Herrin City Council met August 14.

Mayor Steve Frattinicalled the meeting to order and asked Philip Neurenberger, Herrin Church of Christ to lead us in prayer. Pledge of Allegiance was recited. Shelly Huggins, City Clerk called the roll and the following were present:

Minutes of July 24, 2017 Meeting: Motion made by Alderman Shoemake, seconded by Alderman York to approve the minutes of the July 24, 2017 Council Meeting Alderman Ahlgren, York, Crompton, Kinley, Miller, Sizemore and Shoemake voted "Yea". None voted "Nay".
Treasurer's Report: Treasurer Carl Goodwin was absent from the meeting.
Budget Office: Carrie Cravens, Budget Director stated that the finance meeting has been rescheduled to August 28 at 5:30 p.m.
Codes: Codes Administrator Robert Craig stated there is a zoning meeting on August 29 at 6 p.m. The old Ace Motors has been tore down and will be parking for El Jalisco. The old Maytag building is being renovated. Several signs are showing up on poles and in the rights-of-way.
Public Works: Bill Sizemore, Chairman of the Public Works Committee stated the 16th St. project is about 1/3 completed. The 148 South lift station project should be completed in the next 3 weeks.
Tom Somers, Public Works Director stated that the road maintenance program is going on and will be completed in another week. Ten Oaks sewer project will begin this week.
Public Improvement: Marilyn Ruppel, Chairman of the Public Improvement Committee was absent from the meeting.
Public Safety: Quinn Laird, Police Chief stated he and Chief Priddy have attended several meetings in preparation for the Eclipse. No one is sure of what to expect and our police department is prepared. There may be cellphone problems and an increase in traffic.
Shawn Priddy, Fire Chief stated his staff will be available all weekend for the influx in calls that are anticipated. The ISO audit has been completed and we are awaiting results. Currently our ISO rating is a 4. This determines insurance coverage rates for our residents.
David Shoemake, Chairman of the Public Safety Committee had nothing to report.
Finance: Motion was made by Alderman York, seconded by Alderman Shoemake to authorize bills to be paid before the Council. Alderman York, Crompton, Kinley, Miller, Sizemore, Shoemake and Ahlgren voted “Yea'. None voted "Nay".
Insurance: Sheila Ahlgren, Chairman of the Insurance Committee had nothing to report.
Library: Marilyn Ruppel, Liaison for the Herrin City Library was absent from the meeting.
Civic Center: Scott Kinley, Liaison for the Herrin Civic Center stated SI Opry will be on 8/19. Richard Melvin, Director stated that the Stars & Steele Guitar Convention was a success and they plan to be back next year.
New Business:
Ordinance 18-2017 Southern Illinois Bank Tif Agreement: Motion made by Alderman Crompton, seconded by Alderman York to pass Ordinance 18-2017 Southern Illinois Bank Redevelopment and TIF agreement. Alderman Crompton, Kinley, Miller, Sizemore, Shoemake, Ahlgren and York voted "Yea". None voted "Nay".
Ordinance 19-2017 Dixie Cream Donuts & Deli LLC TIF Agreement: Motion made by Alderman Crompton, seconded by Alderman York to pass Ordinance 19-2017 Dixie Cream Donuts & Deli, LLC Redevelopment and TIF agreement. Alderman Crompton, Kinley, Miller, Sizemore, Shoemake, Ahlgren and York voted "Yea". None voted "Nay".
Subdivision Plat Progress Business Addition: Motion made by Alderman Sizemore, seconded by Alderman York to approve the Plat of Subdivision Progress Business Addition. Located on S. Park Avenue, South of Grand. This will be for commercial development. Alderman Miller is not in favor for helping developers for water and sewer expenses. Alderman Sizemore, Shoemake, Ahlgren, York, Crompton and Kinley voted "Yea". Alderman Miller voted “Nay".
Back to School Prayer Rally Proclamation: Mayor read the Back to School Prayer Rally Proclamation. This will be on Sunday, August 27 at West Monroe Apostolic Church at 6 p.m.
Appointment Board of Fire & Police Commissioners: Motion made by Alderman Miller, Seconded by Alderman Kinley to appoint Mike Monchino to the Board of Fire & Police Commissioners for a term ending December 31, 2019. Alderman Sizemore, Shoemake, Ahlgren, York, Crompton, Kinley and Miller voted "Yea". None voted "Nay".
Appointment TIF Committee: Motion made by Alderman Sizemore, seconded by Alderman Kinley to appoint Kevin Frost to the TIF Committee. Alderman Shoemake, Ahlgren, York, Crompton, Kinley, Miller and Sizemore voted "Yea". None voted “Nay”.
Mayor: Mayor encourages everyone to have proper eyewear when viewing the upcoming eclipse. City Hall will Be open that day. Town could possibly be more busy than normal with traffic.
Council: Alderman Ahlgren stated that there is a resident on North 14th that places their trash on the curb too early. Amazon has recalled some of their eclipse glasses, she reminded everyone to check theirs.
Alderman Sizemore stated that the HHS Alumni Football Association will have a fundraiser on October 8, 2017 and he asks that we close the 100 Block of East Walnut Street.
Public: Beverly Griffith asked what happened with the new Dairy Queen. Apparently owners changed their mind.
Adjourn: Motion made by Alderman Sizemore, seconded by Alderman Miller to adjourn. Alderman Ahlgren, York, Crompton, Kinley, Miller, Sizemore and Shoemake voted "Yea". None voted "Nay".
