City of Carbondale Liquor Advisory Board met July 6.

Here is the minutes as provided by the board:

The City of Carbondale’s Liquor Advisory Board held a meeting on Thursday, July 6, 2017, in Room 112


of the Carbondale Civic Center, 200 South Illinois Avenue. Chairman Robinson called the meeting to order

at 5:30 p.m. with the following-named members of the Board present/absent:

1. Roll Call

Present: John Mills, Tasis Karayiannis, Donald Monty, David Cisco, Mark Robinson

Absent: Steve Payne

A quorum was available to take action on the agenda items. City Staff present for the meeting included City

Clerk Jennifer Sorrell and Police Chief Jeff Grubbs.

2. Approval of Minutes from May 24, 2017

John Mills moved, Tasis Karayiannis seconded, to approve the minutes of May 24, 2017. VOTE: All

voted aye; motion declared carried.

3. Election of Officers

J. Mills moved, D. Cisco seconded, to nominate Donald Monty as Chair and Mark Robinson as Vice

Chair. Vote: All voted aye; motion declared carried.

4. Application for a Class B2 liquor license (on premises consumption of all alcoholic liquors) from Dan

Terry, sole proprietor, d/b/a The Sand Piper at 213 East Main Street

Dan Terry was present to respond to Board questions. Mr. Terry indicated that he had recently obtained

all of his former properties which has resulted in a slight modification of his submitted plans. The ice

cream parlor will be placed in the former 1187 Creative/Birger’s Pub building. For the main building at

213 East Main, he would like to open it in time for the eclipse after which he will shift his focus to

making use of the kitchen inside of that facility while retaining a bar license. Chief Grubbs requested

clarification regarding plans for any activities on the patio and Mr. Terry stated that he would like to use

the outdoor space, but with no entertainment and no speakers. As there was no beer garden application

included with this item, the Board inquired how to proceed. The Clerk suggested that the main motion be

based upon the application before them, then include a recommendation regarding the use of the beer

garden (patio) for the Commission to consider, assuming that the beer garden application was submitted

and no issues were noted by Development Services.

D. Monty moved, J. Mills seconded, to recommend approval of a Class B2 liquor license for Dan Terry

d/b/a The Sand Piper, pending receipt of outstanding items, and furthermore, since he has indicated that

he would like to use the beer garden which has been in use for many years, if he submits an application, to

recommend that the Commission approve said beer garden application which will include no live

entertainment and no speakers. All voted aye; motion declared carried.

5. Citizens’ Comments

None.

6. Adjournment

Meeting adjourned at 5:49 p.m.
