City of Herrin City Council met July 13.

Here is the minutes provided by the council:

Mayor Steve Frattini called the meeting to order and led us in prayer. Pledge of Allegiance was recited. Shelly Huggins, and City Clerk called the roll.

PUBLIC

Tim Vaughn asked about spring clean up. We are shooting for later this fall to reschedule. Possible September. Also, what about the sidewalk going to football field. It is part of a grant project and will be later.

MINUTES OF JUNE 22, 2020 MEETING

Motion made by Alderman Shoemake, seconded by Alderman York to approve the minutes of June 22, 2020 Council Meeting. Alderman Shoemake, Crompton, York, Miller, Sizemore, Ruppel and Ahlgren voted “Yea". None voted "Nay".

TREASURER'S REPORT

Treasurer Carl Goodwin stated he has reviewed all bank statements, water/sewer adjustments and Admin Tow Fees.

BUDGET REPORT

Carrie Cravens, Budget Director stated we have received some tax dollars.

CODES/ ANIMAL CONTROL

Codes Administrator Robert Craig had nothing to add to his report.

PUBLIC WORKS 

Bill Sizemore, Chairman of the Public Works had nothing to report.

Tom Somers, Public Works Director had nothing to report.

PUBLIC IMPROVEMENT

Marilyn Ruppel, Chairman of the Public Improvement stated they met earlier, items later in the agenda.

PUBLIC SAFETY 

Warren Blake, Deputy Police Chief stated they nothing to add to report.

Shawn Priddy, Fire Chief stated there were issues with PD console and had to set the tomado warnings off twice this last month to get issues fixed.

David Shoemake, Chairman of the Public Safety Committee stated they met earlier, items later.

FINANCE

Motion was made by Alderman York, seconded by Alderman Shoemake to authorize bills to be paid before the Council. Alderman Crompton, York, Miller, Sizemore, Ruppel, Ahlgren and Shoemake voted “Yea. None voted "Nay".

INSURANCE

Sheila Ahlgren, Chairman of the Insurance Committee had nothing to report.

LIAISON LIBRARY

Marilyn Ruppel, Liaison for the Herrin City Library had nothing to report.

LIAISON CIVIC CENTER

Scott Kinley, Liaison for the Herrin Civic Center was absent from the meeting.

NEW BUSINESS:

RESOLUTION 21-2020 USE OF TIF I FUNDS FOR TIF IV

Motion made by Alderman Miller, seconded by Alderman York to pass Resolution 21-2020 Use of TIF Funds for TIF IV. Aldernan York, Miller, Sizemore, Ruppel, Ahlgren, Shoemake and Crompton voted “Yea”. None voted "Nay".

ORDINANCE 24-AUTHORIZING SALE OF SURPLUS PROPERTY

Motion made by Alderman Crompton, seconded by Alderman Miller to pass Ordinance 24-2020 Sale of Surplus Property - Fire Department. Alderman Miller, Sizemore, Ruppel, Ahlgren, Shoemake, Crompton. and York voted "Yea". None voted "Nay".

AGREEMENT TIF FAÇADE AMERICAN LEGION

Motion made by Alderman Ruppel, seconded by Alderman Sizemore to approve TIF Façade Agreement for American Legion in the amount of $2,500.00. Alderman Sizemore, Ruppel, Ahlgren, Shoemake, Crompton, York and Miller voted “Yea". None voted "Nay”.

AGREEMENT TIF FAÇADE FORTEEN WAREHOUSE & STORAGE LLC

Motion made by Alderman Ruppel, seconded by Alderman Ahlgren to approve TIF Façade Agreement for Forteen Warehouse & Storage in the amount of $2,500.00. Alderman Ruppel, Ahlgren, Shoemake, Crompton, York, Miller and Sizemore voted "Yea”. None voted "Nay".

APPROVE SURPLUS PROPERTY (LOTS) CRITERIA

 Motion made by Alderman Miller, seconded by Alderman Ruppel to approve surplus property lots criteria. Alderman Ahlgren, Shoemake, Crompton, York, Miller, Sizemore and Ruppel voted "Yea". None voted  "Nay. We will bid lots just as we always do and there will be criteria that if met we will refund purchase price.

APPOINT DAVID DORRIS AS POLICE CHIEF

Mayor selection with council approval. Mayor recommends David Dorris as Police Chief. Motion by Alderman Shoemake, seconded by Alderman Miller to appoint David Dorris as Police Chief. Alderman Shoemake, Crompton, York, Miller, Sizemore, Ruppel and Ahlgren voted "Yea”. None voted “Nay”.

APPOINT TAD THOMPSON AS DEPUTY POLICE CHIE

Mayor selection with council approval. Mayor recommends Tad Thompson as Deputy Police Chief. AS Motion made by Alderman Crompton, seconded by Alderman Shoemake to appoint Tad Thompson as Deputy Police Chief. Alderman Crompton, York, Miller, Sizemore, Ruppel, Ahlgren and Shoemake F voted "Yea”. None voted "Nay".

MAYOR

Monsignor. Ken Schaefer passed away over the weekend. He was a big part of our community and he will be greatly missed.

Mayor stated it is good to see everyone. We have been doing our meetings via Zoom and it's nice to get the personal interactions back.

Tough timnes as individuals and a community, we share your pain and anguish. Maintain a good mental health. City is getting some revenues from the state and we know there will be shortfalls but we do not know impact yet. In Phase 4, need to continue social distancing practices. Good response from businesses as the City was able to help get out tables/seating and thank everyone.

COUNCIL

Alderman Ruppel thanked the public works department for their work in this extreme heat.

City staff across the board has had to endure changes in their duties during COVID. Mayor thanked ALL depts.

Alderman York request for street light in front of 729 W. Monroe, checking into it and should know something by next meeting.

Alderman Sizemore stated that 52nd plaque will be placed at the Doughboy. Each plaque is $1,800. They will be having fundraiser soon, as they only have enough for one more.

Christmas Committee will be making sure that there are lights and decorations this year. They will have the Hometown Christmas theme. Next meeting August 4. Anyone welcome. They are accepting donations and these will be made possible at no cost to the City.

Motion made by Alderman Miller, seconded by Alderman Shoemake to adjourn. Alderman Crompton, York, Miller, Kinley, Sizemore, Ruppel, Ahlgren and Shoemake voted "Yea. None voted “Nay".
