Jackson County Finance and Administration Committee met Jan. 13.

Here is the minutes provided by the committee:

Call to Order (5:35 PM)

Members Present: Calandro, Comparato, D. Bost, Erbes, Peterson and Rendleman

Members Absent: Nehring

Also Present: Tamiko Mueller, Kenton Schafer, Cleta Shirley, Liz Hunter, Jeff Whitbeck, Josh Barringer, Bart Hagston, Bruce Wallace, Jennifer Lindsey, Mary Beth Varner

Erbes arrived at 6pm.

Approval of Minutes

I. 20-4707 December 9, 2019 Minutes

A motion was made by Peterson, seconded by Comparato, to approve the December 9, 2019 minutes as presented. The motion carried by unanimous vote.

Chair's Report

II. 20-4708 Work Comp Update

III. 20-4709 Health Insurance Task Force

The County Administrator was asked to send an email to the Health Insurance Taskforce regarding the meeting on January 30 at 430pm.

Finance

IV. 20-4710 Payment of County Monthly Claims

Rendleman asked about a bill from Express towing for $1006, Varner will look into it and report at the County Board meeting.

A motion was made by Comparato, seconded by Rendleman, to approve the County monthly claims in the amount of $847,345.60. The moti on carried by unanimous vote.

V. 20-4711 Payment of Board Members Travel Reimbursement

This item is moved to the full board.

VI. 20-4712 Resolution Delegating Authority to Determine on Demand Claims Hunter gave a review of the reason this is needed, she also stated that she contacted other Treasurers and most of them do a resolution like this one.

A motion was made by Comparato, seconded by Rendleman, to approve the Resolution delegating authority to determine on demand claims. The motion carried by unanimous vote.

VII. 20-4713 Funding for additional Computing Services staff

Erbes asked Barringer to review the two positions and costs for each. Barringer suggested that the funding for the positions could come from the Housing of Prisoners fund. Hunter stated that she went to presentation and they said that there should always be more than one computing services staff. She then stated that the County does not have a lot of money right now so it may be difficult to find funding.

VIII. 20-4714 Funding for Animal Control Officer

Calandro described the plan for hiring the part-time Murphysboro Animal Control officer to work part-time for the County at $14 an hour. The committee discussed whether this was allowed or whether the position has to be posted, they requested an opinion from the State's Attorney's Office. Peterson stated that perhaps an agreement could be made with Carbondale

Animal Control.

Comparato stated that he would like to start talking about the 2021 budget now or have the County Administrator begin working with departments. Rendleman agreed and stated that the committee should start thinking about some of the bigger issues facing the County. He also stated that the automation funds should be included in budget discussions.

IX. 20-4715 AGE Presentation

Wallace spoke to the committee about the energy contract, the current contract ends in May. He presented the committee with 12, 18 and 24 month contracts. He explained that right now there is some savings from what the County is currently paying and he recommends the County consider the 24 month contract. The committee discussed the pricing and how long of

a contract they could vote on.

A motion was made by Rendleman, seconded by Comparato, to approve recommendation to enter into a 24 month contract with AEP for County energy pending State's Attorney's Office approval. The motion carried by unanimous vote.
