Illinois Heartland Library System Budget & Finance Committee met Sept. 14.

Call to Order: 3:01 p.m.
Roll Call
Members present: Mary Biel, Tina Hubert, John Phillips, Sandra West, and Sara Zumwalt
Others present: Leslie Bednar, Colleen Dettenmeier, Adrienne Elam, Rhonda Johnisee Shirley Paden, and from Scheffel Boyle: Josh Andres and Steve Pembrook
Auditor’s Presentation – FY2017 Audited Financial Statements Draft – For information only.
Representing Scheffel Boyle was Josh Andres and Steve Pembrook. They both thanked us for allowing them to perform the audit and for the assistance from Adrienne, Rhonda and Colleen.
Josh and Steve gave a narrative overview of the Report and Financial Statements draft and they answered any questions in relation to the FY2017 audit and about the IHLS cash reserves as of June 30, 2017. They also shared that the single audit did not have to be done since the total federal funds received were under the $750,000 threshold. Their opinion is a clean and unmodified opinion. They also advised the committee that they are available to answer any further questions.
John Phillips asked, “What do we know about the state’s payment regarding FY2017 Area and Per Capita balance due?” Adrienne Elam shared that we received the state payment in August.
Josh Andres commented that “it’s in the receivables.” Scheffel will be presenting the FY2017 audited Financial Statements at the next Board meeting on September 26.
Approval of Minutes – From August 10, 2017 – Motion to approve by Sandra West, seconded by Mary Biel. Motion approved.

• August 2017 Bills – Motion to accept by Sandra West, seconded by John Phillips.
Motion carried by unanimous roll call vote.
• August 2017 Financial Reports – Motion to accept by Sandra West, seconded by Tina Hubert. Motion carried by unanimous roll call vote.
Next Step – None.
Next Meeting - Thursday, October 12, 2017 at 3:00pm. Sandra West will be at the ILA conference and will not be attending.
Public Comment – None.
Announcements – Tina Hubert commented that the governor signed House Bill 0547 – Act 100-0338 which changes the municipal code bid advertisement to $25,000. Does this have an impact on the system? Leslie Bednar will look into this.
