Jackson County Real Property Committee met May 13.

Here is the minutes provided by the committee:

Call to Order (4:30 PM)

Members Present: Erbes, Mendoza, Jr., Mueller and Peterson

Members Absent: D. Bost, Edmond and Morris

Also present: Mitch Burdick, Maureen Berkowitz, Gene Basden, Jeff Whitbeck

Approval of Minutes

I. 20-5019 Approval of April 8, 2020 minutes

Approved with typo correction as follows: Item 14 HCR Engineer should be HLR Engineer.

A motion was made by Erbes, seconded by Mueller, to approve the April 8, 2020 minutes with the above mentioned correction. The motion carried by unanimous vote. Communication

II. 20-5020 SIMPO Fund Splitting Letter

Peterson noted this article was strictly informational for the committee. The article includes information on money for the Jackson County Mass Transit District.

III. 20-5021 SIU COVID-19 Article

Peterson noted this article was for informational purposes only. The article includes information on SIU and what they are doing with federal economic stimulus funds.

Land Use & Economic Development

IV. 20-5022 Greater Egypt Regional Planning & Development Commission

A. Funding Through EDA

Peterson communicated to the committee about grants available through Greater Egypt through the EDA program. She also noted that the EDA’s Public Works and EAA programs provide economically distressed communities and regions with comprehensive and flexible resources to address a wide variety of economic needs. Projects funded by these programs will support the DOC Strategic Plan (2018-2022) by, among other things, advancing innovation, enhancing the manufacturing and export capacities of regions, providing workforce development opportunities, and growing ecosystems that attract foreign direct investment. Through these programs, EDA supports bottom-up strategies that build on regional assets to spur economic growth and resiliency. EDA encourages its grantees throughout the country to develop initiatives that present new ideas and creative approaches to advance economic prosperity in distressed communities.

V. 20-5023 Supervisor of Assessments

Berkowitz gave the committee an update on what the Assessments department is doing to help curve the COVID-19 Pandemic. The office is utilizing the 6 foot social distancing guideline for staff members and they are also taking temperatures and keeping track. The Assessments office is preparing for the June 3rd potential mailing of the mobile home tax privilege bills by the County Treasurer's office.

VI. 20-5024 Jackson Growth Alliance

Mueller noted no new updates this month.

VII. 20-5025 Comprehensive Plan

VIII. 20-5026 River Levee Project Update

A. Levee Project Invoice

A motion was made by Erbes, seconded by Mueller, to approve payment of the Levee Project Invoice in the amount of $11,975.54. The motion carried by unanimous vote. Highway Department

IX. 20-5027 SIMPO-Southern Illinois Metropolitan Planning Organization

Peterson communicated that at the SIMPO policy committee meeting she attended, the consultant studies for FY21 had been approved. She also re-iterated there are still on-going studies the organization is performing.

X. 20-5028 Jackson County Bike Routes

Peterson noted no new information this month.

XI. 20-5029 County Highway Department Update

Burdick gave a County Highway Update to the committee, noting his attached letter should be referenced for more detailed information. He noted updates to current projects, budgets, and items relating to COVID-19.

XII. 20-5030 Payment of Highway Monthly Claims

A motion was made by Mueller, seconded by Erbes, to approve payment of Highway Monthly Claims in the amount of $103,960.72. The motion carried by the following vote:

Yes: 4 - Erbes, Mendoza, Jr., Mueller and Peterson

Absent: 3 - D. Bost, Edmond and Morris

County Buildings & Grounds

XIII. 20-5031 Ionizer Installation for Courthouse

The County Administrator noted that these ionizers were already purchased by the Sheriff's Department and were extra that could be installed in the courthouse. The only expense would be the installation costs which would come to around $2500 and would come out of the maintenance and repair line item budget.Peterson noted that anything that improves air quality is something worth doing.

A motion was made by Mueller, seconded by Erbes, to approve the Ionizer Installation for the Courthouse. The motion carried by unanimous vote.

XIV. 20-5032 Chiller Circulation Pump

The County Administrator wanted the committee to be aware that she had already approved the repair of this item. Mueller asked how much it costs the County and where the money came from to pay for the repair. The County Administrator noted that the cost wa s around $2000 and the money came from a maintenance and repair line item. Mueller asked if this fix would last or would there be more repairs in the future. Whitbeck noted that this was not a quick fix item, but that the current issue was fixed.
