City of Marion City Council met October 23. 

Here is the minutes as provided by the council:

Minutes of a Regular Meeting of the City Council of the City of Marion held in the Council Chambers at City Hall October 23, 2017. Mayor Butler called the meeting to order at 6:30 P.M. The City Clerk was instructed to call the roll and the response was as follows:

PHYSICALLY PRESENT: COMMISSIONERS RINELLA HIGHTOWER, WEBB AND GOSS AND MAYOR BUTLER, ABSENT: NONE.

Commissioner Hightower led the Council and audience in the pledge of Allegiance to the American flag.

The minutes of the 10/09/2017 Regular Meeting were approved as presented.

Mayor Butler shared with the Commissioners and everyone in attendance how much of an honor he received in getting to be an attendee of the October 17, 2017 Honor Flight to Washington D. C. Mayor Butler stated it was the greatest one day trip he has ever taken. Everything from the airplane flight to the visiting of the various war memorials and monuments was well organized. There were sixty-seven veterans, each with a guardian to assist the veteran during the flight and the tour. Mayor Butler recommended the Washington D. C. trip, private trip if necessary, to visit all the Washington D.C. War Memorials and monuments.

Commissioner Hightower stated, “One can tell who the real heroes are - the Veterans who were on the Honor Flight, as there were approximately 2000 people who came to the Veteran's Airport to welcome the Honor Flight back home.”

Jimmy Johnson was in attendance at the October 23, 2017 Council meeting. He spoke to the Mayor and Council of concerns he has for our country. Mayor Butler thanked Mr. Johnson for his concerns for our nation.

Brenda Futch told the Council her flower shop, “We Three Girls’ burned June 4, 2017. She asked the Council for a sixty to ninety-day extension to set a temporary portable building and two tents on her lot at 509 W. DeYoung so that she could sell fall and Christmas artificial flowers. She was told the Council could give a tentative approval but since her item was not on the Agenda for this meeting it would still need to go before the Zoning Board and then come before the City Council at a future Council Meeting.

Mayor Butler stated Congratulations are in order to Deputy Clerk Tammy Beasley who has recently fulfilled all the requirements of the Master Municipal Clerk (MMC) Program of the International Institute of Municipal Clerks and has earned the MMC designation. She has worked many long hours toward receiving this honor and is to be congratulated.

New Business

RESOLUTION 2017-8 RESOLUTION EXPRESSINGENCOURAGEMENT AND APPROVING BY THE CITY COUNCIL RECITING THE PLEDGE OF ALLEGIANCE TO THE FLAG OF THE UNITED STATES OF AMERICA PRIOR TO THE START OF ALL CITY COUNCIL MEETINGS. 

Commissioner Goss made a motion to approve Resolution 2017-18 as presented. Commissioner Rinella seconded the motion.

ON ROLL CALL VOTE COMMISSIONERS RINELLA HIGHTOWER, WEBB AND GOSS AND MAYOR BUTLER ALL VOTED YEA.

Glenn Clarida City Engineer, presented the bids for the construction of Railroad Street Water main replacement consisting of approximately 1,025 lineal feet of 8-inch water main and miscellaneous items. The Engineer's Estimate was $94,719.50, Wiggs Excavating bid $106,949.50, J.M. Jones bid $86,439.00, Followell Construction bid $92,777.00 and Skuta Construction bid $90,754.00. Commissioner Rinella made a motion to approve the low bid of J. M. Jones of $86,439.00. Commissioner Goss seconded the motion. Police Department 

Commissioner Webb announced the Police Department is seeking approval of the resignation of Nicholas McLaughlin. Commissioner Webb made a motion to approve the resignation of Nicholas McLaughlin. Commissioner Rinella seconded the motion.

ON ROLL CALL VOTE COMMISSIONERS RINELLA, HIGHTOWER, GOSS AND WEBB AND MAYOR BUTLER ALL VOTED YEA.

Commissioner Webb made a motion to approve the appointment of Tyler Smith to fill the position of Patrol Officer vacated by Nicholas McLaughlin. (Tyler is currently employed at the Marion PD as a full-time dispatcher with his name on the Merit Board list of Patrol Officer Candidates.) Commissioner Rinella seconded the motion.

Commissioner Webb made a motion to approve the hiring of Benjamin Wylie as a full-time dispatcher to fill the position vacated by Tyler Smith's appointment to Patrol Officer. Mr. Wylie is currently employed at the Williamson County Dispatch. Commissioner Goss seconded the motion. ON ROLL CALL VOTE COMMISSIONERS RINELLA, HIGHTOWER, GOSS AND WEBB AND MAYOR BUTLER ALL VOTED YEA.

MARION CULTURAL & CIVIC CENTER 

Commissioner Rinella made a motion to approve the re-appointments to the Marion Cultural & Civic Center Board for three year terms from November 1, 2017 through October 31, 2018 of the following individuals: Martha Stinson, Beth Hamer, Sandra Blankenship, Jaclyn Hancock and Wayland Sims. Commissioner Hightower seconded the motion.

Code Enforcement 

The Zoning Board, at a scheduled meeting held October 17, 2017 at 5:30 P.M. at the Marion City Hall (Notice of Meeting published 15 days prior), voted to recommend a Special Use Permit be issued to Belinda Eveans-Koenig for a Vacation Rental located at 1304 N. Garfield Street. Mrs. Eveans-Koenig had explained to the Zoning Board she had been renting the residence out for the last 15 years on a short-term basis. She is requesting the Special Use Permit to comply with the Vacation Rental Ordinance #3386 and has completed the application process. Commissioner Hightower made a motion to approve Mrs. Eveans-Koenig's request for a Special Use Permit. Commissioner Rinella seconded the motion.

HUB RECREATION CENTER 

General Manager Chris Georgantas asked for Council approval for the following new hire recommendations for part-time employees:

Jennifer Thomas — Lifeguard at $9.50 per hour.

Orea Cosby - Part-time Basketball Staff at $8.50 per hour. 

Commissioner Webb made a motion to approve the above recommendations as stated. Commissioner Rinella seconded the motion.

ORDINANCE 3407 - ORDINANCE APPROVING ANNEXING A PORTION OF THE FLUCK LIMITED PARTNERSHIP PROPERTY. Commissioner Goss made a motion to approve Ordinance 3407 as presented. Commissioner Webb seconded the motion.

ON ROLL CALL VOTE COMMISSIONERS RINELLA, HIGHTOWER, WEBB AND GOSS AND MAYOR BUTLER ALL VOTEDYEA

Representatives from Affordable Gas and Electric (AGE) presented the current electrical rates as of October 23, 2017 for various electrical companies that could furnish electricity for the City of Marion's buildings. 

The City of Marion is currently paying $0.05411 per kwh for the city buildings. MidAmerican Energy Services, LLC offered the lowest rate at $0.04745 for four years starting June 2018 through June 2022. This could make a savings of $60,000.00 per year over the fouryear period. 

Commissioner Webb made a motion to approve the bid of MidAmerican Energy Services LLC at $0.04745 for four years starting June 2018 through June 2022. Commissioner Rinella seconded the motion. 

ON ROLL CALL VOTE COMMISSIONERS RNELLA, HIGHTOWER, WEBB AND GOSS AND MAYOR BUTLER VOTED YEA.

Resolution 2017-19 Council Approval of commitment of Local Funds for Local Roadway Improvements was tabled to a future meeting.

Commissioner Rinella commented the 3' Annual Electronic Recycling day held last Saturday October 21, 2017 at the Training Center parking lot was the biggest Electronic Recycling day yet

for the City of Marion. Commissioner Rinella thanked Coach Martin and his varsity football team and the boys from the basketball team. All the kids did a great job helping unload the electronics from the residents vehicles.

Commissioner Rinella made a motion to pay the monthly bills as funds become available.

Commissioner Goss seconded the motion.

Commissioner Rinella made a motion to approve and pay the Consent Agenda dated October 23. 2017 as funds become available. Commissioner Hightower seconded the motion.

Commissioner Goss made a motion to adjourn the Regular Meeting. Commissioner Hightower seconded the motion.
