Here is the minutes provided by the Council:

Minutes of a Regular Meeting of the City Council of the City of Marion held in the Council Chambers at City Hall April 10, 2017. Mayor Butler called the meeting to order at 6:30 P.M. The City Clerk was instructed to call the roll and the response was as follows:

Physically Present: Commissioners Rinella. Hightower, Webb And Goss And Mayor Butler.

Absent: None

The minutes of the March 27, 2017 Regular Meeting and the Special Meeting of March 25, 2017 were approved as presented.

Old Business

Mayor Butler stated the level of the detention pond was raised causing water to stand in the storm sewers. The new subdivision will have its own detention pond. The streets will have six inches of concrete on the roads or three inches of asphalt with five inches of rock underneath. Glenn Clarida told the council Phase 10 has concrete Streets, but all the other phases have asphalt and stone streets. If constructed correctly, the concrete streets last longer so are less expensive in the long run. It was suggested to not issue any building permits in a new subdivision until all the conditions are met. The lots are all single-family lots. Commissioner Rinella made a motion to approve Morningside Phase 11 Subdivision with Commissioner Goss seconding the motion.

Ordinance 3376 pertaining to the impoundment of vehicles used in connection with illegal activities was tabled.

Commissioner Webb presented the bids for the repainting of the Training Center with funds paid from the approved (11 RTC grant. Gracie Painting, Incbid $10,500.00 andRP Coatings bid $10,600.00. Commissioner Webb made a motion to approve the bid of Gracie Painting Inc. for $10,500.00 with Commissioner Rinella seconding the motion.

Glenn Clarida presented the bids for construction of the PCC Sidewalks for the Downtown area consisting of approximately 25,000 Square feet of 4" PCC sidewalk and miscellaneous items. Marion Concrete bid $308,45*19.00, E.T. Simonds bid $$30,486.61, and Samron bid $393,509.00. Commissioner Goss made a motion to accept the bid of Marion Concrete at $308,469.00 which was $174,752.50 lower that the Engineer's Estimate. Commissioner Webb seconded the motion.

Hub Recreation General Manager Chris Georgantas presented the name of Ashley Stevens for approval as a new part-time swim instructor at $20.00 per hour. Commissioner Webb made a motion to approve Ashley Stevens as a part-time swim instructor at $20.00 per hour with Commissioner Rinella seconding the motion.

Hub Recreation General Manager Chris Georgantas asked the Council to approve an additional job classification for two current part-time employees:

Garrick Hale - current Sports & Rec employee - add intern as Camp Counselor at $8.50 per hour.

Shoshanna Yoakum — current lifeguard and swim instructor - add Camp Counselor at $8.50 per hour. Commissioner Webb made a motion to approve Garrick Hale and Shoshanna Yoakum to both have Camp Counselor at $8.50 an hour added to their job classifications. Commissioner Rinella seconded the motion.

Ordinance 3377 - An Ordinance Approving And Authorizing The Execution Of A Tax Increment Financing (Tip) District Redevelopment Agreement By And Between The City Of Marion And W. Brian Ziegler (The Smoothie King Project (HUB TIF). City Administrator Gail West told the Council this is a new business that will be located across the street from the Hub, developer Brian Ziegler with a 70/30 split and expenses starting this year going to 2034. The Smoothie King offers a meal in a cup, with a protein drink to lose weight, bulk up or as a health drink. The Smoothie King hopes to be open in July. Commissioner Goss made a motion to approve Ordinance 3377 as presented with Commissioner Goss seconding the motion.

Ordinance 3378 - An Ordinance Approving And Authorizing The Execution Of A Tax Increment Financing (Tif) District Redevelopment Agreement By And Between The City Of Marion And Lin-Dan, Llc. (HUB TIF) Developers are Linda and Dan Tondini. This is a new business offering Botcha ball. They are renovating two properties, rehabbing two old buildings. They hope to be open in the early Spring. The project will have a cap of $500,000.00 with $563,000 in eligible costs. Commissioner Goss made a motion to approve Ordinance 3378 as presented with Commissioner Webb seconding the motion.

Brian Ziegler stated the City of Marion has already approved an Engineering Agreement with Clarida and Ziegler for the South Market Street Project, but for the Engineering fees to be paid from the MFT funds, the Engineering Agreement needs to be signed on the MFT forms, so this is just a formality for making that change.

Commissioner Goss made a motion to approve the MFT Engineering Agreement with Clarida and Ziegler Engineering as stated above. Commissioner Webb seconded the motion.

Commissioner Rinella made a motion to pay the monthly bills as funds become available with Commissioner Goss seconding the motion.

Commissioner Webb gave the Police Activity Report for March 2017

Mayor Butler shared with the Council, Josh Benson Executor of the Marion Cultural and Civic Center received notice from Allen and Wanda McCabe that they are prepared to deliver $50,000.00 to the Marion Cultural and Civic Center. Since this item was not on tonight's agenda it will be on the next regular meeting agenda to approve receiving the donation for the Marion Cultural and Civic Center from Allen and Wanda McCabe.

Mayor Butler stated Sheila Baysinger has bought the lot east of Motel Marion on West Main Street. There is a fifty foot right of way between her lot and the motel. If the right of way was vacated, half would go to Baysinger and half would go to the motel. The property to the north of the lot Sheila Baysinger bought is owned by Warren Oil. Attorney Steve Green stated he will put together the information for the next Council Meeting for the vacate of the street between the Motel Marion and the property to the east of the Motel Marion bought by Sheila Baysinger.

City Administrator Gail West told the Council three letters of intent were received, prior to March 31, 2017, to purchase the Old City Hall. Gail stated a date needs to be set to meet with the three persons to have each one present his or her plans for the Old City Hall.

Mayor Butler stated that since there is no more business to cover a motion to adjourn would be in order. Commissioner Goss made a motion to adjourn the meeting with Commissioner Hightower seconding the motion.
