Jackson County Finance and Administration Committee met Sept. 14.

Call to Order (5:00 PM)

Members Present: Calandro, Comparato, Erbes, Peterson and Rendleman

Members Absent: D. Bost and Nehring

Approval of Minutes

I. 20-5314 Approval of August 10, 2020 Minutes

A motion was made by Rendleman, seconded by Calandro, to approve the August 10, 2020 minutes as presented. The motion carried by unanimous vote.

II. 20-5315 Work Comp Update

Nothing new for this agenda item.

Rendleman questioned the bid for Property & Liability insurance quotes, Comparato replied that it was left off of the agenda due to this being budget time and that he was concerned about the time crunch to create a Request For Proposal document that would be needed.

III. 20-5316 Payment of Hope Trust Dental & Vision Claims in the amount of $10,039.46

A motion was made by Rendleman, seconded by Peterson, to approve the payment of Hope Trust Dental & Vision Claims in the amount of $10,039.46. The motion carried by the following vote:

Yes: 5 - Calandro, Comparato, Erbes, Peterson and Rendleman

Absent: 2 - D. Bost and Nehring

IV. 20-5317 Payment of Hope Trust Medical Admin Claims in the amount of $275,474.00

A motion was made by Calandro, seconded by Erbes, to approve the payment of Hope Trust Medical Admin Claim in the amount of $275,474.00. The motion carried by the following vote:

Yes: 5 - Calandro, Comparato, Erbes, Peterson and Rendleman

Absent: 2 - D. Bost and Nehring

V. 20-5318 Non-Bargaining Health Insurance Employee Portion Increase

The County Administrator recommended increasing the non-bargaining health insurance employee portion by 10% for FY21 due to Hope Trust increasing the County's cost by 10%.

There was discussion among the committee members concerning this increase and how it compared to what the employee's were paying currently.

A motion was made by Erbes, seconded by Calandro, to approve a 10% Increase to the HOPE 1000 Plan Non-Bargaining Health Insurance Employee Portion. The motion carried by the following vote:

Yes: 4 - Calandro, Comparato, Erbes and Peterson

No: 1 - Rendleman

Absent: 2 - D. Bost and Nehring

VI. 20-5319 Dependent Employee Portion Increase

The County Administrator proposed the dependent employee portion health insurance increase by 7% for FY21 due to Hope Trust increasing the County's portion by 10%. The committee discussed the increase and why it was proposed.

A motion was made by Calandro, seconded by Erbes, to approve the Dependent Employee Portion Health Insurance Increase. The motion carried by the following vote:

Yes: 5 - Calandro, Comparato, Erbes, Peterson and Rendleman

Absent: 2 - D. Bost and Nehring

VII. 20-5320 Payment of County Monthly Claims in the amount of $307,244.52

A motion was made by Rendleman, seconded by Erbes, to approve payment of County Monthly Claims in the amount of $307,244.52. The motion carried by the following vote:

Yes: 5 - Calandro, Comparato, Erbes, Peterson and Rendleman

Absent: 2 - D. Bost and Nehring

VIII. 20-5321 Approval of On-Demand Claims in the amount of $44,972.33

A motion was made by Calandro, seconded by Rendleman, to approve the On-Demand Claims in the amount of $44,972.33. The motion carried by the following vote:

Yes: 5 - Calandro, Comparato, Erbes, Peterson and Rendleman

Absent: 2 - D. Bost and Nehring

IX. 20-5322 Payment of Board Member Travel Expenses in the amount of $2,208.96

A motion was made by Rendleman, seconded by Peterson, to approve payment of Board Member Travel Expenses in the amount of $2,208.96. The motion carried by the following vote:

Yes: 5 - Calandro, Comparato, Erbes, Peterson and Rendleman

Absent: 2 - D. Bost and Nehring

X. 20-5323 Budget Discussion

Comparato and the County Administrator gave a presentation concerning the work they have been doing with department heads to create a balanced FY21 budget to present to the committee for approval. It was decided that the committee should review the presented budget and return at next month's budget hearing meeting with questions. The highlights for the presented budget are as follows:

· The budget was balanced based upon the max 4.999% increase in property taxes, while considering the cuts that occurred as a result of the Enterprise Zone, TIF districts, and PTELL.

· Every department was asked to try to maintain a flat budget this year.The budgets of departments which could not or did not do so were reviewed by the County Administrator and the Chair of Finance and Administration Committee, and in some cases cuts were made.

· The transfer in of IMRF, Social Security (FICA/Medicare), and unemployment levies were divided into separate line items to more transparently show them as revenue.

· As each department budgeted for the cost of their employees’ plans and HSA/FSA’s there is no need to budget for health insurance runout.

· There are new IT line items in every department’s budget to allow for more transparency on how IT funds are being allocated and spent.

· There is no longer a need to transfer funds into revenue for Solid Waste Reimbursement because of how Solid Waste bills are now being handled.

· The possible grant funds from FEMA’s reimbursements and the CURE grant are not included in the budget because they are not guaranteed funds.

· No revenues were budgeted for the Cannabis Use Tax given this was the first year and thus we cannot accurately predict how much money it will bring in.

· The County’s regular IMRF portion increased from 9.02% last year to 13.65% this year due to the early retirement that was offered last year; this increase affected every department’s budget.

XI. 20-5324 Supplemental Funding Request for Elections

Byrd discussed with the committee the amount of funds he was requesting and why. It was decided that Byrd, the Finance Chair, and the County Administrator would work together to figure out where the money would come from for the requested funds.
