Jackson County Real Property Committee met Nov. 14.

Here is the minutes provided by the committee:

Call to Order (5:00 PM)

Members Present: Endres, Hunter, Mendoza, Jr., Mueller, Peterson and S. Bost

Members Absent: D. Bost

Also Present: Andrew Erbes, Laurie Nehring, Josh Barringer, Sharon Harris-Johnson, Mark Holt, Maureen Berkowitz, Larry Reinhardt, Mitch Burdick, Dan Qualls, Ed Ford, Linda Dutcher

Approval of Minutes

I. 18-3789 October 10, 2018

A motion was made by S. Bost, seconded by Mendoza, Jr., to approve of the October 10, 2018 minutes as presented. The motion carried by unanimous vote.

Highway Department

1. High Crash Location Information

C. Payment of Highway Monthly Claims

A. Peterson reviewed the crash location study that was provided in the packets.

B. Peterson reported that Touch of Nature has inquired about lowering the speed limit on Giant City Road due to the increase in bike traffic. She informed them that a speed study would need to be done.

C. Burdick reported that the claims are a bit high because of the Cora Road project. Hunter moved and S. Bost seconded to approve the Highway monthly cl aims in the amount of $807,874.61, motion carried.

II. II. 18-3794 ROW negotiations-Parcel 3 Dillinger Road Section 16-00175-00-SP

Burdick reported that this amount is in addition to the previous funding. It is an additional $600 to cover the cost of some trees that have to be removed at one property on Dillinger Road. Guthman has mentioned that this would be coming before the committee.

A motion was made by S. Bost, seconded by Endres, to approve $600 for tree removal on the Right of Way Parcel 3 Dillinger Road Section 16-00175-00-SP. The motion carried by unanimous vote.

III. 18-3795 Advertisement for maintainer and foreman positions

Burdick reported that he has spoken with Guthman about placing an ad for the positions. He read an ad that he has used before. He explained that in Washington County, a CDL is required but Jackson County gives employees six months to get their CDL when hired. He also spoke about the need to get people hired in time to train them on snow removal. Nehring suggested putting that CDL is preferred but that once hired, it will be required within six months. Burdick said he has a job description from Washington County but he is going to look at the Jackson County one. He informed the committee that he will be starting the following week and he plans to look at all the job descriptions. Endres asked how many he plans to hire now, three maintainers and one foreman. She also asked if he understood that those being hired would be brought in at a lesser salary than those that are leaving, Burdi ck said that he and Guthman have discussed that.

IV. 18-3797 Real Estate Taxes Discussion

Peterson began by noting that this item was added to the agenda by Chairman Rendleman. Reinhardt began the discussion by giving an explanation of the process for updating the levee districts tax. He emphasized that each step has to be completed before the next step can begin. Berkowitz handed out a timeline she put together to show when each step was completed in 2017 compared to when it was completed in 2018. Then she gave an explanation of how and when the township assessors complete their portion. Nehring suggested that everyone could be more proactive about explaining the process and why things are happening. Reinhardt reminded them that he submitted an email to the Chairman that was included in the September Executive Committee packet that explained everything that is being discussed this evening. Harris-Johnson talked about how amazing she thinks her staff are and what dedication she sees from them.

Communication

Peterson reminded the committee that UCCI has offered to pay the NACO dues for the County. The consensus of the committee is to do this for 2019.

V. 18-3790 Stormwater Management-Farm Week Article

Peterson spoke about the article and suggested that it be forwarded to the Legislative & Public Safety Committee to inquire about creating an ordinance for Jackson County.

VI. 18-3791 Carbondale Stormwater Management Brochure

Peterson brought in several copies and gave them out to the committee.

VII. 18-3792 Motor Fuel Tax-Farm Week Article

Peterson reviewed the article with the committee and suggested that it be forwarded to the Legislative & Public Safety Committee so they could draft a resolution asking for more Motor Fuel Tax and have it sent to the state legislature.

VIII. 18-3793 Abandoned Property Grant Info

The committee coordinator was asked to reach out to all the communities in Jackson County to notify them of the grant opportunity and see if they would like to join in applying for the grant.

A. Peterson reported that the Reed Station Road project is working on sludge removal. Also, Greater Egypt is working with Southern Illinois Healthcare on marketing the region.

E. Holt began his presentation by going through the powerpoint provided to the committee. He then spoke about the timeline of the project. Finally, he took questions from the audience and the committee.

IX. 18-3798 Enterprise Zone Presentation

This was not discussed.

X. 18-3796 Resolution Appointing County Engineer

A motion was made by Hunter, seconded by Mueller, to approve the resolution appointing the County Engineer. The motion carried by unanimous vote.
