Minutes of May 8, 2017 Meeting: Motion made by Alderman Shoemake, seconded by Alderman York to approve the minutes of the May 8, 2017 Council Meeting Alderman Ahlgren, York, Crompton, Kinley, Miller, Ruppel, Sizemore and Shoemake voted 'Yea. None voted 'Nay.

Treasurers Report: Treasurer Carl Goodwin was absent from the meeting.

Budget Office: Carrie Cravens, Budget Director had nothing to report.

Codes: Codes Administrator Robert Craig stated that we now have links on our website to pay for property owner's permits and occupancy inspections. The old house in the 400 block of S. Park is finally coming down. After attending a vehicle reclamation class, it has came to the attention that we need to update our codes for abandoned/inoperable vehicles to include golf carts/UTVs.

Public Works: Bill Sizemore, Chairman of the Public Works Committee stated there will be a meeting on Wednesday, June 7 at 5:00 p.m. He has had a request for a stop sign on 16th at Pine St., this will be brought back next meeting.

Tom Somers. Public Works Director stated that the following projects have been completed: water main at Pine Lakes, pipe replacement at Southside Lumber and sidewalks and ramps by Time Out on Cherry St.

Public Improvement: Marilyn Ruppel, Chairman of the Public Improvement Committee had nothing to report.

Public Safety: Quinn Laird, Police Chief stated that the preparations for Herrinfesta are complete. We have applied for and received a $13,000 grant for equipment. The new K-9 has hit the streets and we are seeing results.

Shawn Priddy, Fire Chief stated a red shirt design contest was conducted at the HHS. The winner has been chosen and we are ready to order. We recently submitted numbers to WCEMA for the last flood event.

David Shoemake, Chairman of the Public Safety Committee stated there will be a meeting on Monday, June 12 at 5:30 p.m.

Finance: Motion was made by Alderman York, seconded by Alderman Shoemake to authorize bills to be paid before the Council. Alderman York, Crompton, Kinley, Miller, Ruppel, Sizemore. Shoemake and Ahlgren voted “Yea. None voted "Nay".

Insurance: Sheila Ahlgren, Chairman of the Insurance Committee had nothing to report.

Library Llaison: Marilyn Ruppel, Liaison for the Herrin City Library stated the summer reading program begins 6/1. List of June events are: 6/1 Art with Clink Wilkey, 6/8 Mad Science, 6/13 Outside Steam fair. 6/20 Movie and 6/29 Magic Storytelling.

Civic Center: Scott Kinley, Liaison for the Herrin Civic Center stated that they are gearing up for Herrinfesta. The Civic Center will be open for business during the fest for cooling off and also will house a new Italian restaurant inside.

New Business:

Ordinance 92017 Go Bonds: Motion made by Alderman York, seconded by Alderman Ahlgren to pass Ordinance 9-2017 Providing for the issuance of General Obligation Bonds (Water System Revenue Pledge), Series 2017. Alderman Crompton, Miller, Ruppel. Sizemore, Shoemake, Ahlgren and York voted "Yea". None voted "Nay". Alderman Kinley “Abstained".

MFT Resolution & Estimate of Costs Section 1700000-00-GM: Motion made by Alderman Miller, seconded by Alderman Ruppel to approve MFT Resolution for Maintenance and Estimate of Costs, Section 17-00000-00-GM Oil & Chip Program. Alderman Kinley, Miller, Ruppel, Sizemore, Shoemake, Ahlgren, York and Crompton voted "Yea". None voted "Nay".

Health Insurance: Motion made by Alderman Ahlgren, seconded by Alderman Crompton to approve new health insurance plan with Health Alliance. This is recommended by the committee. Alderman Miller, Ruppel, Sizemore, Shoemake, Ahlgren, York, Crompton and Kinley voted "Yea". None voted "Nay".

Mayor: Fountain is still awaiting a new pump. We are working on a temporary fix for now.

Council: Alderman Ahlgren asked about the weeds at the old Wareco building. Mayor has talked to owner and they Are supposed to be sending someone down. If not done in the next couple days, City will mow and invoice owner.

Alderman Miller thanked Tom and crew for job at Pine Lakes. Tom has met with Scottr Preston and opened the lines of communication so they are working with us again. He also asked about stop signs or yield signs in Timbercreek subdivision. This will be checked and brought back.

Alderman York stated someone has asked for a slow sign on Tower road. Police is for resident to pay and secure sign then we will install. Approximate price of sign is $35.

Alderman Sizemore asked for a street closure on E. Walnut for a fundraiser on July 23 from Noon to 9. This will be brought back next meeting.

Public: Loretta Cooley of Corbin Drive asked the city to take action on trash on vacant lots and businesses being operated out of homes. The City is aware of the situation and is checking on a daily basis. Alderman Miller stated that the City does not enforce covenants only city code. He asks that we do enforce our code.

Chuck Charlet asked about truck route enforcement. Eastside Lumber has told their customers to use a certain route that is approved. Enforcement will be increased.

Sharon Frattini stated that the farmer's market is running well. It is from 8 a.m. to 11 a.m. on Saturday mornings on the lot directly south of Subway. They are looking for more vendors.

Tom Boren Stated a neighbor has left high weeds and a stagnant pool. The side and front was mowed by a neighbor. Property has been posted. Bi-County Health needs to be checked with since we do not have an ordinance regarding pool.

Dennis Avripas stated that the Corvette Show was a success. Estimated donations were $1,200.00 May be a yearly event. There were more than 65 corvettes here. He asked about unlicensed vehicles. They are not allowed in the City limits. We have an ordinance against them.

Adjourn: Motion made by Alderman Ruppel, seconded by Alderman Kinley to adjourn. Alderman Ruppel, Sizemore, Shoemake. Ahlgren, York. Crompton, Kinley and Miller voted "Yea". None voted "Nay".
