Herrin City Council met June 12.

Mayor Steve Frattinicalled the meeting to order and asked Matt Frizzell, Second Baptist Church to lead us in prayer. Pledge of Allegiance was recited. Shelly Huggins, City Clerk called the roll and the following were present:

Minutes of May 22, 2017 Meeting: Motion made by Alderman Shoemake, seconded by Alderman York to approve the minutes of the May 22, 2017 Council Meeting Alderman Ahlgren, York, Crompton, Kinley, Miller, Ruppel, Sizemore and Shoemake voted "Yea". None voted "Nay".
Treasurers Report: Treasurer Carl Goodwin stated that the bond paperwork has been completed and bonding will be funded SOO.
Budget Office: Carrie Cravens, Budget Director stated that department heads had met with IML with hopes to decrease claims in the future.
Codes: Codes Administrator Robert Craig gave out photos of a house in the Heights that B&B Recovery has bought and improved. They have purchased several others that they will be doing the same with. The codes Software is being created. We are going slowly into it so we make sure we get everything we want because if we have to amend later it will be at a cost.
Public Works: Bill Sizemore, Chairman of the Public Works Committee stated there will be a meeting on Wednesday, June 14 at 2:00 p.m.
Tom Somers, Public Works Director had nothing to report.
Public Improvement: Marilyn Ruppel, Chairman of the Public Improvement Committee stated there will be a meeting on June 15 at 3:00 p.m.
Public Safety: Quinn Laird, Police Chief stated that Herrinfesta went smoothly. He thanked the HFI committee for providing a safe atmosphere.
Shawn Priddy, Fire Chiefthanked HFI committee as well. He has issued a press release regarding partnering with Red Cross for smoke alarm installation on June 24.
David Shoemake, Chairman of the Public Safety Committee stated there will be a meeting on Monday, June 26 at 5:30 p.m.
Finance: Motion was made by Alderman York, seconded by Alderman Shoemake to authorize bills to be paid before the Council. Alderman York, Crompton, Kinley, Miller, Ruppel, Sizemore, Shoemake and Ahlgren voted "Yea". None voted “Nay”.
Insurance: Sheila Ahlgren, Chairman of the Insurance Committee had nothing to report.
Library: Marilyn Ruppel, Liaison for the Herrin City Library stated the summer reading program events 6/20 Big Hero 6 Movie and 6/29 Magic Storytelling.
Civic Center: Scott Kinley, Liaison for the Herrin Civic Center stated that SIOpry will be on June 17.
New Business:
Recommendation to Donate Fire Truck to Johnston City: Motion made by Alderman Shoemake, seconded by Alderman Miller to donate old ladder fire truck to Johnston City. They have given us equipment of a similar or greater value. Public Safety Committee recommends. Alderman Crompton, Kinley, Miller, Ruppel, Sizemore, Shoemake, Ahlgren and York voted “Yea'. None voted "Nay".
Recommendation for Yield Signs Timbercreek & Deerrun: Motion made by Alderman York, seconded by Alderman Sizemore to install yield signs for outgoing traffic on Timbercreek Dr. & Deer Run. Tom Somers, Public Works Director recommended. Alderman Kinley, Miller, Ruppel, Sizemore, Shoemake, Ahlgren, York and Crompton voted "Yea". None voted "Nay".
Recommendation 4 Way Stop 16th & Pine St: Tom Somers, Public Works Director recommends that we do not make S. 16th & Pine St. a 4 way stop. It is currently a 2 way stop for Pine Street traffic. There was accident history there, however, it is because of cars parked on 16th Street. Intersection will stay a 2 way stop.
Closure of E. Walnutst Fundraiser: Motion made by Alderman Kinley, seconded by Alderman Ahlgren to close the 100 Block of E. Walnut St. on July 23 for a fundraiser from Noon to 9 p.m. Alderman Miller, Ruppel, Sizemore, Shoemake, Ahlgren, York, Crompton and Kinley voted “Yea”. None voted “Nay”.
Approval to Proceed With Lomr Study For Phase II 17th St Drainage: Tabled.
Subdivision Plat - Piper Addition: Tabled.
TIF Facade Agreement Sav-A-Lot: Motion made by Alderman Ruppel, seconded by Alderman York to approve TIF Façade Agreement for Sav- a- lot. Committee recommends full amount of $2,500.00. Alderman Ruppel, Sizemore, Shoemake, Ahlgren, York, Crompton, Kinley and Miller voted "Yea". None voted "Nay".
Ordinance 10- 2017 Prevailing Wage: Motion made by Alderman Kinley, seconded by Alderman Miller to pass Ordinance 10-2017 Prevailing Wage. Alderman Sizemore, Shoemake, Ahlgren, York, Crompton, Kinley, Miller and Ruppel voted "Yea". None voted “Nay”.
Ordinance 11- 2017 Amending Chapter 24, Article VIII: Motion made by Alderman Miller, seconded by Alderman Shoemake to pass Ordinance 11-2017 Amending Chapter 24, Article VII of the Herrin Revised Code of Ordinances: Regulating Golf Carts/Utility Terrain Vehicles. This adds horn requirement for golf carts and reciprocating information with Energy. Alderman Shoemake, Ahlgren, York, Crompton, Kinley, Miller, Ruppel and Sizemore voted "Yea". None voted “Nay”.
Agreement Johnson Controls: Motion made by Alderman Ahlgren, seconded by Alderman Sizemore to approve agreement with Johnson Controls. Alderman Ahlgren, York, Crompton, Kinley, Miller, Ruppel, Sizemore and Shoemake voted "Yea". None voted "Nay".
Police Records Management System: Motion made by Alderman Kinley, seconded by Alderman York to enter into agreement for new Police Records Management System. Alderman York, Crompton, Kinley, Miller, Ruppel, Sizemore, Shoemake, and Ahlgren voted “Yea”. None voted “Nay”.
Mayor: Mayor asked public improvement committee to take a look at a grant opportunity with State Farm.
Council: Alderman Ruppel stated that the TIF Façade area has been extended further South on Park Avenue to Clark Trail.
Alderman Ahlgren has had a request for a resident only parking sign on the South side of Bond at 7” Street. She also asked again for the animal control phone number to be placed on the van. She gave a big thanks to Richard Melvin, Civic Center Director and his staff
Alderman Kinley expanded on the civic center regarding cooperation during Herrinfesta and it was open during the fest and things seemed to run smoothly.
Alderman Ruppel stated that Richard and his staffare more thank helpful.
Alderman Kinley thanked Fire Chief Shawn Priddy for his great job so far. Shawn stayed in touch with NWS regarding possible weather during the festa.
Alderman Shoemake stated that the most recent police report had 753 calls on it. He commended Quinn, Jimmie and staff. Chief Laird stated that the K-9 is doing well.
Alderman Crompton stated that there will be fireworks at the park on the 4th. Cat Daddy-O will perform from 6-9 p.m.
Alderman Sizemore stated the St. Jude GolfScramble had 100 golfers. Raised in excess of $12,000. He thanked the many volunteers.
Alderman York thanked the residents who come to the meetings. The farmer's market has had a 30% increase this past week over the weeks before.
Public: Beverly Griffith stated she is pleased there will be fireworks at the park. She stated that there are still Limbs covering the 4th Street sign at Herrin Road.
Helen Russell asked about the wall by the Elks. She is concerned with a strip of weeds on the railroad by Eastside Lumber.
