Herrin City Council met Aug. 28.

Here is the minutes provided by the Council:

Mayor Steve Frattinicalled the meeting to order and asked Adam Ward, Christian Life Center to lead us in prayer. Moment of silence for Bart Mann. Pledge of Allegiance was recited. Shelly Huggins, City Clerk called the roll and the following were present:

MINUTES OF AUGUST 14, 2017 MEETING Motion made by Alderman Shoemake. Seconded by Alderman York to approve the minutes of the August 14, 2017 Council Meeting Alderman Ahlgren, York, Crompton, Kinley, Miller, Sizemore, Ruppel and Shoemake voted "Yea". None voted "Nay".

TREASURER’S REPORT Treasurer Carl Goodwin stated there will be a finance meeting September 11 at 5:30 p.m.

BUDGET OFFICE Carrie Cravens, Budget Director stated that tomorrow she, mayor and Carl will have a conference call for the new bond.

CODES Codes Administrator Robert Craig stated that the ISO rating review was not as good as it could be. Most codes issues can be rectified by changing our code as well as with some training. Zoning meeting tomorrow night at 6 p.m. to rezone property on N. 16th St. He wishes to have a public improvement meeting regarding possible land acquisitions.

PUBLIC WORKS Bill Sizemore, Chairman of the Public Works Committee stated trash will run on Monday. City hall will be closed. Tom Somers, Public Works Director was absent from the meeting. Mayor stated we are progressing on the South lift station.

PUBLIC IMPROVEMENT Marilyn Ruppel, Chairman of the Public Improvement Committee stated there will be a meeting on September 11 at 5:00 p.m.

PUBLIC SAFETY Quinn Laird, Police Chief was absent from the meeting. Deputy Chief Jimmie Loyd Stated that a suspect was apprehended in the recent armed robbery at Hucks.

Shawn Priddy, Fire Chief stated the Chili Dinner will be on November 11 from 11-6. The tornado siren at the park will be fixed soon. No influx in calls during the eclipse.

Mayor commended the fire and police departments for their efforts over the weekend with two fires and the armed robbery. The eclipse weekend was uneventful.

David Shoemake, Chairman of the Public Safety Committee had nothing to report.

FINANCE Motion was made by Alderman York, seconded by Alderman Shoemake to authorize bills to be paid before the Council. Alderman York, Crompton, Kinley, Miller, Sizemore, Ruppel. Shoemake and Ahlgren voted “Yea'. None voted "Nay".

INSURANCE Sheila Ahlgren, Chairman of the Insurance Committee had nothing to report.

LIBRARY Marilyn Ruppel, Liaison for the Herrin City Library stated that the OPAC was used by 778 persons. There are 5,505 registered borrowers. The summer reading program was well attended.

CIVIC CENTER Scott Kinley, Liaison for the Herrin Civic Center stated the civic center has had an increase in private party reservations. SI Opry 9/16, Chamber 9/26 and pink out 9/30.

NEW BUSINESS:

ORDINANCE 172017 TELECOMMUNICATIONS TAX Motion made by Alderman York, seconded by Alderman Ahlgren to pass Ordinance 17-2017 Simplified Municipal Telecommunications Tax. Alderman Crompton, Kinley, Miller, Ruppel, Sizemore, Shoemake, Ahlgren and York voted "Yea". None voted "Nay".

ORDINANCE 212017. ANNEXATION Motion made by Alderman Ruppel, seconded by Alderman Kinley to pass Ordinance 21-2017 Annex Real Property to the City of Herrin. S. Park Avenue. This is a 3 acre tract across from Yamaha. Alderman Kinley, Miller, Ruppel, Sizemore, Shoemake. Ahlgren, York and Crompton voted "Yea". None Voted "Nay".

CLOSE 100 BLOCK E. WALNUT Motion made by Alderman Miller, seconded by Alderman Shoemake to close 100 Block E. Walnut on October 8 for HHS Football Alumni Fundraiser. Alderman Miller, Ruppel, Sizemore, Shoemake, Ahlgren, York, Crompton and Kinley voted "Yea". None voted "Nay".

REAPPOINT RANDALL YOUNBLOOD AIRPORT BOARD

Motion made by Alderman Kinley, seconded by Alderman Miller to reappoint Randall Youngblood to the Williamson County Airport Board. Alderman Ruppel, Sizemore, Shoemake, Ahlgren, York, Crompton, Kinley and Miller voted "Yea". None voted "Nay".

MAYOR Mayor gave the animal control report for July 1, 2016 to June 30, 2017. Dogs - 148 to rescue, 12 adoptions,

1 died in care, 2 euthanized, 82 claimed and 4 to other facilities. Cats - 432 to rescue, 34 adopted, 2 escaped, 34 died in care, 1 euthanized, 11 claimed and 10 trapped and released.

Back to school prayer rally was last evening at WMAC. Please keep our schools in your remembrances,

Thanksgiving dinner will continue. Please let City Hall know if you would like to volunteer.

We have officials from Freeman Spur with us tonight. New village president, Shawn Baldi and trustees Tom Gorski and Dale Branch.

COUNCIL Nothing to add.

PUBLIC Steve Huggins thanked the council and City for a great job. He commended the City Hall employees

Clerk's office, water department and Budget office. On August 19 there was a Kevin Reveal Memorial at the Miner's game. There are challenge coins for sale for $10 as a fundraiser for the scholarship given in Kevin's name each year to a graduating HHS senior. Kevin was killed in the line of duty 9/29/96.

David Miner asked about our checks and balances in the wake of other towns having money issues. The City of Herrin has procedures in place. We have a yearly audit, Checks require 3 signatures and bills have to be approved by council.

Tom Bush asked if we can do anything about the skunk problem in town. There are private companies you can contact to get rid of them for a fee. Also can police watch the stop sign at Carroll & 14th. People don't seem to be stopping there.
