Meeting called to order at 6:00 PM

1. Preliminaries to the City Council Meeting Procedural: 1.1 Roll Call

Procedural: 1.2 Council Comments, General Announcements, and Proclamations Councilman Loos commended the City for its Facebook page.

Councilwoman Bradshaw announced that the Eleven Days for Peace is ongoing through October 1; she expressed thanks to Librarian Diana Sussman Brawley for her efforts with this schedule.

Mayor Pro Tem Harvey announced Hispanic Heritage month extends through October 15 and that the African American Museum is sponsoring Sounds of Soul, an Aretha Franklin tribute on Friday at the Civic Center

Assistant Fire Chief Steve McBride was recognized for his years of service to the City of Carbondale; action on the Resolution commending him will be acting on in the Consent Agenda.

Procedural: 1.3 Citizens' Comments and Questions

Barry Spehn asked the Council to look into amending the Towing Ordinance to require owners to call in for vehicle towing; further, he recommended identification numbers to be placed on City vehicles.

Jerrold Hennrich asked about the reason for changes in security measures in City Hall. 2. Public Hearings and Special Reports

Action: 4.1 Resolution Permitting the Public Possession and Consumption of Alcohol within the Downtown Area during the Carbondale Halloween Festival on October 27, 2018

MOTION: Approve a Resolution Suspending the Enforcement of the Ordinance Prohibiting Public Possession and Public Consumption of Alcohol within the Downtown Area during the Carbondale Halloween Festival on October 27, 2018

Motion by Adam Loos, second by Jessica Bradshaw.

Discussion: 4.2 City Council Discussion of Proposed Changes to Title 4 of the Carbondale Revised Code as it Relates to the Mandatory Rental Inspection Program

Building and Neighborhood Services Supervisor John Lenzini provided additional details beyond the background of the item and responded to Council inquiries.

Council inquired about the success rate under the 3-year cycle, whether the fee covers the costs of the program, questions regarding the software, whether surprise visits occur, how vacant rentals are addressed, fees charged for vacation rentals, what differences were noted between different types of landlords, logistics about the proposal regarding change of ownership, the ability to generate certain reports, inquiries about the issuance of citations, specifics about inspecting large units, questions about violation forms, tenant protections in the Code, and questions about the billing of the annual fee; the comments included the history of the MRIP, individual preferences with regard to the alternatives presented, establishing an accelerated inspection cycle for problem properties, a need to ensure consistency with enforcement, prospective changes to the City Code, increasing the fee, and charging reinspection fees.

Jerrold Hennrich asked how many citations are issued, what revenue they generate, and how new residents are informed about their services.
