Williamson County Board of Commissioners met Sept. 10.

The Williamson County Board of Commissioners met Tuesday September 10, 2019 at 10:05 a.m. at the Williamson County Administrative Building Boardroom, Marion, Illinois, in a regular meeting of the Williamson County Board of Commissioners with the following members present:

Ron Ellis, Chairman

Jim Marlo, Commissioner

Brent Gentry, Commissioner

Attest: Amanda Barnes, County Clerk and Recorder

Recycling has had issues with people dumping non-recyclable items in our dumpster. The area is under surveillance and monitored. Commissioners will be forced to remove dumpster if this activity does not stop.

Jerry Ross, IT, was present to give update on department.

Country Storage Subdivision, Tabled.

Motion made by Brent Gentry and seconded by Jim Marlo, approving purchase of tractor with boom arm mower from Woody’s Municipal Supply in the amount of $110.157.00. Roll call vote was taken as follows: Jim Marlo, Yea; Brent Gentry, Yea; Ron Ellis, Yea. All members present voting Yea; motion carried.

Motion made by Jim Marlo to pay full amount of $9,222.42 to Frontier for internet contract. Motion died due to lack of second. No action taken.

Update given on Whiteash. Commissioners are wanting the money that comes in from residents of Whiteash to be set back and used for bond payment. Monies would be sent to Pittsburg so they could make actual payment once they take over Whiteashe sewer system.

Regional Office of Education Superintendent, Lorie LeQuatte was present to give quarterly report.

Motion made by Ron Ellis and seconded by Brent Gentry, approving Raffle and Poker Run License for Williamson County Republican Central Committee. Roll call vote was

taken as follows: Jim Marlo, Yea; Brent Gentry, Yea; Ron Ellis, Yea. All members present voting Yea; motion carried.

Motion made by Ron Ellis and seconded by Brent Gentry, approving sewer credit in the amount of $279.95. Roll call vote was taken as follows: Jim Marlo, Yea; Brent Gentry, Yea; Ron Ellis, Yea. All members present voting Yea; motion carried.

CDS, Ryan Gerber was present to talk about switching over email from Mayer Networks.

Motion made by Brent Gentry and seconded by Ron Ellis, approving Chairman Ellis to send letter to Mayer Networks cancelling email services. Roll call vote was taken as follows: Jim Marlo, No; Brent Gentry, Yea; Ron Ellis, Yea. All members present and two voting Yea; motion carried.

Motion made by Brent Gentry and seconded by Jim Marlo, approving 2018 Audit. Roll call vote was taken as follows: Jim Marlo, Yea; Brent Gentry, Yea; Ron Ellis, Yea. All members present voting Yea; motion carried.

Motion made by Ron Ellis and seconded by Brent Gentry, approving July 31, 2019 minutes. Roll call vote was taken as follows: Jim Marlo, Yea; Brent Gentry, Yea; Ron Ellis, Yea. All members present voting Yea; motion carried.

Motion made by Ron Ellis and seconded by Brent Gentry, approving August 13, 2019 minutes. Roll call vote was taken as follows: Jim Marlo, Yea; Brent Gentry, Yea; Ron Ellis, Yea. All members present voting Yea; motion carried.

Motion made by Ron Ellis and seconded by Brent Gentry, approving August 22, 2019 minutes. Roll call vote was taken as follows: Jim Marlo, Yea; Brent Gentry, Yea; Ron Ellis, Yea. All members present voting Yea; motion carried.

Resolution for Harbory Adult use Dispensing and Second Site License Pursuant to the Cannabis Regulation Tax Act, Tabled.

Motion made by Jim Marlo and seconded by Brent Gentry, approving RESOLUTION NO. 19-09-10-48 WILLIAMSON COUNTY AIRPORT AUTHORITY APPOINTMENT FOR DR. MICHAEL TROOP. Roll call vote was taken as follows: Jim Marlo, Yea; Brent Gentry, Yea; Ron Ellis, Yea. All members present voting Yea; motion carried.

Motion made by Brent Gentry and seconded by Jim Marlo, approving RESOLUTION NO. 19-09-10-49 LAKESIDE WATER DISTRICT APPOINTMENT FOR GREG HERRIN. Roll call vote was taken as follows: Jim Marlo, Yea; Brent Gentry, Yea; Ron Ellis, Yea. All members present voting Yea; motion carried.

Lorie Ellis, General Manager of the Harbory was present to talk about the services and benefits of the Harbory. No action taken. 

Motion made by Ron Ellis and seconded by Jim Marlo recessing and reconvening at 1:30 p.m. Roll call vote was taken as follows: Jim Marlo, Yea; Brent Gentry, Yea; Ron Ellis, Yea. All members present and voting Yea; motion carried.

Sheriff Bennie Vick and representatives of the Harbory were present to discuss recreational marijuana use.

Motion made by Ron Ellis and seconded by Brent Gentry, approving RESOLUTION NO. 19-09-10-47 RESOLUTION FOR HARBORY ADULT USE DISPENSING ORGANIZATION LICENSE PURSUANT TO THE CANNABIS REGULATION AND TAX ACT. Roll call vote was taken as follows: Jim Marlo, Yea; Brent Gentry, Yea; Ron Ellis, Yea. All members present voting Yea; motion carried.

Motion made by Ron Ellis and seconded by Brent Gentry, approving ORDINANCE NO. 19-09-10-06 ORDINANCE FOR THE COUNTY CANNABIS RETAILER’S OCCUPATION TAX IN WILLIAMSON COUNTY, ILLINOIS. Roll call vote was taken as follows: Jim Marlo, Yea; Brent Gentry, Yea; Ron Ellis, Yea. All members present voting Yea; motion carried.
