Herrin City Council met Sept. 11.

Here is the minutes provided by the Council:

Mayor Steve Frattinicalled the meeting to order and asked Troy Benitone, Community of Faith Church to lead us in prayer. Pledge of Allegiance was recited. Shelly Huggins, City Clerk called the roll and the following were present:

MINUTES OF AUGUST 28, 2017 MEETING Motion made by Alderman Shoemake, seconded by Alderman York to approve the minutes of the August 28, 2017 Council Meeting Alderman Ahlgren, York, Crompton, Kinley, Miller, Sizemore, Ruppel and Shoemake voted "Yea". None voted "Nay". 

TREASURER'S REPORT Treasurer Carl Goodwin stated there will be a finance meeting September 25 at 5:00 p.m.

BUDGET OFFICE Carrie Cravens, Budget Director stated there will be a finance meeting October 11 at 5:30 p.m. to discuss Tax Levy.

CODES Codes Administrator Robert Craig stated he has removed over 30 signs from poles and city right-of-ways. There will be a zoning meeting 9/25 at 5:30 p.m. for a variance.

PUBLIC WORKS Bill Sizemore, Chairman of the Public Works Committee stated there will be a meeting on 9/25 at 5:45 to discuss contracts.

Tom Somers, Public Works Director stated Ameren did service to new South 148 lift station today. Should be up and running by Wednesday. Water main project on 16" & 17th Streets should be completed in a couple weeks. 12th & 14th Street water project should begin October 1. Road Project finished up last week.

PUBLIC IMPROVEMENT Marilyn Ruppel, Chairman of the Public Improvement Committee had nothing to report.

PUBLIC SAFETY Quinn Laird, Police Chief introduced Salvador Tomas. He will be swore in later in the meeting.

Shawn Priddy, Fire Chief stated the park siren should be repaired Wednesday or Thursday. Our department houses the State Technical Rescue and it has been on call for South Carolina. So far not deployed.

Mayor commended the fire and police departments for their efforts over the weekend with two fires and the armed robbery. The eclipse weekend was uneventful.

David Shoemake, Chairman of the Public Safety Committee stated 34 golf cart/utv permits have been issued. Reminder they need to be inspected at police department and then receive sticker and pay permit at the Clerks office.

FINANCE Motion was made by Alderman York, seconded by Alderman Shoemake to authorize bills to be paid before

the Council. Alderman York, Crompton, Kinley, Miller, Sizemore, Ruppel, Shoemake and Ahlgren voted "Yea". None voted "Nay".

INSURANCE Sheila Ahlgren, Chairman of the Insurance Committee had nothing to report.

LIBRARY Marilyn Ruppel, Liaison for the Herrin City Library stated there will be a Cactus Pete Vintage Video show on Friday, 9/15 at 2 p.m.

CIVIC CENTER Scott Kinley, Liaison for the Herrin Civic Center gave schedule, SIOpry 9/16, Chamber 9/26 and pink out 9/30.

NEW BUSINESS:

RESOLUTION 7- HHS HOMECOMING PARADE Motion by Alderman Ruppel, seconded by Alderman Crompton to pass Resolution 7-2017. HHS Homecoming Parade. Alderman Crompton, Kinley, Miller, Ruppel, Sizemore, Shoemake, Ahlgren and York voted "Yea". None voted "Nay".

ORDINANCE 22-2017 REZONE 720 N. 16th ST Motion made by Alderman Miller, seconded by Alderman Kinley to pass Ordinance 22-2017 Granting a  Request to Rezone 720 N. 16 St. from R-4 to B-2. Alderman Kinley, Miller, Ruppel, Sizemore,  Shoemake, Ahlgren, York and Crompton voted "Yea". None voted "Nay".

RECOMMENDATION CODES Motion made by Alderman York, seconded by Alderman Crompton to allow Robert Craig, Codes  Administrator to make land acquisitions on properties that are going through tax sale process. Alderman

ADMIN. TO ACQUIRE LAND INTAX SALE PROCESS Miller, Ruppel, Sizemore, Shoemake, Ahlgren, York, Crompton and Kinley voted "Yea". None voted "Nay".

CLOSE 300 VFW BLOCKN. 16" FOR VFW APPOINT Motion made by Alderman Kinley, seconded by Alderman York to close 300 block N. 16th for the  on September 16 from 9 a.m. to 4 p.m. Alderman Ruppel, Sizemore, Shoemake, Ahlgren, York, Crompton, Kinley and Miller voted "Yea". None voted "Nay".

SALVADOR TOMAS FULL TIME PATROLMAN Motion made by Alderman Kinley, seconded by Alderman Miller to appoint Salvador Tomas as full-time patrolman. Alderman Sizemore, Shoemake, Ahlgren, York, Crompton, Kinley, Miller and Ruppel voted- "Yea". None voted "Nay".

SWEARING IN Shelly Huggins, City Clerkswore in Salvador Tomas.

MAYOR Mayor stated it is very humbling to be the mayor and he has such pride in our community. We are always giving back to others and he challenges other towns to do the same.

Chamber week is September 11-14. Stop by and visit at your leisure.

September 30 is the Pink out Party. 100% of proceeds go to patients in our community in need. Tickets are S35 each or 2/S50.

November 9 is Purs-a-nality a fundraiser for the women's center.

COUNCIL Alderman Kinley welcomed Salvador.

PUBLIC Mr. McKown asked about the recent flood report. Public Works director Tom Somers stated that his report is preliminary and he will not comment on it at this time. October 5there will be mediation on the matter.

ADJOURN Motion made by Alderman Crompton, seconded by Alderman Miller to adjourn. Alderman Shoemake, Ahlgren, York, Crompton, Kinley, Miller, Ruppel and Sizemore voted "Yea". None voted "Nay".
