I. 20-5187 Legal Holidays Update

The County Board was notified that Election Day November 3, 2020 is a Holiday.

Agency Reports

SIMPO- Peterson said the Policy Committee did not meet in July.

Greater Egypt- Peterson reported Cary Minnis, Executive Director, applied for and received a CARES Act Supplemental EDA Award of $400,000.00 He hired three new employees with this funding. Mr. Minnis also applied for and received a $200,000 IDOT SPR Grant to establish a Rural Transportation body (similar to SIMPO) for the five county region.

JGA- Mueller discussed the new members.

UCCI- Erbes stated there are still no in person meetings.

II. 20-5188 Resolution 2020-46 in Recognition of Tyler Young

A motion was made by Morris, seconded by Erbes, to approve Resolution 2020-46 in Recognition of Tyler Young. The motion carried by unanimous vote.

Approval of Consent Agenda

J.S. Rendelman moved and Bost seconded Approval of Consent Agenda with the removal of 20-5189 and 20-5209, motion carries.

Roll call vote all voted yes.

Peterson reported that under agency reports, Kathy is spelt with a K.

A motion was made by Peterson, seconded by Calandro, to approve June 23, 2020 Board meeting minutes. The motion carried by unanimous vote.

XVI. 20-5209 Authorization to Pay Off County Build America Bonds at the First Available Date Discussed paying off the bonds to save on the interest, will free up a large debt, and the cash is on hand now to do so.

A motion was made by J. S. Rendleman, seconded by Ca landro, to authorize Pay off County Build America Bonds at the first available date. The motion carried by the following vote:

Yes: 13 - Basden, Calandro, D. Bost, Edmond, Erbes, J. S. Rendleman, Larkin, Mendoza Jr., Morris, Mueller, Nehring, Peterson and Snyder

No: 1 - Comparato

Abstain: 1 - Snyder

A motion was made by Erbes, seconded by Peterson, to approve John Dixion and William Heern to Buncombe Water District and Jessica Doerr-Berger to Jackson County Housing Authority. The motion carried by unanimous vote.

Finance & Administration Committee

XVIII. 20-5199 Ordinance 2020-06 Transferring Monies From the Prisoner Housing Fund and Jackson County Ambulance Fund to the County General Fund

A motion was made by Erbes, seconded by Calandro, to approve. The motion carried by the following vote:

Yes: 10 - Calandro, Comparato, Edmond, Erbes, J. S. Rendleman, Larkin, Morris, Mueller, Peterson and Snyder

No: 4 - Basden, D. Bost, Mendoza Jr. and Nehring

XIX. 20-5211 Public Defender Salary Adjustment

The Board decided to hold off until next month.

XX. 20-5210 FY19 County Wide Audit

A motion was made by Erbes, seconded by D. Bost, to approve the draft for the FY19 County Wide Audit and there are no issues. The motion carried by the following vote:

Yes: 13 - Basden, Calandro, Comparato, D. Bost, Edmond, Erbes, Larkin, Mendoza Jr., Morris, Mueller, Nehring, Peterson and Snyder

Abstain: 1 - J. S. Rendleman

Legislative & Public Safety Committee

Calandro noted that Jackson County Covid numbers are going up

Real Property Committee

Peterson mentioned looking into the old Unemployment Building and the demolition of the Willis and Craine Building.
