Village of Crainville Council met March 13.

Here is the minutes provided by the Council:

Crainville Village Board met in a regular session on Tuesday March 13, 2018 at 6:30 p.m. Roll call as follows:

Minutes:

Minutes from the February 13, 2018 regular Board Meeting were presented. There were no corrections.

Motion 1: Harbin made the motion and Aue seconded the motion to approve the February 13, 2018 Village Board Meeting Minutes as presented. All present voted yea and the President declared the motion carried.

Treasurer’s Report:

The Treasurer’s Report was presented. The Board asked that the Treasurer’s Report include the total gaming revenue that the Village is receiving.

Motion 2: Aue made the motion and Jones seconded the motion to bring down $30,000 from the Illinois Fund into the Village’s General Fund. All present voted yea and the President declared the motion carried.

Bills:

March bills were presented. There was an additional bill from Sam’s Club for their annual membership dues of; $100.00 to come out of the General Fund.

Motion 3: Jones made the motion and Dollins seconded the motion to pay the March bills. All present voted yea and the President declared the motion carried.

Visitor Participation

John Clark and Becky Clark live on Wildwood Drive which is a dead end Street. They are complaining about their low water pressure. Their water pressure is lower because the water main dead ends on Wildwood Drive. Engineering reports indicate that their water pressure would be higher if they could loop the water main on Wildwood with the water main on Jennie Lane. To loop these water mains together would necessitate putting in approximately 200 feet of pipe. John Crawford will work up the approximate cost to loop the two water mains.

Martin Bruns asked if the Village could put up signs advertising local businesses on Route 13, before the Hawkeye turn off. He would like for the businesses that are featured on the signs pay an advertising fee and the Village could use this money for lighting the new walkway/bike path. Mitchell will talk to IDOT about the signs.

John Crawford Report:

East Grand Improvements

The East Grand Project with SIMPO has been moved up to 2019. Crawford suggested that the Village include in this project replacing the water main from Hafer Road to Hurricane Road. The approximate cost to the Village to include the water main with the East Grand Project would be $130,000. The advantage to including the replacement of the water main is that the Village could take the engineering fees out of their Motor Fuel Tax. No action was taken at this time.

There are 763 water customers

Street/Water-Sewer Report (Ryan Farrar)

Ryan Farrar reported

The Lagoon Road washed away during the flooding rains that occurred in February. Farrar recommends putting in box tile.

One of the aerators in the lagoon went out and the motor will have to be rebuilt.

IDOT planted trees on the side of the new bike path. The Village does not have a riding mower that will easily mow this area. Farrar asked the Board to consider purchasing a new mower.

Farrar would like to put in a larger culvert behind the houses on Emerald under Marion Street.

Police Report (Chief Rogers)

Shane Phillips is starting as a part-time Police Officer the weekend of March 17. The Taurus patrol car is having radio problems.

New Business

Scholarship Committee

Mitchell appointed Jaci Chapman and Mike Harbin to the James B. Childress Scholarship Committee. The Committee will develop the scholarship criteria and present the scholarship for Board approval by the June Board Meeting.

Budget

Mitchell reminded the Board that if any of the departments they represent need big ticket items for next year they need to submit these items to Mitchell for consideration in the new 2018/2019 fiscal year budget. Steinacher, Mitchell and Jilek will be working on the budget after April 15.

Audit

Mr. Scroggins has submitted the Village’s 2016 audit. Mitchell provided all Board Members with a copy of the audit. The audit was supposed to be into the State’s Comptroller’s Office by the end of December. Scroggins did not send the Village’s audit into the Comptroller’s Office until March. The State will probably assess the Village a late fee for not meeting the deadline. The Board decided to wait to pay Mr. Scroggins until the Village finds out what, if any, late fees the Village will be required to pay. If the Village is fined for a late audit the Board will take the fine out of Scroggins bill.

The Board did not go into Executive Session.

Adjournment

Motion 7: Jones made the motion and Harbin seconded the motion to adjourn the meeting at 7:45 pm. All present voted yea and the President declared the motion carried.
