City of Herrin City Council met July 27

City of Herrin City Council met July 27.

Here is the minutes provided by the council:

PUBLIC

Bob Scuillufo asked about water bills. Mayor stated the billing system will be changing soon and we are changing to one bill due date instead of 7. If you have any questions, please call the water office during regular business hours.

MINUTES OF JULY 13, 2020 MEETING

Motion made by Alderman Shoemake, seconded by Alderman Miller to approve the minutes of July 13, 2020 Council Meeting. Alderman Shoemake, Crompton, York, Miller, Sizemore, Ruppel and Ahlgren voted “Yea”. None voted "Nay”,

TREASURER'S REPORT

Treasurer Carl Goodwin had nothing to report.

BUDGET REPORT

Carrie Cravens, Budget Director was absent from the meeting.

CODES/ ANIMAL CONTROL

Codes Administrator Robert Craig stated we will have a zoning meeting in the future.

PUBLIC WORKS 

Bill Sizemore, Chairman of the Public Works had nothing to report.

Tom Somers, Public Works Director was absent from the meeting.

PUBLIC IMPROVEMENT

Marilyn Ruppel, Chairman of the Public Improvement had nothing to report.

PUBLIC SAFETY

Quinn Laird, Police Chief stated the street crimes unit has been busy the last few weeks. A significant arrest was made related to vehicle burglaries.

Shawn Priddy, Fire Chief stated Roger Miller is retiring August 29, 2020 with 25 years of service. Roger Yates will be promoted to Captain.

David Shoemake, Chairman of the Public Safety Committee stated they met earlier, items later.

FINANCE

Motion was made by Alderman York, seconded by Alderman Shoemake to authorize bills to be paid before the Council. Alderman Crompton, York, Miller, Sizemore, Ruppel, Ahlgren and Shoemake voted "Yea”, None voted "Nay”.

INSURANCE

Sheila Ahlgren, Chairman of the Insurance Committee had nothing to report.

LIAISON LBRARY

Marilyn Ruppel, Liaison for the Herrin City Library stated the hours for now are M-Th 10-4, F 10-3 and closed on Saturday and Sunday.

LIAISON CIVIC CENTER

Scott Kinley, Liaison for the Herrin Civic Center was absent from the meeting. Mayor stated that Queen of Hearts has begun again and is a little over $13,000. They are booking for events with 50 or less persons.

NEW BUSINESS:

OPEN BIDS FD TRUCK BED

One bid received from Philip Fiscella for $150.00.

AWARD BID FD TRUCK BED

Motion made by Alderman Shoemake, seconded by Alderman Ahlgren to accept bid of $150.00 from Philip Fiscella for FD Truck Bed. Alderman York, Miller, Sizemore, Ruppel, Ahlgren, Shoemake and Crompton voted “Yea”. None voted "Nay.

OPEN BIDS FD HITCH

Bid for $100.00 received from Philip Fiscella and bid for $150.00 from Jeff Crites.

AWARD BD FD HITCH

Motion made by Alderman Crompton, seconded by Alderman York to accept bid of $150.00 from Jeff Crites for FD Hitch. Alderman Miller, Sizemore, Ruppel, Ahlgren, Shoemake, Crompton and York voted “Yea”. None voted "Nay".

OPEN BIDS FD BUMPER

One bid received from Larry Jackson for $100.00.

AWARD BID FD BUMPER

Motion made by Alderman York, seconded by Alderman Miller to accept bid of $100.00 from Larry Jackson for FD Bumper. Alderman Sizemore, Ruppel, Ahlgren, Shoemake, Crompton, York and Miller Voted "Yea”. None voted “Nay".

ORDINANCE 25-2020 VACATING PORTION OF ALLEY

Motion made by Alderman Miller, seconded by Alderman Sizemore to pass Ordinance 25-2020 Vacating a Portion of an Alley. Alderman Ruppel, Ahlgren, Shoemake, Crompton, York, Miller and Sizemore voted "Yea”. None voted “Nay"..

ORDINANCE 26-2020 AMEND CHAPTER 15, 

ARTICLE II, SECTION 1 SUBSECTION D&E

Motion made by Alderman Crompton, seconded by Alderman York to pass Ordinance 26-2020 Amending Chapter 15 Article II, Section 1, Subsections D & E of the Herrin Revised Code of Ordinances. Alderman, Ahlgren, Shoernake, Crompton, York, Miller, Sizemore and Ruppel voted "Yea". None voted "Nay”,

AUTHORIZATION TO WAIVE BIDS - PD IT.

Mayor stated that professional contract services do can be selected without accepting bids. Motion made by Alderman Miller, seconded by Alderman Shoemake for authorization to waive bids for PD I.T. Agreement. Alderman Shoemake, Miller, Sizemore, Ruppel and Ahlgren voted “Yea". Alderman Crompton and York Voted "Nay".

AGREEMENT NOVACOM PD IT.

Motion made by Alderman Sizemore, seconded by Alderman Shoemake to approve Novacom Agreement for Alderman York, Miller, Sizemore, Ruppel, Ahlgren and Shoemake voted “Yea”. Alderman Crompton voted "Nay”.

APPOINT DAVID LOUCKS FT PATROLMAN

Motion made by Alderman Miller, seconded by Alderman Shoemake to appoint David Loucks as Full Time Patrolman effective July 29, 2020. Alderman York, Miller, Sizemore, Ruppel, Ahlgren, Shoemake and Crompton voted “Yea”. None voted "Nay". 

OFFICIAL OATH 

Shelly Huggins, City Clerk administered the official oath to David Loucks as Full-Time Patrolman.

MAYOR

Mayor recognized the 5 most recent Police Department retirees Quinn Laird, Warren Blake, Jimmie Loyd, Scott Stefan and Mary Jones. He gave an overview of their careers with the City.

Mayor stated we will have some revenue shortfalls due to COVID. He encourages social distancing and mask wearing.

None.
