Jackson County Board of Commissioners met Feb. 18.

Communications

Larkin stated that several letters were received with allegations of misappropriation of funds by an Elected Official. The complaint was forwarded to the State's Attorney who recused his office and forwarded the complaint to the Attorney General's Office.

Agency Reports

Peterson reported on Greater Egypt Regional Planning and Development Commission. She reported that IDOT presented its District

9 Construction programs at the February 11, 2020 meeting. The Commission members approved the Evrard Company as the builder for the new office. Greater Egypt staff are working on a revision to the CEDS (Comprehensive Economic Development Strategy). The

revision will need to be approved by the Jackson County Board.

Peterson also reported on SIMPO (Southern Illinois Metropolitan Planning Organization). The Technical Advisory Committee and the Policy Committee met on February 3rd and 10th. They approved a planning study for Carbondale downtown parking. The revised Long Range Transportation Plan is on the Greater Egypt website and open for public comment. The Murphysboro Safe Routes to school federal grant for a crossing at Walnut Street and 21st Street in the 2020 TIP.

Mueller reported that the consultants working with the Jackson Growth Alliance and the community will be attending the Jackson

County Board Meeting on March 24, 2020

Chairman Report

Larkin reported that he and Mitch Burdick of the Jackson County Highway Department have been meeting with the shareholders of Walkers Bluff as well as representatives of Williamson County. The discussions for a intergovernmental agreement between Jackson and Williamson Counties for infrastructure is needed in order for the construction of a casino. After much discussion the following motion was made.

I. 20-4785 Intergovernmental Agreement Between Counties of Jackson and Williamson, Illinois

A motion was made by J. S. Rendleman, seconded by D. Bost, to approve the agreement. The motion failed by unanimous vote.

Approval of Consent Agenda

A motion was made by J.S. Rendleman, seconded by D.Bost, to approve the amended Consent Agenda. The motion carried by unanimous vote.

A motion was made by J. S. Rendleman, seconded by Snyder, to approve the payment of expenses. The motion carried by the following vote:

A motion was made by Peterson, seconded by Mendoza Jr., to approve Resolution 2020 -30.

Department

A motion was made by J. S. Rendleman, seconded by Peterson, to approve Resolution 2020 -31.

The motion carried by unanimous vote.

Chairman Larkin reported that after consideration with the appropriate parties the county is eligible to pay the jail bonds off early anytime after December 1, 2020. They will proceed with options and have a decision made by October. 2020.
