MINUTES OF JUNE 8, 2020 MEETING

Motion made by Alderman Shoemake, seconded by Alderman Crompton to approve the minutes of May 26, 2020 Council Meeting. Alderman Shoemake, Crompton, York, Miller, Kinley, Sizemore and Ahlgren voted "Yea”. None voted "Nay". Alderman Ruppel had technical difficulties.

FINANCE

Motion was made by Alderman York, seconded by Alderman Shoemake to authorize bills to be paid before the Council. Alderman Crompton, York, Miller, Kinley, Sizemore, Ahlgren and Shoemake voted “Yea“. None voted “Nay". Alderman Ruppel had technical difficulties.

NEW BUSINESS:

PROCLAMATION INTERNATIONAL WIDOWS DAY

Motion made by Alderman Kinley, seconded by Alderman Ahlgren to proclaim June 23, 2020 as International Widows Day. Alderman York, Miller, Kinley, Sizemore, Ahlgren, Crompton & Shoemake voted “Yea". None voted "Nay". Alderman Ruppel had technical difficulties.

ORDINANCE 19-2020 APPROVING TIF IV REDEVELOPMENT PLAN & PROJECT

19- Motion made by Alderman Miller, seconded by Alderman Kinley to pass Ordinance 19-2020 Approving Redevelopment Plan & Redevelopment Project. Alderman Miller, Kinley, Sizemore, Ruppel, Ahlgren, Shoemake, Crompton and York voted “Yea". None voted "Nay". 

ORDINANCE 20-2020 DESIGNATING TIF IV REDEVELOPMENT PROJECT AREA

Motion made by Alderman Sizemore, seconded by Alderman Crompton to pass Ordinance 20-2020- Designating the TIF IV Redevelopment Project Area Alderman Kinley, Sizemore, Ruppel, Ahlgren,- Shoemake, Crompton, York and Miller voted "Yea". None voted "Nay”.

ORDINANCE 21- 2020 ADOPTING TIF IV

Motion made by Alderman Sizemore, seconded by Alderman Miller to pass Ordinance 21-2020 Adopting TIF IV. Alderman Sizemore, Ruppel, Ahlgren, Shoemake, Crompton, York, Miller and Kinley voted “Yea”. None voted "Nay”,

ORDINANCE 22- 2020 AUTHORIZING AGREEMENT WITH RIDGE PROPER TIES I, LLC FOR TIF IV

Motion made by Alderman Sizemore, seconded by Alderman Crompton to pass Ordinance 22-2020 Authorizing Agreement with Ridge Properties I, LLC for TIV IV. Alderman Ruppel, Ahlgren, Shoemake,-Crompton, York, Miller, Kinley and Sizemore voted “Yea". None voted "Nay".

ORDINANCE 23-2020 ADDING TERRITORY TO  WILLIAMSON CO. ENTERPRISE ZONE

Motion made by Alderman York, seconded by Alderman Kinley to pass Ordinance 23-2020 Adding Territory to the Williamson County Enterprise Zone-Illinois Centre Mall. Alderman Ahlgren, Shoemake, Crompton, York, Miller, Kinley, Sizemore and Ruppel voted “Yea". None voted "Nay".

RESOLUTION 19-2020 COMMITMENT OF LOCAL FUNDS REBUILD ILLINOIS GRANT

Motion made by Alderman Shoemake, seconded by Alderman Kinley to pass Resolution 19-2020 Commitment of Local Funds for Rebuild Illinois Grant. Alderman Shoemake, Crompton, York, Miller, Kinley, Şizemore, Ruppel and Ahlgren voted "Yea. None voted "Nay".

RESOLUTION 20-2020 DECLARING UNLAWFUL DISTRIBUTION OF PRESCRIPTION CONTROLLED SUBSTANCES HAS CREATED NUISANCE & HEALTH CONCERNS

Motion made by Alderman Miller, seconded by Alderman Ahlgren to pass Resolution 20-2020 Declaring Unlawful Distribution of Prescription Controlled Substances has created a public nuisance and serious public health & safety crisis for the citizens of Herrin. Alderman Crompton, York, Miller, Kinley, Sizemore, Ruppel, Ahlgren and Shoemake voted “Yea". None voted "Nay".

RESIDENTIAL ELECTRIC AGGREGATION

Mayor stated that our current aggregation contract will expire in December and we will soon be reaching out for bids as well as talks on continuing.

PROJECTED DATE FOR REOPENING CITY BUILDINGS

Mayor stated that the plan is to reopen city buildings on Monday, June 29 under phase 4 guidelines. The plans are to have any future meetings back at city hall.

COUNCIL

Alderman Kinley apologized for his previous outburst. Gary & Diane Wade have contacted him regarding A tree that is a safety hazard at the neighbors. Address will be giving to Tom. There is a hydrant at Hemlock & 17th that needs mowed around.

Alderman Sizemore asked about the food trucks. They have to have a permit and they pay taxes as transient merchant.
