Marion City Council met April 13.

Here is the minutes provided by the Council:

Minutes of a Special Meeting held at Marion City Hall Thursday, April 13, 2017 at 4:00 P.M. Mayor Butler called the meeting to order. The roll call response was as follows:

Physically Present: Commissioners Rinella, Webb and Goss and Mayor Butler. Absent: Commissioner Hightower

Mayor Butler stated this is a Special Meeting having given notice of the Special Meeting forty- eight hours prior to the meeting as stated in 05/ILCS 120/2.02 with the reason for the Special Called Meeting being as follows:

1. To approve Ordinance 3379 repealing Ordinance 3673.

2. To approve Ordinance 3380 approving the Amended Walmart Second Addition Subdivision to the City of Marion.

3. Council approval to adopt Job Description for Code Enforcement Office Manager.

4. Council Approval of Mayor Butler's appointment of Kathy Spicer to Code Enforcement Office Manager.

Ordinance 3379-An Ordinance Repealing Ordinance 3673 Commissioner Rinella made a motion to approve Ordinance 3379 as presented. Commissioner Goss seconded the motion.

On Roll Call Vote Commissioners Rinella, Webb, And Goss And Mayor Butler Voted Yes. Commissioner Hightower Was Absent.

Ordinance 3380 - An Ordinance Accepting A Subdivision Platted As Amendment To Wal-Mart's Second Addition Subdivision To The City Of Marion, County Of Williamson, Illinois. Commissioner Rinella made a motion to accept/approve Ordinance 3380 as presented. Commissioner Goss seconded the motion.

On Roll Call Vote Commissioners Rinella, Webb, And Goss And Mayor Butler Voted Yes. Commissioner Hightower Was Absent.

City Administrator Gail West explained the Job Description for the Code Enforcement Office Manager (CEOM). The Code Enforcement Office Manager will administer the Code Enforcement office operations and procedures. The CEOM will receive the bulk of complaints for the City through website email, Public Stuff software,, walk-ins and over the phone. In receipt of such information the CEOM must determine the nature of the issue, confirm that there is a plausible concern, attempt to find a solution within the city rules and regulations, communicate/answer the customer rationally and if needed, assign a Code Officer. Commissioner Rinella made a motion to approve the Code Enforcement Office Manager Job Description. Commissioner Goss Seconded the motion.

On Roll Call Vote Commissioners Rinella, Webb And Goss And Mayor Butler All Voted Yes. Commissioner Was Hightower Absent.

Mayor Butler recommended that Kathy Spicer be appointed to the position of Code Enforcement Office Manager at a pay rate of $23.00 per hour. Commissioner Rinella stated that a $23.00 an hour rate was a $7.51 an hour increase over what Kathy Spicer currently makes. Mayor Butler stated it was because Kathy was underpaid and under-appreciated. Commissioner Rinella said,

"The increase in pay rate for the Code Enforcement Office Manager was a slap in the face to other employees who have been employed longer and have just as much if not more responsibility than the Code Enforcement Office Manager. If we accept the rate of $23.00 an hour for the Code Enforcement Office Manager, then we are setting ourselves up for failure with future Union Negotiations." Mayor Butler told Commissioner Rinella," You did that with your negotiation with the Firefighter's contract." Commissioner Rinella asked to go on record as stating that the "Firefighters are making less this contract than they did before." Commissioner Webb asked if the wage rate of $23.00 an hour for the Code Enforcement Office Manager was a budgeted item. Commissioner Rinella told him it was not a budgeted item. Commissioner Goss made a motion to approve Kathy Spicer as the Code Enforcement Officer Manager at a pay rate of $23.00 per hour. Commissioner Webb seconded the motion.

On Roll Call Vote Commissioners Webb And Goss And Mayor Butler All Voted Yes. Commissioner Rinella Voted No. Commissioner Hightower Was Absent.

4:30 P.M. Commissioner Rinella made a motion to adjourn the meeting with Commissioner Webb seconding the motion.

On Roll Call Vote Commissioners Rinella, Webb And Goss And Mayor Butler All Voted Yea. Commissioner Hightower Was Absent.
