Jackson County Liquor Advisory Board met April 3.

Call to Order (2:00 PM)

Members Present: Larkin, Lindsey, Scerena and Turk

Members Absent: Calandro

Also present: Andrew Erbes (as proxy for Calandro), Mike Carr

Approval of Minutes

I. 20-4913 February 18, 2020 Minutes

A motion was made by Sheriff's Department Representative Lindsey, seconded by Health Department Representative Scerena, to approve the February 18, 2020 minutes as presented. The motion carried by unanimous vote.

II. 20-4914 Temporary Delivery of Alcoholic Liquor

Carr gave a quick recap of the temporary ordinance request and his concerns which were delivery drivers being of age and having proper training to check ID's. Larkin commented that he was not concerned with package delivery, but was concerned with single "open" items of liquor being sold; for example an alcoholic drink with a meal. He also questioned whether this was something that should be implemented immediately for full board approval or if there were other channels necessary before approval. Lindsey was concerned with third party delivery drivers not having proper training and not verifying proper ID's. Larkin requested the County Administrator work with Turk on the ordinance to state that the county would temporarily allow delivery of alcohol provided the delivery driver be trained properly and that they be an employee of the establishment. Third party delivery of alcohol would not be allowed. Carr requested the ordinance state that this is temporary and would be revisited by the chairman within 90 days of passing the ordinance.

A motion was made by State's Attorney's Office Representative Turk, seconded by Sheriff's Department Representative Lindsey, to approve recommendation of the Temporary Delivery of Alcoholic Liquor Ordinance to the full board. The motion carried by unanimous vote.

III. 20-4915 Longbranch Shooting House & Saloon transfer

The County Administrator gave the committee a quick recap of the local business and information on what they were requesting, transferring license from the old owner to the new one. The County Administrator also noted there was no longer any issues with inspections.

A motion was made by Sheriff's Department Representative Lindsey, seconded by State's Attorney's Office Representative Turk, to approve the transfer of the Longbranch Shooting House & Saloon liquor license from the old owner to the new owner. The motion carried by unanimous vote.

Turk moved and Lindsey seconded to adjourn, motion carried.
