Carbondale Community High School District 165 Board of Education met March 19.

The regular meeting of the Board of Education of School District 165 was held in the cafeteria of Carbondale Community High School, 1301 East Walnut Street, Carbondale, Illinois, beginning at 6:00 p.m. Upon roll call, the following members were present:

President Woodard declared a quorum present and the regular meeting of March 19, 2020, was called to order.
Approval of Minutes: Motion by Flowers, seconded by Swims, to approve the minutes of the regular scheduled meeting and executive session of February 20, 2020. Roll call: Flowers, Hudgins, Swims, Tsung and Woodard voted yes. Nay, none. Motion carried.
Public Comments: Elius Reed: Mr. Reed issued the following statement to the Board of Education:
I state that during the 3/19/2020 CCHS School Board Meeting Public Comments I stated that they (the Local 773 Union) had started the Local 773 Union High School Apprenticeship Program on about 8/2018-they then attended a 12/2018 meeting Illinois Gov. Pritzler and Lt. Gov. Stratton to get State funding for the Local 773 Union High School Apprenticeship Program; I attended the meeting and saw that 13 white male High School students-no black male High School students had been admitted into the Local 773 High School Apprenticeship Program; during the 4/2019 Local 773 Union Meeting I told the Local 773 Union High School Apprenticeship Program Administrator Griffin Goetz the they need to have some black High School students admitted/enrolled in the Local 773 High School Apprenticeship Program in order to get the State or Federal funding; Goetz stated the he would have some black students enrolled in the next Apprenticeship class-he is waiting on the Cairo High School to sign the Local 773 High School Apprenticeship Program Memorandum Agreement-I told Goetz that he could have got some of the black Carbondale Community High School (CCHS) students-Goetz stated that the CCHS Officials did not want the Local 773 Union High School Apprenticeship Program; I told CCHS Superintendent Steve Murphy that the Local 773 Union Officials had stated that the CHHS Officials did not want the Local 773 Union High School Apprenticeship Program-CCHS Sup. Steve Murphy stated that was not true; at the beginning of the 1/12/2020 Local 773 Union meeting Local 773 High School Apprenticeship Program Administrator Griffin Goez told me that the CCHS Officials had signed the Local 773 Union High School Apprenticeship Program Memorandum Agreement; during the 1/16/2020 CCHS District 165 School Board Meeting Superintendent Steve Murphy thanked the School Board members for having voted to approve the Local 773 Union High School Apprenticeship Program Memorandum Agreement. I asked what is the current status of the Local 773 Union CCHS High School Apprenticeship Program-when will CCHS students be admitted-how many CCHS students will be admitted into the Local 773 High School Apprenticeship Program; District 165 Superintendent Steve Murphy stated that they had 10 applicants/3 black student applicants-the Local 773 Apprenticeship Program applications were filed; the Carbondale Community High School and several other High Schools are closed because of the Corona Virus.
Mr. Murphy said that he believed two students applied for the program, but the application process may be in a great deal of flux with the COVID-19 outbreak.
Science Dept. Thank You: The Board received a thank you letter from the science department for the Board’s continued support of the department and science facilities.
2020 Top Ten Academic Student Banquet Cancelled: The 2020 Top Ten Academic Student Banquet was cancelled due to the COVID-19 epidemic.
FOIA Requests: The Board received a listing of the 2019-20 FOIA requests received to date.
World Lang. Dept. Newslet.: The Board received the World Languages Department Newsletter.
Payment of Bills : Motion by Swims. seconded by Tsung, to pay the remaining bills for the month of February 2020; and, those available for payment for the month of March 2020. Roll call: Hudgins, Swims, Tsung, Woodard and Flowers voted yes. Nay, none. motion carried.

Superintendent’s Report: Mr. Murphy reported the following:
∙COVID-19 Epidemic Update
∙The need to re-evaluate bonding and construction through the shutdown.
Audit Engagement Contract Extension: Motion by Flowers, seconded by Swims, to accept the audit engagement three-year (FY20, FY21 and FY22) contract extension from Emling & Hoffman, P.C. as presented. Roll call: Swims, Tsung, Woodard, Flowers and Hudgins voted yes. Nay, none. Motion carried.
District Transportation Services Contract Extension Tabled: A motion was made by Hudgins, and seconded by Flowers, to accept the 12% increase one-year contract extension from West Bus Service Company as presented. Before the vote was taken there was discussion among the Board to request West Bus Service to make accommodations for gas prices in their contract. Following discussion, it was agreed to table the motion to the April Board meeting to allow administration to contact West Bus Service Company and see if they would make adjustments in their contract.
Motion by Tsung, seconded by Swims, to table the motion to accept the 12% increase one-year contract extension from West Bus Service Company. Roll call: Swims, Tsung, Woodard and Hudgins voted yes. Nay, none. Motion carried.
Band Wing and Art Wing Roof Replacement Bids: Motion by Tsung, seconded by Hudgins, to acknowledge receipt of the bids received for the band wing and art wing roof replacement; and, to award the Base bid for the Art Wing Roof Replacement to Geissler Roofing Company Inc. of Belleville, IL in the amount of $117,500.00 as presented in Mr. Lundsford’s memo. Roll call: Woodard, Flowers, Hudgins, Swims and Tsung voted yes. Nay, none. Motion carried.
Draft 2020-21 School Calendar: Mr. Murphy reviewed the draft 2020-21 School Calendar for the Board. Final adoption of the calendar will occur at the April 16, 2020 Board of Education meeting.
2020-21 IHSA Membership Renewal: Motion by Swims, seconded by Flowers, to continue membership in the Illinois High School Association for the 2020-21 school year. Roll call: Flowers, Hudgins, Swims, Tsung and Woodard voted yes. Nay, none. Motion carried.
Executive Session: None
Resignations/Retirements: Motion by Swims, seconded by Hudgins, to accept the resignations/retirements of the following personnel as presented:
a. Resignation of Krystal Emrick (physical education teacher) effective at the end of the 2019-20 school year.
b. Resignation of Sarah Dubach (English teacher) effective at the end of the 2019-20 school year.
c. Resignation of Franciene Sabens (counselor) effective at the end of the 2019-20 school year.
Roll call: Hudgins, Swims, Tsung, Woodard and Flowers voted yes. Nay, none. Motion carried.
Employment of Personnel: Motion by Swims, seconded by Tsung, to employ the following personnel as presented:
a. Assistant Secretary to the CSBO/District Cashier--Tracy Hagston as the part-time Assistant Secretary to the Chief School Business Official/District Cashier at the rate of $13.00 per hour.
b. 2019-20 Extra-Duty Personnel--Personnel:
Assistant Boys Track Coach: Jason Perry $2,266.50
Assistant Girls Track Coach: Ashley Ziegler $2,266.50
Assistant Baseball Coach: Matt Duckworth $500.00
c. 2020-21 Physical Education Teacher--Heather Webb as a full-time physical education teacher for the 2020-21 school year. Ms. Webb’s education and experience will place her at line 10, column MA/MS, on the teacher salary schedule.
