Jackson County Legislative and Public Safety Committee met September 12.

Here is the minutes provided by the Committee:

Call to Order (5:00 pm)

Members Present: Burke, Comparato, Maxwell, Mendoza, Jr., Mueller and Nehring

Members Absent: Larkin

Also Present: Derek Misener, Lloyd Nelson, Bart Hagston, Kerri Gale

Approval of Minutes

I. 17-2780 August 15, 2017 Minutes

A motion was made by Maxwell, seconded by Mendoza, Jr., to approve the August 15, 2017 minutes as presented. The motion carried by unanimous vote.

Health Department & Solid Waste

A. Jackson County Health Department

E. Recycling Program

A. Hagston reported that there is a prescription drug town hall meeting this evening at 530pm at the Carbondale Civic Center. The town hall meeting is designed to engage community members in the discussion of this problem and to elicit possible strategies to help fight it. Next, Hagston reported that Denise McCleary has been hired as the Emergency Preparedness Specialist and will be working two days a week. Hagston then went on to give some bullet points regarding the Health Department's work around the Eclipse:

 Conducted training for temporary campground inspectors

 Ensured that restaurants around Carbondale had all received a recent inspection

 Conducted 45 temporary food vendor inspections in four days; permitted in the field three vendors

 Conducted 10 temporary campground inspections in three days; registered in the field one vendor

 Held After Action Review meeting on August 22 and they are developing an after action report

 Hagston spoke about eclipse experiences at the Illinois Environmental Health Association Conference on Sept. 7

 They are collecting Eclipse glasses for recycling through October 1

 From April-August the JCHD Eclipse website received more than 13,000 visits with 413 likes/comments/shares

 Only 2,401 days until the next Eclipse on April 8, 2024

B. Gale reported that Ms. Johnson/Kyle Scerena completed eight inspections or field visits at open dumping/open burning sites; five were revisits and three were new sites; two citizen complaints were received; one landfill inspection and one field visit were completed.

C. Gale presented the committee with an update of the Solid Waste Fund (see attachment)

D. This item is moved to the October meeting.

E. Gale informed the committee that the next Shred & Med day is scheduled for Saturday, November 4th from 8am to Noon at the Health Department front parking lot (flyer attached). Also, during the Eclipse the Health Department loaned out all their recycling racks to Kite Hill, Makanda and Giant City.

Emergency Management

II. 17-2781 Reed Station MHP Updated

Misener reviewed the email in the packet from Asaturian, Eaton & Associates that outlines the timeline for bids for the Reed Station Road MHP lagoon demolition and informed the committee that the contract should be coming to the committee at the next meeting.

Ambulance Service

A. Payment of Ambulance Monthly Claims

B. Ambulance Director's Report

i. Accounts Receivable Cash

A. Mueller moved and Maxwell seconded to pay the Ambulance monthly claims in the amount of $43,691.92, motion carried.

B. Misener reported that there is $263,034.41 in Accounts Receivable Cash; there were 858 ambulance reports, 647 were transports and 44 were livery van. This is a 4.3% increase in transports form 2016 to 2017. Misener informed the committee that he was actually overstaffed for the Eclipse which is preferable to understaffed, and everything went very smooth during the Eclipse.

III. 17-2782 Tower Fence Replacement RFP Approval

Misener presented the committee with the requested RFP for the fence replacement around the communications tower. The State's Attorney's office has drafted and approved the RFP. Misener stated that the newspaper ad regarding the RFP will have to run for at least three weeks in the paper and that he should have information for the committee at the October meeting.

A motion was made by Maxwell, seconded by Nehring, to approve the Communications Tower Fence Replacement RFP. The motion carried by unanimous vote.

Legislative

IV. 17-2783 Animal Control RFP

The State's Attorney's office is working on the Animal Control RFP. Burke inquired about an email address for Animal Control it is: animalcontrol@jacksoncounty-il.gov. Nelson reported that there were no Animal Control calls during the Eclipse, as requested by the committee he is putting the purchase of a computer in his FY18 budget and he gave an update on the 48 cats he removed from a home last month.
