City of Herrin City Council Met August 10

Meeting 05

City of Herrin City Council met Aug. 10.

Here is the minutes provided by the council:

Mayor Steve Frattini called the meeting to order and asked Michael Neubert, First Presbyterian Church to lead us in prayer. Pledge of Allegiance was recited. Shelly Huggins, City Clerk called the roll and the following were present:

DAVD SHOEMAKE, Alderman Ward I

SCOTT KINLEY, Alderman Ward III

BILL SIZEMORE, Alderman Ward IV - absent

MARILYN RUPPEL, Alderman Ward IV

PUBLIC

Delores Stachura regarding over-billed water bill concern. She has called and hasn't gotten an explanation that she believes to be accurate. She gave the mayor a letter for the water department. She believes she has been over charged. When we get our new software, we will be using a 3rd party billing company.

Sally Sanders of E. Herrin St. asked about sidewalk going down Herrin St. to football field. It is an IDOT job and still on the schedule. She also asked about Park Avenue repaving. It is on the State 2021 schedule.

MINUTES OF THE JULY 27, 2020 MEETING

Motion made by Alderman Shoemake, seconded by Alderman Miller to approve the minutes of July 27, 2020 Council Meeting. Alderman Shoemake, Crompton, York, Kinley, Miller, Ruppel and Ahlgren voted "Yea". None voted "Nay".

TREASURER'S REPORT

Treasurer Carl Goodwin reconciled the water and sewer adjustments, 3 errors corrected. Has reconciled bank statements and all are in balance. Finance meeting Monday 8/17 at 10 am.

BUDGET REPORT

Carrie Cravens, Budget Director was absent from the meeting.

CODES/ ANIMAL CONTROL

Codes Administrator Robert Craig was absent from the meeting.

PUBLIC WORKS 

Bill Sizemore, Chairman of the Public Works was absent from the meeting.

Tom Somers, Public Works Director was absent from the meeting.

PUBLIC IMPROVEMENT

Marilyn Ruppel, Chairman of the Public Improvement had nothing to report.

PUBLIC SAFETY 

David Dorris, Police Chief had nothing further to add to his report, just that the HPD staff is out doing their work.

Shawn Priddy, Fire Chief was absent from the meeting.

David Shoemake, Chairman of the Public Safety Committee will have meeting Wednesday at 2:30 p.m.

FINANCE

Motion was made by Alderman York, seconded by Alderman Shoemake to authorize bills to be paid before the Council. Alderman Crompton, York, Miller, Kinley, Ruppel, Ahlgren and Shoemake voted "Yea". None voted "Nay".

INSURANCE

Sheila Ahlgren, Chairman of the Insurance Committee had nothing to report.

LIAISON LIBRARY

Marilyn Ruppel, Liaison for the Herrin City Library had nothing to report.

LIAISON CIVIC CENTER

Scott Kinley, Liaison for the Herrin Civic Center having evens under 50 persons. Queen of Hearts 13,013 8/11

NEW BUSINESS:

PROCLAMATION BACK TO SCHOOL PRAYER RALLY DAY

Motion made by Alderman Kinley, Seconded by Alderman Ahlgren to proclaim Sunday, August 23, 2020 as “Back to School Prayer Rally Day". Alderman York, Miller, Kinley, Ruppel, Ahlgren, Shoemake and Crompton voted “Yea". None voted “Nay".

MAYOR

Starting tomorrow moming, to enter City Hall you must wear a mask.

Thursday at 1:30 p.m. Laborer's Local 773 is doing a food distribution at the Civic Center back parking lot.

Yesterday morning the American Legion got their new mural up on the building. We will be getting designation by signage on 157 stating we have murals.

Williamson County is on the bubble of reaching 8%, we will possibly be going back phases.

COUNCIL

Alderman Kinley thanked the city workers.

Motion made by Alderman Miller, seconded by Alderman Crompton to adjourn. Alderman Miller, Kinley, Ruppel, Ahlgren, Shoemake, Crompton and York voted "Yea". None voted "Nay".
