Village of De Soto Board of Trustees met April 6.

Here is the minutes provided by the board:

President John Evans called the first regular monthly meeting of the De Soto Village Board of Trustees to order at 7:00 P.M via telephone conference. Village Clerk Paula Parks was present to record the minutes.

Village Engineer Harold Sheffer, Treasurer Dana Smith and Director of Public Works David Griffin were also present on the call.

Motion made by Paulette Johnson, seconded by Tony Rushing, to dispense with the reading of the minutes of the previous meeting and to approve them. Motion carried.

Motion made by Tony Rushing, seconded by Brian Gleason, to approve the March expense report. Motion carried.

Motion made by Tony Rushing, seconded by Paulette Johnson, to pay the list of bills as presented. Upon roll call vote: Tony Rushing – Yes; Brian Gleason – Yes; Paulette Johnson – Yes; Jennifer Morgan – Yes; Cristy Desormeaux – Yes; Eric Schuler - Yes. Motion carried.

Harold Sheffer explained that the contract price for the Phase III Watermain Replacements project has to be adjusted up or down based on as-billed quantities used on the job, which is typically why there is a change order with each pay estimate.

Motion made by Tony Rushing, seconded by Eric Schuler, to approve Change Order No. 5 to increase the contract price for the Phase III Watermain Replacements project by $544.50 leaving an adjusted contract price to date of $592,116.50. Upon roll call vote: Tony Rushing – Yes; Brian Gleason – Yes; Paulette Johnson – Yes; Jennifer Morgan – Yes; Cristy Desormeaux – Yes; Eric Schuler - Yes. Motion carried.

Motion made by Tony Rushing, seconded by Jennifer Morgan, to approve Pay Estimate No. 5 in the amount of $64,770.53 to Wiggs Excavating Inc. for work completed on the Phase III Watermain Replacements Project. Upon roll vote: Tony Rushing – Yes; Brian Gleason – Yes; Paulette Johnson – Yes; Jennifer Morgan – Yes; Cristy Desormeaux – Yes; Eric Schuler - Yes. Motion carried.

GroupCast Intrado had submitted two options for a contract for emergency notification services. A one-year contract would include a one-time set up fee of $750 and a hosting and maintenance fee of $4,850.00 for a total of $5,600.00 the first year with an annual fee of $4,850.00 thereafter. The five-year contract would include a one-time set up fee of $350.00 and a hosting and maintenance fee of $2,700.00 for a total of $3,050.00 the first year with an annual fee of $2,700.00 until renewal.

Motion made by Paulette Johnson, seconded by Brian Gleason, to approve a five-year contract with GroupCast Intrado which includes a $350.00 one-time set up fee and a $2,700.00 annual fee. Upon roll call vote: Tony Rushing – Yes; Brian Gleason – Yes; Paulette Johnson – Yes; Jennifer Morgan – Yes; Cristy Desormeaux – Yes; Eric Schuler - Yes. Motion carried.

Trustee Tony Rushing reported that the watermain replacements project should be finished in the next week or two. He also explained that the fire hydrant on Chestnut Street will be installed at a later date.

Trustee Paulette Johnson reported that the repairs on the park house are almost finished. She has applications for a park caretaker, but she does not want to interview over the phone. Therefore, hiring a park caretaker will be delayed.

Board members discussed the need to close the city park and skate park because of COVID- 19. Caution tape would be put around the equipment and signs posted indicating the park is closed.

Motion made by Eric Schuler, seconded by Tony Rushing, to close the city park, the restrooms and the skate park until May 1. Upon roll call vote: Tony Rushing – Yes; Brian Gleason – Yes; Paulette Johnson – Yes; Jennifer Morgan – Yes; Cristy Desormeaux – Yes; Eric Schuler - Yes. Motion carried.

Trustee Cristy Desormeaux reported that she is still waiting to hear from IDOT about the crosswalk and sign on Highway 51. The Village has the paint to stripe the crosswalk.

Director of Public Works reported that the street department had purchased a machine for picking up gum balls. New speed limit signs and small signs for under the stop signs and a supply of pipe will be purchased for about $2,200.00

Motion made by Eric Schuler, seconded by Tony Rushing, to suspend water cutoffs through June 1.

The next village board meeting will be held Monday, April 20 at 7 PM via telephone conference. The telephone conference will be available to the public for their participation. The dial-in number is (978) 990-5087 and the access code is 536100#.
