT Resolution for Maintenance & Estimate of Costs. Alderman Ahlgren, Shoemake, Crompton, York,

Miller, Kinley, Sizemore and Ruppel voted “Yea". None voted "Nay",

AUTHORIZA Motion made by Alderman Shoemake, seconded by Alderman Ahlgren to authorize the police department TION TO PUR- to purchase 2 vehicles with the Harrison Bruce Foundation Donation. These will be K-9 units. Alderman CHASE TWO (2) Shoemake, Crompton, York, Miller, Kinley, Sizemore, Ruppel and Ahlgren voted “Yea”. None voted VEHICLES “Nay”.

MAYOR

Reminder, if you have not completed your census, you have two days left to do so. Please complete them. The City receives around $1,400 per person per year.

The City will be making an additional two handicap parking spaces on E. Walnut & S. 14th St. area.

DuQuoin will be having a hazardous materials collection on Saturday, October 3 from 8 a.m. to noon at the DuQuoin Middle School.

We have had some interest in Lake #2 and will be advertising soon for bids.

Mayor has given the council the CDC guidelines regarding Halloween. Pumpkins in the Park has been cancelled. Residential trick-or-treating has not been scheduled yet.

AMS Rail has been clearing property near sewer plant for their operations. Crossings have begun to be upgraded with more to come.

COUNCIL

Alderman Ruppel has had a resident ask about a sign that alerts motorists there is a blind person in the neighborhood. If resident purchases, the City will install.

Alderman Shoemake stated this his Mother-in-law got out of the house last week and she has dementia. Toby Coffey with the PD was there in minutes and they were able to locate her within about 30 minutes.
